Lourdes School Quezon City HIGH SCHOOL DEPARTMENT CONSTITUTION AND BY-LAWS of the

LOURDESIAN YOUTH FOR CHRIST


PREAMBLE We, the bonafide students of the High School Department of Lourdes School of Quezon City, imploring the blessings of the Triune God, through the intercession of Our Lady of Lourdes and St. Francis of Assisi, in order to establish a dynamic organization that shall embody our ideals and aspirations in consonance with the schools mission and vision, foster the spirit of solidarity, fellowship and stewardship, and instill in us the social responsibility and other Franciscan Capuchin values, do hereby ordain and promulgate this Constitution and By-Laws ARTICLE I NAME OF ORGANIZATION This organization shall be officially known as CFC YOUTH FOR CHRIST OF LSQC

hereinafter referred to as LOURDESIAN YOUTH FOR CHRIST with official address at Lourdes School of Quezon City, Don Manuel corner Kanlaon Streets, Sta. Mesa Heights, Quezon City. ARTICLE II OBJECTIVES The objectives of this organization are as follows: 1. 2. 3. 4. 5. To develop a deeper, more honest and more committed relationship with Christ; To instill a Christian sense of personal responsibility and social concern among students; To develop a network of young students in the High School level where Christian brotherhood and sisterhood are recognized and felt; To provide activities that serve as training ground for potential leadership and active participation in the Church they attend to and in the society where they live in; and To create a positive youth culture that values honesty, responsibility, commitment, service, chastity and integrity in relationships with the opposite sex, which is rooted in the belief of the holiness and dignity of the human person, having God as the source and foundation of human life, and the ground of Being of the whole of Creation.

ARTICLE III 1

MEMBERSHIP Sections 1 Qualifications. Membership in this organization is open to all bonafide

students of the high school department of Lourdes School of Quezon City unless disqualified by virtue of membership in other school organizations and / or as mandated under applicable provisions of the Student Handbook. Section 2 Application for membership. Application for membership shall be done not later than 15 class days after the opening after the opening of each school year in accordance with Membership Rules and Procedures for School Clubs and Organizations issued by the Office of the Principal. Section 3 A member may be expelled from the organization for failure to discharge any of the duties and obligations of member after due process and upon approval by majority vote of all members. Section 4 A member may resign his membership from the organization by submitting a letter of resignation to the organizations faculty adviser subject to the approval of the Office of the Principal. ARTICLE IV RIGHTS, PRIVILEGES, DUTIES AND OBLIGATIONS OF MEMBERS Section 1 Rights and Privileges. privileges: a. b. c. To vote in all general and special meetings of the organization and its committees; To vote and be voted upon in any election for any position or office of the organization; To be eligible for any appointive position in the organization and its committees; d. e. f. To take part in the deliberations and debates of the organization and its committees; To examine the minutes and books of accounts of the organization; and To receive regularly all publications, circulars and notices which the organization may issue and distribute from time to time. Members shall be entitled to the following rights and

Members shall have the following duties and obligations:

To take interest and participate actively in all the activities of the organization; To attend regular and special meetings of the organization and its committees; To faithfully execute and discharge any lawful assignment given by the President or by a committee chairperson; To conduct themselves at all times, in private and public, as befits a good member of the organization; and To abide by this Constitution and by Laws and to comply with all the resolutions, rules and regulations approved by the organization. ARTICLE V OFFICERS

Section 1

Composition.

The following shall constitute the officers of the organization:

the President, Vice President, Secretary, Treasurer, Auditor, Business Manager and Public Relations Officer (PRO). Section 2 Qualifications. Any candidate for any office or position must be a member of good standing, not under Academic or Conduct Probation, not an elected or appointive officer of another school organization, and must be willing to assume the office or position voluntarily and without reservation. ARTICLE VI ELECTION AND TERM OF OFFICE Section 1 Manner of Election. The election of officers shall be held during the annual

organizational meeting not later than 20 class days after the opening of the school year by a majority vote of all members. No officer shall be elected in absentia. Section 2 Term of Office. school. Section 3 Removal from Office. Any officer may be removed from the position due to culpable violation of this Constitution and By Laws, gross misconduct, or gross negligence of duties; by a two thirds vote of all members or by the operation of pertinent school policies and regulations related to the probation system. ARTICLE VII VACANCIES The term of office is for one year unless otherwise removed from cause or disqualified due to graduation, dismissal or transfer to another

Section 1

In case where any vacancy arises not later than two months before the end of the school year, the President shall call for a special meeting for the purpose of filling up the said vacancy through election.

Section 2

In the event of a vacancy in the position of President, the Vice President shall take over. In this case, a special election shall be held to fill up the vacant position of Vice President.

Section 3

The date of special election shall be decided upon by the majority vote of all the officers in a meeting held for this purpose, provided that said special election be held not later that 15 days after the occurrence of vacancy. ARTICLE VIII DUTIES AND POWERS OF THE OFFICERS

Section 1

The President shall be the Chief Executive officer of the organization

and as such shall: preside over all meetings of the organization; exercise general supervision over the organizations activities; call urgent and special meetings; appoint the chairperson and members of a committee duly approved in a regular or special membership meeting; sign all official correspondence and disbursements of the organization; represent the organization in any approved school functions including SAB meetings and consultations with the schools administration; and g. perform such other duties as may be necessary for the effective discharge of the functions of the office. Section 2 Vice President a. b. c. d. It shall be the duty of the Vice President to:

assume the duties and functions of the President in the latters absence; take over as President in case of vacancy in the position resulting from the latters removal from office or resignation; assist the President in all matters where his assistance is required; and perform such duties as may be assigned by the President.

Section 3

Secretary a. b.

It shall be the duty of the Secretary to:

be the custodian of all records of the organization; prepare and attest to the minutes of meetings; 4

certify the correctness and authenticity of the official resolutions of the organization; keep the members informed on all meetings, resolutions and activities of the organization; perform the duties of the Treasurer in the latters absence or inability to perform duties; and perform such other duties as may be assigned by the President. It shall be the duty of the Treasurer to:

take custody of available funds and to disburse them in accordance with approved project proposals and accounting procedure; prepare and certify to the correctness of financial statements and reports; turn over all funds, papers, books and other property belonging to the organization upon election of a new treasurer; perform the duties of the Secretary in the latters absence or inability to perform duties; and perform such other duties as may assigned by the President. It shall be the duty of the Auditor to:

audit the funds and examine financial records of the organization; promulgate accounting and auditing rules and regulations including those for the prevention of irregular, unnecessary, excessive or extravagant expenditures or use of funds; and

perform such other duties as may be assigned by the President. It shall be the duty of the Business Manager to:

prepare the formal project proposal for a project which the organization may deem worthy to undertake; coordinate with other school organizations and offices to ensure the effective implementation of approved projects and activities; plan, supervise or facilitate all business transactions related to the organizations need for physical plant facilities, equipment, office supplies, materials, food and services for its projects and activities;

act as the organizations liaison officer in promoting and maintaining linkages with other student organizations within and outside Lourdes School of Quezon City; and 5

e. Section 7

perform such other duties as may be assigned by the President. It shall be the duty of the PRO to:

take charge of the promotion and advertisement of the organizations projects and activities through posters, bulletin board displays, streamers, approved press releases, and other audio visual campaign means;

b.

conduct research and gather feedback regarding the organizations projects, activities and future plans; act as the spokesman of the organization; and perform such other duties as may be assigned by the President. ARTICLE IX COMMITTEES

Section 1

The President with the approval of the majority of the members present in a regular or special meeting create a Standing Committee and / or AD HOC Committee to facilitate the attainment of the objectives of the organization; and

Each committee shall consist of a Chairperson and 5 to 7 members appointed by the President. ARTICLE X MEETINGS

Section 1

Annual Meeting

The annual meeting shall be held not later than 20 class days

after the opening of the school or on the date specified by the Office of the Principal for the organizational meeting of clubs and organizations. Section 2 Regular Meetings Regular meetings shall be held at least once a month,

preferably during the activity period set by the Office of the Principal to provide for the widest participation of all members. Section 3 Special Meeting Special meetings may be called by the President or by written

notice of at least three (3) officers. Section 4 Notice of Meetings Notice of the date, time and place of meetings shall be posted on the designated bulletin board at least two days before any meeting or as announced during general assemblies. 6

Section 5

Quorum

The presence of at least 60% of the members in any meeting shall ARTICLE XI FUNDS

constitute a quorum.

Section 1

The organization may seek subsidy from the Student Advisory Board in support of duly approved project proposals.

Section 2

No fines shall be imposed on members and no fees for participation in any activity shall be collected without the written approval from the Office of the Principal.

Section 3

The organization may sponsor fund raising projects with the written approval from the Office of the Principal provided the funds generated shall be donated 100% for the benefit of school / community or social action projects. No amount shall be allotted for the personal benefit of any member.

Section 4

The use of funds shall be in accordance with approved project proposals and plans subject to accepted accounting procedures.

Section 5

Any year end balance shall be added to the funds for the succeeding school year. ARTICLE XII AMENDMENTS

This Constitution and By Laws, or any provision thereof, may be amended as may be proposed by 20% of all the members, provided that such amendment shall be approved by at least two thirds (2/3) vote of all the members at a general assembly held for the purpose and that final written approval is granted by the Office of the Principal. ARTICLE XIII EFFECTIVITY This Constitution and By Laws shall take effect immediately upon approval. CERTIFICATION OF APPROVAL

This is to certify that the foregoing Constitution and By Laws has been duly approved and adopted by the general membership of the LOURDESIAN YOUTH FOR CHRIST on September 8, 2006 ; in Lourdes School of Quezon City, Philippines.
