The Institute of Banking Personnel selection (IBPS), invites proposals for empanelment of Govt. Affiliated or Registered Private Training Institutions/ Organizations for imparting preexam training to candidates belonging to SC/ST & minority communities, appearing for the examinations to the clerical as well as officers cadre in the Banks. Interested Institutions/ Organizations are hereby requested to submit Expression of Interest (EOI) along with their Technical as well as Financial proposals giving relevant organizational details in the above mentioned areas. The Technical bid & Financial bid should be sent in separate sealed envelope. The IBPS reserves all rights to accept or reject all or any of the EOIs at any stage without assigning any reasons thereof. Expression of Interest containing Technical Bid & Financial Bid should be submitted in separate sealed envelope latest by 4th April, 2012 with clearly marked Expression of Interest for conduct of Pre-Exam Training Programme for candidates belonging to SC/ST & Minority Communities- Year 2012-2013.

TERMS OF REFERENCE
1. Introduction: Institute of Banking Personnel Selection, hereinafter referred as IBPS, is an autonomous body established in the year 1984.IBPS is registered as Charitable Trust under Bombay Public Trust Act, 1950 as well as and Societies Registration Act, 1860. IBPS is the apex organization for employment testing, training & research related to selection & management of human resources and is rendering its services primarily to the financial sector in the activities of employees selection, promotion and placement. IBPS, intend to conduct examination for selecting candidates to be considered for recruitment of Probationary Officers/Management Trainees and clerical cadre. Expression of Interest is sought for empanelment of interested 'training providers'; registered private training Institutions/ Organizations for imparting pre-exam training to the candidates belonging to SC/ST & minority candidates for the financial year 2012-2013. 2. Broad Objective: To train the candidates belonging to SC/ST & minority communities, who will be appearing for the qualifying exam for the recruitment of probationary officers/Management trainees and clerical cadre. The objective of the proposed training is to facilitate the uplift and enhancement of the capabilities of the under-privileged candidates belonging to the SC/ST & minority communities and increase their potentialities for success in the qualifying examinations to be conducted by IBPS. 3. Target Group Candidates belonging to the SC/ST & minority communities appearing in examinations to be conducted by IBPS. 4. Details of the Scheme of Training Programme (a) Role of Training Agency To conduct pre-exam training for minimum duration of 6 days & maximum of 10 to 12 days, on uniform Pattern for candidates belonging to SC/ST & Minority communities, appearing for the qualifying examination for recruitment of Probationary officers/Management trainees & Clerks in Banks. The training curriculum should include the following subject areas as relevant to the cadre for which the candidates would be taking up the exam : a) Test of Reasoning b) Test of Quantitative Aptitude/ Numerical ability c) Test of English d) Test of General Awareness with special reference to banking knowledge e) Test of Computer knowledge f) Descriptive paper in English g) Mock Interviews to enable them to face the Interview panels. To provide the trainees with training kits with course materials, identity card and reference materials (wherever applicable). The course materials, as far as practicable, should be in the local as well as in English language for easy understanding by the trainees. The training kit should include stationery items such as pen, pencils note-books, printed study/training material, etc. To motivate the trainees and ensure that they participate and complete the training programme. To provide the lunch, tea & snacks to the candidates on all days of training.

In case of outstation candidates assisting the candidates in providing the accommodation facility, nearest to the training centre. (Wherever possible, the training institutions/organizations may request the respective State Govt. To provide the lodging facility in Government/Backward Class hostels, to the outstation candidates who attend the training). To maintain the quality standards of the training through proper monitoring and review mechanism. To maintain training records pertaining to the training programme and periodic feedback to IBPS about the status of conduct of training. To ensure that teacher student ratio in the classroom remains 1:40 that means for a lecture one teacher is provided for every 40 students.

(b) Eligibility criteria for Empanelment Training Agency The area of the training Institute should be at least 2000 sq. ft. to accommodate at least three class rooms and one control room. The Institute should have minimum 3 years experience and should have trained at least 300 candidates per year, out of which at least 20% candidates should be from SC/ST and minority communities. The Institute should have the required number of qualified faculty members either on the regular basis or part-time basis. The Institute should have necessary infrastructure such as premises, Library, requisite training equipments etc to run the training programme. The IBPS may consider those Institutes that are functioning for less than three years only if their success rates are significantly high, in the opinion of IBPS.

5. Monitoring Mechanism The training institution will submit an inception report within 7 days of the beginning of the training outlining the list of trainees enrolled per programme with their basic details, location of the training centre, training schedule and details of the local contact person. After completion of each training programme a report will be submitted by the Training Institution highlighting if there is any drop-out and reason thereof, progress of the training as per curriculum and other relevant details pertaining to the training being imparted. Periodical inspections will be conducted by IBPS/its nodal representatives during the training period.

6. Payment Payments will be made in installments as per the deliverables. 7. EMD (to be attached with the Technical Bid) The proposal for Empanelment/Expression of Interest shall be accompanied with earnest deposit of Rs. 20,000/- (of which Rs. 10,000/- shall be non-refundable) in the form of Bank Draft in favour of "Institute of Banking Personnel Selection" payable at Mumbai.
