SUBJECT : NON-IMPLEMENTATION OF VI PAY COMMISSION

IN THE CASE OF RAILWAY SCHOOL TEACHERS.

Hon’ble Sir,

Most humbly, the applicant teachers solicit your kind consideration and urgent
intervention in the matter related to non-implementation of many of the decisions of the
GOVT. OF INDIA on the basis of the recommendations of the VI PAY COMMISSION.
Feeling aggrieved, they have now urged your esteemed office to facilitate their
implementation at the earliest so that the hardships could be easily mitigated.

1) The Pay Commission and the GOI have been kind enough in the aftermath of the
Teacher Day and on the eve of the Childrens’ Day, to consider the series of
representations of the applicants to grant all the teachers a jump of TWO HIGHER
GRADE PAYS in the Govt of India Extraordinary Gazette dtd.29.08.08 and Railway
Ministry’s Letter No.PC VI/2008/I/RSRP/1 Dtd.22.09.2008. However, the teachers
continue to be victimized with only one higher grade pay like other categories.

2) Most of the teachers have completed their residency period of 12 years in the
basic grade many years back. But they continue with the old basic grade without
being assigned senior grade. What to speak of residency periods of 10, 20, and 30
assigned by the VI Pay Commission? It is specifically mentioned in the Railway
Board letter dtd.11.01.88 that PGTs will be assigned the status of Class II gazetted
in their senior and selection grades. The same provisions remain to be
implemented. It could thus be seen that even letter as old as 11.01.88 could not
materialize due to the callousness of those responsible for implementing the same.

3) The fitment for the railway school teachers is not according to the fitment assigned
to Central School Teachers. The relevant fitment meant for the Railway School
Teachers be implemented. The loss inflicted during the award of ACP is without any
additional increment. The Revised new fitment is also not as per Central School
Teachers where they have been awarded two pay grades during pre-revised fixation
and also for deciding revised fixation.

4) Even though the Govt. of India deciding in favour of the teachers for granting them
LHAPs in their letter No.13013/2/2008-Estt.(L), Ministry of Personnel, Grievances
and Pension, dtd.11.11.08 sent by them to the Railway Ministry as per standard
mailing list as MOST IMMEDIATE, still our ministry has not brought out a
memoranda implementing the same.

It is thus humbly prayed that the left out problems of the Railway School Teachers may
got be solved either at your level or at the level of Railway Ministry using your esteemed
offices and oblige. The teachers shall continue with their hardwork with more vigour and
interest.
