Chapter I THE PROBLEM AND TIS SCOPE


Introduction Attitude is what makes us unique. It the most important role in our career advancement and the peace and progress of a nation as a whole according to William A. Delaney in his book The 30 Most Common Problem in Management and How to Solve Them. Government public officials and employees as the subject of the study, need to be aware of their function and be watchful of their action and attitudes manifested in the public. They are working in the public office. As it goes, Public Office is a public trust; public employees of government are therefore accountable for what they do; they are enjoined to serve the people with most responsibility, integrity , loyalty and efficiency, act with patriotism and justice, so behaviour or attitudes of these public officials is a very important factor in the development/ progress / advancement and peace of a nation at large. Progress / advancement and peace depend on the attitudes and action of the said officials. Statement of the Problem This study will find out the attitudes of Government officials and employees in different public offices. Specific Problems Specifically, it will seek to answer the following question: 1. Is attitude of government officials and employees play the most important role in the advancement / progress and peace of the country ?

2. What are the possible measure given to the government officials and public employees to guide them to the right attitudes and action to be done and manifested in the public ? Scope and Delimitation

This study will focus on the right attitudes and actions of government officials and public employees.

Chapter II BODY / CONTENT


Visit to the libraries for the purpose of reading literature related to the present problem that much have been written about attitudes of public officials / employees . To enrich this problem, the researcher gathered the following pieces of information from literature on what should be at least the right attitude and action manifested and made by the public officials / employees in the public office. The following possible measure otherwise known as the code of conduct and ethical standards in public office serve as guide of their attitudes and actions were quoted below; ( the law is under R.A 6713 ) Commitment to public interest - This norm mandates all public officials and employees shall always uphold he public interest over and above personal interest. Their attitudes and action in exercising their job towards the public people is for the welfare of the people themselves. All government resources and powers of their respective offices must be employed and used efficiently, effectively, honestly and economically, particularly to avoid wastage in public funds and revenues. Professionalism Public officials and employees shall perform and discharge their duties with the highest degree of experience, professionalism intelligence and skill. They shall enter public service with outmost devotion and dedication to duty. They shall endeavour to discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage.

Justness and Sincerity Public officials and employees shall remain true to people at all poor and the underprivileged. They shall at all times respect the rights of others and shall refrain from doing acts contrary to law, good morals, good customs, public policy, public order, public safety and public interest. They shall not dispense or extend undue favours on account of their office to their relatives whether by consanguinity or affinity except with respect to appointments of such relatives to positions considered strictly confidential or as members of their personal staff whose terms are coterminous with theirs. Political Neutrality Public officials and employees shall also provide services to everyone without unfair discrimination and regardless of party affiliation or preference. Responsiveness to the Public They shall likewise extent prompt, courteous and adequate service to the public. Provided by law or when required by the public interest, they shall provide information, public consultation and hearings whenever appropriate encourage suggestion, simplify and systematize policy rules and procedures, avoid red tape and develop understand and appreciation of the socioeconomic conditions prevailing in the country, especially in the depressed rural and urban areas. Nationalism and patriotism - Public officials and employees shall at all times be loyal Republic and to the Filipino people, promote the use of locally produce goods and resources .

CHAPTER III SUMMARY CONCLUSION / RECOMMENDATION

SUMMARY The role of the government public Officials, government employees and teachers are very important because the improvement or development of our country lie on them.

Our country need officials, employees and teachers who have commitment to serve people. The officials which have a vision, good attitudes, perceptions and good qualities to uplift the development of our country.

CONCLUSION / RECOMMENDATION As what William A. Delaney said in his book The 30 most common Problem in Mgmt. and How to solve Them that attitude plays the most important role in career advancement and even the advancement / progress of nation. Yes, 1 highly favour the authors statement. Now, since attitude of government public officials and employees as the most concern of the study, it is expected therefore that they should manifest attitude and perform their functions in the public office accordingly, basing upon the law and this law is other wise known a significant guide for public officials and employees to follow in order to maintain good reputation of the people / public in their public service. For they are enjoined to serve the people not of their own personal interest. However, in order to escape the negative reaction of the people / public- that they shall be respected, I highly recommend that public officials and employee shall exercise or apply the norms of conduct in public office truthfully like commitment of public interest, professionalism, justness and sincerity, political neutrality, responsiveness to the public, nationalism and patriotism, so , they can also of course contribute to the success of the whole community, thus leading our country to become more productive and peace as well, will attain / achieved.

SIGNIFICANT OF THE STUDY Result of their study or research on the attitudes of government public officials and employees will benefit many government or public employees and officials as well as teacher. Government Public employees This study is significant firstly to the said employees who are seeking improvement / charges in ones behaviour, that this research will provide guidepost for their endeavour in correcting or minimizing at least the negative attitudes that thy may face the obstacle to attain its objectives that is serving the people to the fullest extent. Government Officials On the basis of this study, the government officials will given an insight on the important of ones attitude the attitude that is worthy to the public since they are community leaders or leaders of the nation as w whole. They must possess good attitudes and exercise right actions that could contribute to the development and peace of a nation. Teachers Being a vehicle of the education of the pupils / student, this research will be of help to the mentors the necessary and worthy right attitudes and action to be aware that manifesting right attitude and doing the right action is of great influence to the pupils/student for teachers are said to be the model in and out of the school campus.
