Ref : IBEF/CIR/6/2011-14 DRAFT CIRCULAR Dear Comrade, After completion of a series of agitational programmes as per the mandate of our 10th All India Conference, while we were preparing for an All India Strike on 29/03/2012, certain developments for a joint struggle made us to defer our strike and this was decided in the Central Committee meeting held on 17/03/2012. By then already we had submitted a charter of demand to the management and observed Badge wearing, branch wise demonstration, mass memorandum by all members, Zonal Office Dharana and ultimately a Dharana in Chennai followed by a massive demonstration in front of Corporate Office on 16/03/2012. As we were informed by the other unions in our bank about their consent for a joint meeting to discuss the common issues particularly the alarming manpower crisis of our bank. Meeting of the UFBU-IB held on 19/03/2012 at Chennai initiating discussion, we informed about the sufferings of all sections of employees through out the country and also felt that the present management of the bank is least bothered to address the genuine issues of the employees. Supporting our argument FIBEU informed that their Central Committee met on 12 th & 13th March2012 decided to go for agitation including strike on 09.05.2012. But due to differing opinions of some of the organizations regarding the form of the struggle, a final decision could not be arrived on that day. In spite of our persuasion when all the constituents of UFBU-IB could not meet subsequently, all the three workman unions of our bank i.e. FIBEU, IBEF, AIIBSU met on 10/04/2012. All were of the opinion for a joint struggle including strike. After threadbare discussions common issues were identified and it was decided to hold an All India Strike either on 14th or 18th May preceded by an impressive joint dharana before Corporate Office on 07/05/2012. Before issuance of joint communication FIBEU leadership wanted to consult their functionaries about their organizations stand in the event of an invitation from the management for discussion. On 20/04/2012 FIBEU clarified their position which is against the ethics of joint struggle. They wanted that there can be joint programmes including strike but in case of any discussion with the management, constituent units have to meet separately, meaning there by that the joint movement will not have any relevance once management chooses to invite any one organization for discussion on employees issues. Employees of the bank irrespective of their affiliation sincerely wanted to see a joint struggle which was the only solace for their sufferings. It was also the need of the hour which Dated :21.05.2012

was proved on 28/02/2012 nationwide strike by the entire working class of the country. While sincere efforts were taking place for a joint struggle, FIBEU not only developed cold feet towards a joint struggle but also suspended all their struggle programmes including strike scheduled on 9th May 2012 based on managements invitation for a meeting on 01/05/2012.By this time all might have gone through the minutes of the discussions between FIBEU and Management which clearly indicates that the burning issues like Manpower shortage and regularization of long serving casual employees are not addressed properly. Rather by this management successeded to press the pause button on the growing desire amongst employees for joint struggle to clinch justice from a heartless management. The only issue which is settled in MOU is implementation of bi-partite provision of Head Cashier allowance, which was pursued by us organizationally and in various legal forums sine last two and half years. To add salt to the injury management has offered a paltry reimbursement of Petrol to award staff from the welfare fund when the same is being reimbursed form expenditure in the case of officers. Over all feeling among workmen of the bank is that managements offer made in the MOU is neither encouraging nor befitting to the sacrifice made by them in observing the agitational programmes. In the back ground of the above mentioned developments and growing plight of employees, the Office Bearers meeting of our federation held on 07.05.2012, after taking stock of the situation has decided to resume our independent agitation program, as follows: 1. Badge Wearing on 08/06/2012 2. Evening Dharana with submission of memorandum to CMD through the Zonal Manager, on 22/06/2012 3. All India Bank Strike on 20/07/2012 Since we believe in the fact that no trade union how ever big or militant it may be, can defeat the attack of the management in the era of neo-liberalism, we will continue with our endeavor for developing a joint movement how ever difficult it may be, to secure justice and fulfillment of genuine demands of the workmen of our bank There fore while we call up on our rank and file to observe the agitation programs more seriously, we hope other unions too will realize the necessity and importance of joint struggle in our bank at this critical juncture when inhuman exploitation has reached its nadir.
