A. BACKGROUND: Participatory Rural Development Society herein referred as (PRDS) is a non-profit, nongovernmental and non-political Humanitarian Relief and Social Development Organization working to help all affected by Disasters, Emergencies and Conflicts and Poverty in Pakistan. The Organization was established in 2004 and registered under section 20 of Societies Registration Act, 1860. OTHER REGISTRATIONS INCLUDE 1. Social Welfare Department Government of KPK 3574 2. PRDS IDEALS, PURPOSE AND AIM In the light of our dilapidated socio-economic, living and infrastructural systems and conditions we reached the common understanding and belief to act proactively, come together, participate and contribute our share to struggle to alleviate poverty, eliminate slavery and servitude of all forms. An organization that promotes, devises and endows ways and means to increase social cohesion and protection of all class, gender, caste and creed, protects the rights of our people especially women and children, social groups and society including marginalized and vulnerable persons and communities, and that works for the sustainable development of our people and communities in all possible ways. PRDS Quality policy is to satisfy all donors and partners, stakeholders and constituent beneficiary populations that are affected by disasters, poverty and insecurity and also the deprived social, economic have nots by providing services, activities, projects and deliverables conforming to humanitarian, international and national standards and practices or agreed specifications and terms at all times. We believe in, and strive for, the involvement of every member of the organization in continuous quality improvement and shall abide by humanitarian and universal standards (e.g. the Sphere standards, the INEE standards, The Pienhiro standards or standards set out by UN and Rules or regulations by the State/Government of Pakistan or its Provincial Governments/Departments. We shall endeavor to develop all necessary skills or capacities and build an attitude essential for a prevention-oriented work culture in pursuing our objectives. I. PRDS OBJECTIVES PRDS shall deliver projects, activities and programs to alleviate poverty, eradicate insecurity and provide emergency humanitarian assistance to the best of its abilities and through continuous improvement to achieve and deliver total excellence in all its services to its constituents and stakeholders. J. PRDS GOVERNANCE AND MANAGEMENT STRUCTURE

Management PRDS will develop a PRDS Programme Section with two strategic sub sections including Programme Development (PD) and a Programme Implementation (PI). Both sections will get support from six sub section units including: 1. Research, Evaluation and Development unit (RE&D), 2. IT & Communication unit (IT&C), 3. Donor Cooperation and Coordination unit (DCC), 4. Human Resource and Institutional Development Unit (HRID), 5. Infrastructure and Engineering unit (I&E Unit) and, 6. Gender, Human rights, Peace and Protection Unit (GHRPP). The Programme Section will be led by the Specialist Programme Director while the sub sections including Programme Development Section and Program Implementation Section is supervised by highly competent managers and officers for program development and implementation. Principles of efficiency and economy will prevail to maintain stringent selection and highly competitive, proficient and enabled staff that is capable and empowered to implement high quality planning and implementation and maintaining rich efficacy on international standards in humanitarian relief and social development sector interventions for successful high productivity low cost paradigm.

Meanwhile a Specialist System Director will lead the PRDS System Section including sub system sections: 1. Finance, 2. Administration, and 3. Logistics This will again be managed by professional managers, officers and assistants. The Admin, Finance and Logistics sections will be providing support role to Programme Section including program development as well as program implementation activities. The chief executive or executive director will spearhead the over-all organizational responsibility. Please read more about Executive director or Chief Executive in the Board of Directors. Governance Structure and Decision Making PRDS is formally governed by a seven member Board of Governors which is supreme policy making body. The Board will meet twice a year, assess progress and provides policy guidelines. The Chief Executive is the members of the board and assisted by a seven member advisory consisting of experts on education, health, physical infrastructure, research, communication, protection and human rights, renewable energy, natural resource management, and management and or other fields of expertise. The board is headed by a chairman who alongside other board members is all prominent figures and worked on several senior management positions in highly reputable national and international organizations in different parts of the world as well as senior level bureaucracy in Pakistan The Chief Executive would ensure the implementation of polices provided by the board and, on behalf of the Executive Committee, will stand answerable to the board of governors on the implementation of policies and progress of the organization. He would consult with the executive committee on regular basis. A four member executive committee, of which the chief executive is a member, will meet on fortnightly basis. It will assess progress and frames for day to day management policy. Decisions are to be taken with consultation and consensus. Good governance within the organization is ensured through numerous policy tools and guidelines, approved by the board of governors which include but is not limited, Human Resource Management Standards, Financial Management Standards, Field Operation Manuals and several other monitoring tools. All PRDS policies and guidelines are strictly designed with disregard to cast, creed, race, language, gender, disability and religion and adherence to international humanitarian and social development standards. Building Potentials PRDS program will contribute to address poverty and aims to improve the standard of peoples lives. Remaining responsive to the aspirations and needs of the people, it hinges on the core values of harnessing indigenous resources, innovative strategies and models, cost effectiveness and efficiency, synergy and maximization of benefits, and investment in and tapping of peoples

Poverty, Disasters, Emergencies and crises has great consequences on the outlook and behavior of any society. The devastations and prolonged implications of these misfortunes bring change in our realities as well as the objects, words and images upon which we construct our worlds and identities. This direct impact on human minds, attitudes and behavior may have direct costs leading to social unrest resulting into man induced prolonged or cyclical and repetitive conflicts and disasters. Pakistani society for long has been passing through a state of social unrest and chaotic situations primarily resulted from geo-strategic power games, natural and man-made complex emergencies, natural disasters, poverty and illiteracy at National levels. Therefore, PRDS would seek to implement in partnerships, through synergetic networking and pooling of local and international human and capital resources and by itself towards investing in its public and communities communication, advocacy, behavior change and infrastructure projects strategically defined interventions and programs to build present capacities and capabilities of its staff and communities. L. PRDS INTERVENTION POLICY PRDS through its strategic interventions believes and commits to proceed with its programme to tackle complex emergencies, conflicts, disasters and poverty for positive socially cohesive, socioeconomically and culturally adaptable solutions through physical infrastructural, attitudinal and behavior change sustainable development initiatives that are grass rooted, bottom-up, horizontal, participatory and all inclusive and based on social justice and are rights based as well as proactive and defined relief and rehabilitation intervention congenial for being socially acceptable, public centered and standardized to internationally defined stricture. M. PRDS SECTORS OF INTERVENTIONS & COMPETENCY Owing to PRDS capacity and technical abilities the organization focuses five primary areas of interventions including: 1. Community Infrastructure, 2. Livelihoods, 3. Health and Education, 4. Human and Institutional Development and 5.
