tomuhs@gmail.com Last modified: 2009-06-29 ABSTRACT A survey was conducted on scholarly research communication and the prospects of Open Access (OA) to the scholarly research dissemination in India by Open Knowledge Society (OKS). The India's National Agricultural Research System (NARS) has been choosen as a case study for exploring the possibility of OA in publishing agricultural research. With over 90 Indian Council of Agricultural Research (ICAR) institutes and 42 agricultural universities, established by respective states at State level across the country, the Indian NARS, is one of the largest NARS of the world. The ICAR is the apex organization of Indian NARS coordinating the agricultural research and education of the country. The agriculture research output mainly comes from publicly funded projects, and many of the research centers and universities publish research journals (peer-reviewed) and magazines even in local languages apart from English. Beside, there are many professional societies in agriculture and related sciences publishing peer reviewed journals. However, majority of these journals are traditional print journals and thus are less visible to the outside world. In the country, the researchers cannot have the access to the published literature without the subscription to those journals and many of the libraries do not subscribe all the journals. From India, only four journals in the area of agriculture and animal 1
sciences found in the Directory of Open Access Journals (DOAJ). Hence, it is felt that there is a tremendous potential for the research output to be made available to World with the OKS intervention and with the help of Open Journal System (OJS) software. OKS would like to bring this point forward and hope it can bring some change and create awareness about OA publishing in Agricultural research in India. The survey revealed that there are more than 100 journals which are being published in India on agricultural research by the universities, research centers and professional societies. However these publishers are not aware of the goodness of online open access publications. There is a need for creating awareness among the authors and publishers to embrace the latest Internet technologies for publication of research journals by persuasion campaigns. OKS is keen to promote Open Access Publishing (OAP) using OJS by helping institutions to setup their journals and also build an indexing system for Indian agricultural journals. The result would definitely help Indian researchers and the end user farmer community and also help other developing countries to improve their knowledge.
INTRODUCTION India has proud age old tradition of agriculture providing livelihood to 110 million of the work force and accounting for 1/6th of the total value of the countys exports and contributing now 18.5% of Gross Domestic Product (GDP). Despite a steady decline in its share of the GDP, it remains the largest economic sector in the country. The food grain production increased from 51 million tonnes in 195051 to 217 million tonnes in 200607. This was achieved through a favorable interplay of infrastructure, technology, extension, and policy support backed by strong political will. The latest report by Planning Commission of India projected that food (cereal)
demand could be 221.11 million tons per annum by 2020. Hence, with availability of fixed land and water, growth in agriculture and food production has to be achieved only by increasing productivity per unit of these scarce natural resources by using effective improved technologies. The National Agricultural Research System (NARS) of India comprises of ICAR System at National level and State Agricultural University system (SAU) at State level is focusing on this issue and to increase the yield potential of individual crops by enabling more intensive use of inputs. The public funded research system is responsible for rainbow revolutions in India ultimately bringing considerable change in the livelihoods of farmers establishing the fact that technological progress in agriculture is crucial for the overall economic welfare of the country. The Scholarly Journals play the major role in dissemination of quality scholarly knowledge generated from the research projects funded by the public money.
NATIONAL AGRICULTURAL RESEARCH SYSTEM The National Agricultural Research System (NARS) of India consists of five National Institutes; five National Bureaux; 48 ICAR Research Institutes; 138 Substations of ICAR Institutes 12 Project Directorates in crop sciences and animal sciences; 30 National Research Centres; 77 All India Coordinated Research Projects, 41 State Agricultural Universities (SAUs), one Central Agricultural University and 4 Central Universities having faculty of agriculture (ICAR at a Glance - July 2008). Indian Council of Agricultural Research (ICAR) is an apex national organization under the Department of Agricultural Research and Education (DARE) for conducting and coordinating research and education in agriculture including animal husbandry and fisheries. NARS of India is one of the largest national agricultural research systems in the
world. ICAR receives funds from the Government of India and channels funds to various ICAR institutes, State Agricultural Universities. In the NARS network, ICAR includes about 30,000 personnel out of which nearly 7000 are engaged in active research and its management and the SAUs employ about 26,000 scientists for teaching, research and extension education; of these over 6000 scientists are employed in the ICAR supported coordinated projects. In total about 13000 scientific staff is working in NARS. Most of their research projects are publicly funded with a mission for sustainable growth of Indian agriculture by interfacing education, research and extension initiatives. This research complimented with efficient and effective institutional, infrastructure and policy support that is creating a proper fit between the humanity and its habitat.
AGRICULTURE RESEARCH INFORMATION DISSEMINATION IN NARS Agriculture in India is a state subject. The SAUs are playing a pivotal role in growth of Agricultural Research and Education under NARS in the country. Currently, there are 42 State Agricultural Universities in India. These SAUs are responsible for agricultural research, education, training and transfer of technology in the State. These universities are carring out research programmes to tackle location-specific problems of different agro-climatic zones along with identified thrust areas. The research programmes and activities are critically reviewed to constantly improve and generate technologies for increasing production in agriculture, animal husbandry, home science and allied sectors. In order to disseminate the research outcome, SAUs publish technical bulletins for the farmers and extensions workers. Apart from this, few SAUs also publish peer reviewed journals mainly for the scholars and scientific staff of that university.
The ICAR institutes and SAUs constitute a major producer of refereed research output in all agriculture and allied disciplines in NARS and the agricultural scholarly research is disseminated to students and researchers by peer reviewed journals published by the Directorate of Information and Publications of Agriculture (DIPA) of ICAR, Publication Divisions of SAUs and most importantly the Scientific Societies formed for the agricultural scholarship in ICAR and SAUs. To some extent, there are other journals with commercial interests which also contribute for the agricultural research dissemination. But all of these journals are the traditional print based journals and they are available for the subscribers as private circulation and for the libraries of SAUs. It is very interesting to note that Indian Agricultural Research Institute (IARI), one of the oldest and historical institute involved in agricultural research and education based at New Delhi, is the birth place and a host of many professional societies in agriculture and allied disciplines. Now few of them are housed at National Agricultural Science Complex, New Delhi. More than 100 professional scientific societies are in NARS system and all of them are publishing peer reviewed scholarly journals agriculture and allied disciplines (Table 1 & 2) with some financial assistance from ICAR. If we look at these societies, we find that about 50% them have websites and only 20-30% of them make their journal's full-text content available online. However, unfortunately all of them are of Toll Access (TA). Very few of these societies are providing information about the forthcoming/current issue's table of contents on their websites.
NEED FOR ONLINE AND OPEN ACCESS JOURNALS IN INDIAN AGRICULTURE The research articles carrying nascent knowledge are expected to generate new cycles of knowledge. However, because of traditional process of publishing system (paper-based &
subscription) of print-only journals is preventing the global access to knowledge pool generated by researchers. It is very unfortunate to note that, the Journal of Indian Society of Agricultural Statistics which is being published by Indian Society of Agricultural Statistics (ISAS) housed at Indian Agricultural Statistics Research Institute (IASRI), the premier institute of statistics and computers in the field of agriculture has no dedicated website and no online version of its peerreviewed journal. This lack of adequate information exchange between researchers in agricultural sciences is limiting the research system to properly address the issues of agricultural research and food security in India. The peer-reviewed journal articles, conference papers, technical reports, thesis and working papers can be made freely available online for research, teaching and other purposes without any licensing restrictions to readers by the two methods viz., Open Access Journals and Open Archives. Though, the efforts towards making scholarly journals available through open access have already been started in medical/health sciences, it has not gained any momentum in the agricultural sciences. There is less awareness about open access among the Indian agricultural research community. Directory of Open Access Journals (DOAJ), when searched with key word 'India', it resulted in 129 Journals from which only four had figured when looked for agricultural and allied disciplines (Table 3). Secondly, Registry of Open Access Repositories (ROAR) when searched, it resulted in 40 repositories. This is an encouraging that the number of Indian journals and institutions moving towards open access is increasing but in agricultural sciences, they are small in number. Hence, there is a great deal of need to create awareness of OA concepts and its impact on the visibility of scholarly information. Over the last five years there is significant
amount of OA advocacy and awareness by way of workshops, seminars conferences, etc in the western world which needs to be geared up in India too for speedy benefits from OA. In India these
efforts were sporadic and were by very few professional societies, trusts and institutions. Therefore, these efforts have to be consolidated and other scholarly societies should also be involved. The professional bodies in India, the Indian National Science Academy, New Delhi and Indian Academy of Sciences, Bangalore have adopted open access policy and made all their peerreviewed journals and other publications open access. Though this kind of initiative has not taken up by the National Academy of Agricultural Sciences (NAAS), some efforts were made for the improvement in quality of journals. Since, many of the Indian journals were lacking international impact factor rating, NAAS has done an exercise to identify journals of standing and relevance to
agricultural sciences and are assessed for a maximum of 10 marks and its relative weight-age is indicated by assigning appropriate marks against each journal 10 point scale by its Journal Rating
Committee. In the rating of journals, the important factor 'citation of individual articles' (citation index) was not taken into consideration, since there were no electronic journals in agricultural and allied sciences. Now various portals with commercial intrests have come into bussiness of agricultural journals viz., <http://IndianJournals.in>, <http://www.indianperiodical.in/>,
<http://www.connectjournals.com/> and <http://indianajournals.com/>. However no efforts were made by professional societies and institutes to make their journals online and open access. The research community in agriculture have to gain access to the international peer-reviewed research communications with credit assistance from the World Bank, under the Consortium for eResources in Agriculture (CeRA) of National Agricultural Innovation Project (NAIP) for the project duration of five years (2007-08 to 2011-12). Under the NAIP's Component 1, the activity of creation of open access publications in selected ICAR institutes and SAUs is proposed and the projects, EPublishing & Knowledge System in Agricultural Research (EPKSAR) is being taken up by the DIPA for the development of online electronic publishing and hosting of ICAR publications
integrated with e-Commerce through DIPA Portal, and KrishiPrabha - Indian Agricultural Dissertations Repository by CCS Haryana Agricultural University (CCSHAU), Hisar are in progress. However, the efforts to establish agricultural and allied discipline Institutional Repositories (Irs) in various institutes and universities, wherein the authors deposit their pre-print or post-print articles published has not been taken place. Visualizing these activities, we may say that efforts are being made for online access of scholarship but not for making them open access. For all these developments in the scholarly publishing in agricultural sciences, w e can assign
the following points: 1. Fear of revenue loss from print subscriptions if journal becomes OA even it increases readership and circulation of knowledge. 2. Lack of IT infrastructure facilities like hardware and connectivity of high bandwidth or the funds to develop it for using far more efficient online means of managing and publishing journals. 3. Lack of awareness with regard to copyright issues and and the lack of management and clerical & legal support. 4. Lack of expertise in every organization to promote and creation of institutional archives and encourage scientists to deposit their papers. 5. Researchers are not aware of the fact that the editors of renowned journals accepts the archived pre-print papers and also permit the authors to archive and post-prints.
Lawrence (2000) stated Providing OA to publicly-funded research accelerates research, gives taxpayers (both lay readers and professional researchers) access to the research they funded, and increases the return on their investment in research and the citations for the open 8
access scholarly literature is higher than the subscription based scholarly literature. Recently, for the revitalization of knowledge generation and application in agriculture, National Knowledge Commission of India (NKC) had recommended that: (1). The lab/project file must be made mandatory in SAUs and ICAR institutes and computerized on a priority basis, preferably by 2009-2010 so that, a research database is created within the organization and at the national level; (2). The ICAR and SAUs should promote and recognize quality and relevant scientific output by promoting research publication; (3). Create a web-enabled Knowledge Bank on all aspects of agriculture. By considering Lawrence statement on OA and the recommendations of NKC, creation of Open Access Journals and Open Archives/Repositories are the prerequisites for the creation of web-enabled Agricultural Knowledge Bank with all the data and information on the agricultural research and made freely available for the various stakeholders. Centralized Data Centre at the ICAR headquarters, is in the process of establishment under NAIP which may be followed by the establishment of Agricultural Knowledge Bank. However, the need of the hour is the make the all the scholarly research data and articles freely available for the researchers for the country and their counterparts around the world for the development of various location specific technologies. It makes no sense to limit and control access now we have technologies to give information to everyone (Peter Eckersley, 2009). OPEN JOURNAL SYSTEMS
The Open Journal System (OJS) can be effectively utilized for hosting of the online and open journals in agricultural and allied disciplines. The OJS is a journal management and publishing software system developed by the Public Knowledge Project through its federally funded efforts to
expand and improve access to research. Available as open source, OJS assists with every stage of the refereed publishing process, from submissions to online publication and indexing. Through its management systems and its finely grained indexing of research, OJS seeks to improve the scholarly quality of refereed research. Since, there is already free and open source software Open Journal System (OJS) under GPL license, the reason for development of software as EPKSAR is not known. OJS is easy to install, platform independent, have excellent and comprehensive documentation,
well-implemented plug-in support, well-thought-out work-flow and administrative roles (Cyzyk and Choudhury, 2008). OJS could be effectively used for the journals in agriculture and allied disciplines. The list of journals in agriculture using OJS are shown in Table 4.
CONCLUSION Although now there are more than 100 Indian journals on OA are available, there are only few journals in agriculture and allied disciplines. There is an urgent need to make the print journals in agriculture online and open access. Apart from this, there is a need to have a harvesting system for Indian Agricultural Journals which can be easily accessed by users in India and other parts of the world, there by increasing impact and visibility of Indian research. For this, the authors (agricultural scientists) need to be educated and sensitized about the benefits of open access. Additionally, the policy makers, professional societies and bodies in agriculture and allied disciplines are also be made to realize, understand, appreciate the need of OA and implement the same recognizing the urgency of Open Knowledge Agriculture System in India by which the possibility of access to technologies, refinement and adoption to bring into the reality of food and livelihood security could be achieved. The Indian agricultural research information system, with online and open access may bring a significant increase in visibility of agricultural research in 10
India and enable Indian agriculture to reap higher production with increased productivity and showcase it globally as a competitive player. A national-level mechanism is essential to promote and coordinate open-access publishing systems and to improve awareness for open access is needed. Training is to be provided to all the editorial board members of the various journals on the usage of tools, processes, and implementation of standards. There should be a link with working groups internationally for open-access publishing in developed and developing countries. Now, Council of Scientific and Industrial Research (CSIR) nationally and Consultative Group on International Agricultural Research (CGIAR) internationally, has adopted Open Access Policy and this could lead the way in adopting Open Access Policy in ICAR and setting up of a working model for Open Journals in Agriculture. For this, NAAS, DIPA and other Scientific Societies should work for the open access movement thereby making scholarly literature freely available online and searchable by the public. Open Knowledge Society is committed for the all types of support for making Open Access Journals in Agriculture and also OKS is preparing project proposals for seeking funding for the sustainability of Open Journals in India. The OKS shall be working with the scholar communities in agriculture and along with Science Commons, Creative Commons Licensing, in making the agricultural scientific research re-useful and also make it one-click access by using OJS platform. This Open Access approach lowers the cost of publication and simultaneously increases the accessibility along with the long term preservation of agriculture scholarly works in India. REFERENCES 11
