Air Quality Stationary Source Emissions Measurement and Research


Environment Canadas Air Quality Research Division, Atmospheric Science and Technology Directorate, carries out source measurements of emissions from both industrial and area sources. The team of engineers, chemists and technologists within the Source Measurement Unit, Emissions Research and Measurement Section, undertakes activities including the measurement and characterization of emissions such as criteria air pollutants, semi-volatile and volatile organics and metals including mercury from industrial sources such as incinerators, boilers, kilns, electric arc furnaces, smelting furnaces and landfills, and the evaluation of process control technologies, and the development of new sampling methodologies and level of quantification for substances of concern. This work is focused in four key areas: Scientific and Technical Support to Regulatory and Inventory Programs Emissions Measurement, Research and Technology Assessment Development of Sampling and Testing Methodologies to Support Regulations, Guidelines and the Chemical Management Plan Enforcement and Compliance

Scientific and Technical Support to Regulatory and Inventory Programs


Work conducted in this area has included: Continuous monitoring for oxidized and metallic mercury from coal-fired power stations (for example, Thunder Bay, Ontario and Lingan, Nova Scotia) Provide support to National Pollutant Release Inventory on programs to characterize emissions from the iron and steel sector and power generation in Canada and Mexico. Includes input to requests for proposals, evaluation of bids, review of pre-test plans, on-site auditing and report reviews Sampling and technical advice to industry for particulate matter and condensibles Technical and laboratory support for the determination of the Level of Quantification (LoQ) for virtual elimination Provide advice and selected data on for the assessment and management of substances under the Chemical Management Plan Provide technical advice and support on industrial sources, PM2.5 and PM10 factors for the wood products industry, wood stove characterization and the management of remote/northern incinerators Advice and guidance of the selection, applicability and validation of sampling procedures Risk management support for example, developing Codes of Practice for the iron and steel and cement sectors, developing a protocol for the Canadian Council of Ministers of the Environment for monitoring mercury from power plants(PDF; 108 KB), developing an Environmental Performance Agreement for refractory ceramic fibres

Work conducted in this area has included: Characterization of fine particulate emissions from industrial sectors such as steel mills, potash dryers, aluminum pot rooms, cement manufacturing and iron ore pelletizing Evaluation of seawater scrubbers and marine engines Multi-pollutant characterization from coal-fired power plants Measurement of toxics at industrial sites under the Great Lakes Bi-national Toxics Strategy Emissions verification of farm incinerators for dead animal carcasses Measurements of polychlorinated dioxins and furans releases from wood stoves Evaluate the effectiveness of landfill gas combustors for the destruction of volatile organic compounds and the potential formation of semi-volatile organic compounds, criteria air pollutants and particulate matter (for example, flares, boilers, turbines and engines) Measurement of greenhouse gas emissions from active landfill sites

Development of Sampling and Testing Methodologies to Support Regulations, Guidelines and the Chemical Management Plan
Work conducted in this area has included: Development of Sampling Reference Methods: Particulate matter (PM2.5, PM10) and condensibles from stationary sources Carbon dioxide quantitation for greenhouse gas emissions reductions regulations Siloxanes (D4, D5 and D6) for the Chemicals Management Plan Ethylene oxide from hospital sterilizers Hexavalent chromium from electroplating and hard anodizing Revision of Reference Methods (for example, vinyl chloride from vinyl chloride and polyvinyl chloride manufacturing) Development of protocols and performance specifications (for example, continuous monitoring of gaseous emissions from thermal power generation plants)

Enforcement and Compliance


Work conducted in this area has included: Provide training such as the sampling media course for the basic enforcement training, sampling training at the hexavalent chromium awareness sessions Provide Quality Assurance/Quality Control calibration support for enforcement officers Expert witnessing of compliance testing (Goose Bay, Swan Hills, Aqua Clean, Sydney Tar Ponds) Provide support for regulations such as secondary lead smelter releases, vinyl chloride, polyvinyl chloride, hexavalent chromium, polychlorinated biphenyls Quality assurance and quality control Develop and update auditing and witnessing materials for compliance testing
