Ordinances for
The Degree of Doctor of Philosophy

1. PREAMBLE
The Degree of Doctor of Philosophy (Ph.D.) is the Research Degree of the Mahamaya
Technical University (here-in after called as University). The Ph.D. degree is awarded to a
candidate, who, as per these regulations, has submitted a thesis based on the original research
work done by him / her in any particular discipline or jointly in more than one discipline
(Inter disciplinary), that makes a contribution to the advancement of knowledge in the
appropriate field of Engineering/ Technology/ Pharmacy/ Management/ Architecture/
Applied Sciences so as to contribute to the betterment of lives of the people and has had the
thesis approved by the duly constituted committee of examiners.

2. ELIGIBILITY
A candidate seeking admission for the degree of Doctor of Philosophy (Ph.D.) in the
Mahamaya Technical University must hold one of the following qualifications:

3. ADMISSION AND REGISTRATION TO THE Ph.D. PROGRAMME.
3.1 ADMISSION
(a) The admission to Ph.D. Degree shall be made in two sessions during an academic year
as given in the table below:-

(b) The University shall invite applications for admission to Ph.D. programme twice in a
year (once in each semester) as mentioned above. A candidate seeking admission to
Ph.D. degree can apply online on the prescribed application form along with the
prescribed fee through payment gateway of the University.
(c) Application form can also be downloaded from the website of the University and
duly filled form can be submitted along with the prescribed fee through Bank Challan
online in the prescribed Bank and the research proposal on the format as given in
Appendix-I to the Research Cell of the University.

3.2 ADMISSION CATEGORIES


The research scholar seeking admission to the Ph.D . programme of the University, shall be
classified under any one of the following categories:
3.2.1 Research/Faculty Associates: The designation of Research/Faculty Associate (RA)
shall be given to a research scholar who is serving as a faculty member in a college /
institution affiliated to the University and satisfies the eligibility conditions as defined in
Clause 2.
3.2.2 Full Time Research Scholar: A person enrolled in Ph.D. programme and devotes
his/her full time for research activities in the University/ University Constituent Institute (CI)/
Affiliate Institute (AI)/ Approved Research Centres (ARC) and other Centres of Excellence
(CE)
(a) The research scholar who obtains scholarship from Govt./Semi Govt. research funding
agencies such as UGC, DST, DBT, ICCR, CSIR etc.
(b) Research scholars supported by a sponsoring organization– Government/private.
(c) Self sponsored research scholars.

3.2.3 Part Time Research Scholar: A research scholar (RS) enrolled in the Ph.D.
programme and has been allowed to conduct research activities in the University while being
in full time employment
(a) Research scholars who are working in recognized academic/research
institutions/Government/industry (working professionals).
(b) A member of administrative/technical staff or faculty of the University
(c) Research scholars working regularly in a research project in the University provided
his/her Ph.D. topic is related with research project (These research scholars will get
stipend/remuneration as admissible under concerned Research Project and will not be

entitled to get any type of stipend/remuneration from the University. However, they will
have to comply with all related Ph D norms of the University.

3.3 REGISTRATION
(a) The Research Eligibility Test (RET) for enrolling into Ph.D. programme shall be
conducted, the date and place of which shall be announced in the notification of the
University. The RET shall be conducted for each subject separately, the syllabus for
which shall be notified by the University and the duration of test shall be two hours.
However, NET and GATE qualified candidates are exempted from RET.
The final selection of a candidate for registration to Ph.D degree shall be made through
interview / presentation conducted by the Selection Committee as defined in (e).
Initially, the selected candidate shall be registered provisionally. The qualified
candidates may apply for registration with the following:
(i) A prescribed registration fee as applicable in the University from time to time
(Appendix - II)
(ii) A no objection certificate (NOC) from the employer, if employed.
(iii) A certificate from the head of organization/institution where the candidate opts as
the place of work for his/her Ph.D. dissertation indicating that the necessary
facilities for the proposed work exist in the organization/ institution and shall be
made available to him/her.
(iv) A statement of the work that he/she might have already done on the subject
related to the topic of study and the copies of the research papers that he/she might
have published.
(v) Two copies of bio- data of proposed supervisor(s) along with the attested or self-
signed copies of degrees and mark-sheets of the candidate.
(vi) Topic of the Ph.D. with research proposal.
(b) A candidate shall normally be registered for Ph.D. degree in the subject in which he/she
has passed his/her qualifying examination as stated above or in any other field relevant
to it. In special cases a candidate qualifying in subject-X may be permitted for
registration to Ph.D. programme in subject-Y provided the Research Degree Committee
(RDC) of subject-Y accepts the topic falling in its scope and is reasonably convinced
that the candidate will be able to successfully complete all requirements for the Ph.D.
degree.
(c) A candidate who has registered for Ph.D. degree in any other University and has
requisite qualification for registration to Ph.D. programme of the University as
prescribed in Clause- 2 may be allowed to transfer his/her registration to the University
provided he/she provides a no objection certificate from the previous University, the
concerned RDC of the University recommends and the Academic Council or
Executive Council approves the candidature and also if the candidate deposits the
requisite registration and other fees of the University. In such a case the date of
registration in the previous University will be accepted as the date of registration in the
University provided the semester wise report of the candidate has been satisfactory and
certified by the concerned supervisor.

(d) The date of provisional registration shall be the date of selection committee meeting.
The acceptance of the Ph.D. topic and research proposal shall be subjected to the
recommendations of the concerned RDC and the Academic Council and subsequent
approval of the Executive Council. In case any revision in the Ph.D. topic or research
proposal is proposed by the candidate, the date of registration shall be as decided by the
concerned RDC and Academic Council/Executive Council.
(e) The Selection Committee shall consist of the following members:
(i) Convener of RDC as Chairman of the concerned subject.
(ii) One expert of the concerned subject not below the rank of professor belonging to
the affiliated institution/ college of the University to be nominated by the Vice-
Chancellor
(iii) Two experts of the concerned subject not below the rank of professor but not
belonging to the University to be nominated by the Vice-Chancellor. If the
Selection Committee is satisfied with the performance of the candidate, it will
recommend for provisional registration to the concerned RDC, otherwise, the
candidate shall be given another chance to appear before the Selection Committee
in the next meeting not earlier than a period of six months. If the performance of
the candidate is again found unsatisfactory, his/ her case will be rejected.
Note: - No T.A. and D.A. shall be paid to candidate for attending the interview.
(f) A candidate admitted under clause 2(1) shall have to qualify at least two pre- Ph. D.
courses and candidates admitted under clause 2 (2), 2(3) and 2(4) shall have to qualify
at least six pre -Ph.D. courses in their area of research as prescribed by the concerned
RDC. The duration of the course work shall be two semesters (one year) for all the
candidates. If a candidate fails to clear pre -Ph.D. courses in a year, an extension of six
months may be granted to the candidate to clear the pre- Ph.D. courses by the Vice-
Chancellor on the recommendation of the concerned RDC. The concerned RDC will be
empowered to increase the pre- Ph. D. courses for any candidate. The concerned RDC
shall prepare a database of the courses to be audited. A research scholar is expected to
attend 100% classes. However, a minimum attendance of 75% in each course is
required for appearing in the examination.
(g) The registration of a candidate shall be confirmed provided he/ she qualifies the
required pre- Ph. D. courses with a minimum of 65% marks in each course as
prescribed in 3.3(f) and the RDC is satisfied with the performance.

4. SUPERVISOR (S)
(a) A person duly approved by the concerned RDC shall be permitted to act as a supervisor.
In case a person is not approved earlier as supervisor, the candidate shall enclose two
copies of bio-data of the person proposed as supervisor, along with the application form
for approval of the concerned RDC.
(b) A person shall be eligible to act as supervisor provided he/ she holds a Ph.D. degree in
the concerned or related subject, has good publications in reputed scientific / technical
journals and who is one of the following:
(i) Principal/Director, Professor, Associate Professor/Reader of affiliated college/
institution of the university or of reputed institutions, like IITs, IISC, IT-BHU,

NITs, state funded institutions, Scientific Officers of National laboratories or
University departments.
(ii) Assistant Professor with at least five years teaching/ research/industrial experience
in an affiliated college/institution of the University or NITs, State funded
institutions and University departments.
(c) A person, who is registered for a Ph.D. degree, shall not be permitted to act as a
supervisor in any subject of the University.
(d) The maximum number of candidates that can be registered under a supervisor at any
particular time shall be five for Professor, three for Associate Professor/ Reader and
two for Assistant Professor.
(e) A candidate shall normally not have Co-supervisor/ Supervisor from the same place. In
exceptional cases, more than two Co-supervisors may be permitted provided the
concerned RDC recommends with due justifications and is approved by the Vice-
Chancellor.
(f) A person who has been recognized as supervisor/ co-supervisor shall be eligible to
register and supervise a candidate under him/her even after superannuation.
(g) In case an approved supervisor later on ceases to act as the supervisor due to some
reasons, the candidate may be permitted to choose another supervisor provided the
above mentioned criteria (a) to (e) are satisfied, the candidate may continue his/her
registration on the same topic and as per the recommendation of the concerned RDC.

5. RESEARCH DEGREE COMMITTEE (RDC)


(a) There shall be a separate Research Degree Committee for each subject falling under
different Boards of Faculty.
(b) Constitution of RDC
Each RDC shall consist of
(i) Vice-Chancellor or his /her nominee- Chairman.
(ii) Dean of the concerned Faculty-Vice-chairman
(ii) Convener of RDC -Member (nominated by the Vice –Chancellor)
(iii) Three experts of the subject belonging to the University systems or Affiliated
Institutes and two experts from outside to be nominated by the Vice- Chancellor.
(iv) University official nominated by the Vice- Chancellor.
(c) Duties and Powers of RDC
Each RDC shall perform the following functions:
(i) Examine the research proposal (as per Appendix-I) of candidate’s proposed
Ph.D. work along with the title of the thesis duly forwarded by the supervisor/co-
supervisor and Head of the Institution/Organization where the candidate is
pursuing his/her research for provisional registration and provide its
recommendation. The committee shall satisfy itself that the proposed topic is one
on which the Ph.D. work can be pursued under the guidance of the proposed
supervisor(s), that the candidate possesses the requisite qualifications, aptitude

and that the adequate facilities and equipment for the work exist at the proposed
place of work.
The RDC shall also examine the background/qualifications/experience of the
proposed supervisor(s) and make recommendations regarding his/her/their
suitability to guide the research work.
(ii) The RDC of a subject will meet at least twice in each academic session at regular
intervals.
(iii) Half of the members of the RDC shall form the quorum for the meeting.
(iv) The minutes of the RDC meeting shall be reported to the next meeting of the
Academic Council for approval.
(v) If convener is not available, the senior most member present in the meeting shall
act as convener.
(vi) Every candidate shall submit semester wise six monthly progress reports to the
University through the supervisor(s) with his/her/their recommendation that he /
she/they is /are satisfied with the progress of the candidate. The candidate shall
also be required to present progress report in the scheduled RDC meetings. If the
candidate can not present progress report due to genuine reasons, but the progress
report sent through the supervisor is satisfactory, he / she will be permitted to
continue, otherwise, the RDC may recommend extension in his/her minimum
period of registration . In case, the candidate does not turn up twice for
presentation in the RDC meeting, his / her registration shall be liable for
cancellation.

6. DURATION
(a) The minimum period for submission of Ph. D. thesis for M. Tech. /M.Pharm./M. Phil./
MS candidates enrolled as full time shall be three years and for those enrolled as part-
time ,the period shall be four years from the date of provisional registration.
(b) The minimum period for submission of Ph.D. thesis for M.Sc./MBA/MCA/B.Tech./
B.E. (75% marks in aggregate of all semesters) candidates enrolled as full time shall be
three years and for those enrolled as part-time , the period shall be four years from the
date of provisional registration.
(c) A candidate may be allowed to modify the topic/ title/ scheme of his/her research work
only with the approval of the concerned RDC, but in that case he/she shall not submit
his/her Ph.D. thesis before the expiry of at least six months from the date of approval
for the change.
(d) The maximum period permitted for submission of Ph. D. thesis for a candidate shall
normally be six years for full time and seven years for part time candidate, from the
date of provisional registration. In special circumstances, a maximum extension of two
years can be granted by the Vice - Chancellor on the specific recommendation of the
concerned RDC based on the six monthly progress reports. The period of maternity
leave shall not be counted in the maximum period permitted. The registration shall
stand automatically cancelled after the prescribed date.

7. PLACE OF Ph.D. WORK
(a) A candidate shall ordinarily be permitted to pursue his / her research at any one of the
constituent or affiliated colleges / institutions of the University which has been
recognized as the research centre by the University for that Specific Area/
specialization.
(i) The colleges / Institutions affiliated to the University which run AICTE recognized
M.Tech./M.Pharm. programmes and are recognized as Centres of Excellence
qualify to be the Research Centre for that area/ specialization.
(ii) Any college/Institution not affiliated to the University but part of any other
University, National Institution, Organization and not covered under the above
mentioned section (a) (i) may be recognized as a Research Centre in a particular
area(s) provided the University Inspection Committee recommends on the basis of
availability of adequate infrastructure, equipments and facilities and the Executive
Council approves it. Besides, concerned RDC shall also prepare a database of such
institutions where all facilities related to the research are available, which shall be
recognized by the University as the Research Centres.
(b) A candidate may also be allowed to pursue his / her research at any National or
International R & D Organization of repute or at any other R & D Centre provided the
concerned RDC recommends and the Executive Council approves. The concerned
RDC will prepare a database of such places where adequate research facilities are
available and also of IITs and other national level institutions / organizations.

8. THESIS SUBMISSION
(a) It is presumed that a candidate would endeavour to publish his/her research work in
leading journals of international repute and present his/her work in at least two
international conferences of repute in the related area. The concerned RDC will give
due consideration to this point before recommending submission of thesis. However, if
any correction, modification or change is recommended by the concerned RDC it shall be
binding on the candidate to incorporate the same provided the attending supervisor agrees to the
same.
(b) A candidate shall deliver before the concerned RDC a pre- Ph. D. seminar (This
seminar should be an open seminar which can be attended by anyone and questions are
allowed to be asked by the audience.) before submission of Ph. D. thesis .If the
concerned RDC recommends, the candidate shall be allowed to submit the thesis. The
presence of at least one supervisor is essential in the pre- Ph. D. seminar.
(c) The medium of expression for the thesis shall be English language. The use of Hindi
language as a medium of expression, if desirable, shall be permitted by the Vice-
Chancellor.
(d) The thesis shall satisfy the following conditions:
(i) It must be a piece of research work characterized by the discovery of new facts or
by fresh approach towards interpretation of theories and/or advancement of
knowledge. In either case it should exhibit candidate's ability of critical
examination and sound judgment.
(ii) It should also be satisfactory as far as its scientific/technical/literary presentation
is concerned.

(iii) The thesis shall be typed on both sides of A-4 size paper following prescribed
format and specifications given in the "Manual for preparation of Ph. D. Thesis"
of the University and spirally bound to facilitate corrections, if any, suggested by
the examiners. The candidate shall submit three typed copies ‘spiral bound’ along
with a CD to the University and pay the prescribed examination fee. The
published matter by the candidate related to the thesis must also be incorporated
as a part of the thesis annexure.
(e) The thesis shall be accompanied with a certificate issued by the supervisor (s)
stating:
(i) That the thesis embodies the original work of the candidate and it has not been
earlier submitted for any Degree or Diploma.
(ii) That the candidate has worked under him/her/them for the period prescribed by
the concerned RDC on the topic concerned.
(iii) That he/she has put in not less than 200 days of attendance for full time and 150
days for part time at the designated place of work with one of the supervisor (s).
(iv) That the thesis fulfils the requirements of the Clause 8(d) of the Ph.D. Ordinance.
(f) The candidate shall also provide a certificate of non-plagiarism duly
countersigned by the thesis supervisor(s).

9. THESIS EXAMINATION
(a) Three months before the submission of the Ph.D. thesis, the supervisor shall inform to
the Research Cell of the University enclosing in triplicate “the summary of the
proposed thesis” giving an outline of the work done, results obtained, the relevant
references used and consulted and enclose the list of publications derived from the work
by the candidate as published or in the pipeline.
(b) The appointment of examiners shall be made in the following ways:
(i) The supervisor will prepare a panel of six experts qualified to examine the thesis.
Similarly, the convener of the concerned RDC will also prepare a panel of six
experts. Both panels will be sent to the Research Cell of the University. Out of
both panels of examiners, the Vice-Chancellor will appoint two examiners other
than the supervisor/s, to whom the thesis will be sent for evaluation. The Vice-
Chancellor may reserve the right to appoint the examiner apart from the list of
examiners suggested in the panels. The proposed thesis examiners should be from
reputed institutions and should be actively involved in research in the relevant
field.
(ii) If the convener of the concerned RDC is a supervisor of the thesis, the senior most
member of the concerned RDC shall act as the convener in such a case.
(iii) If the Vice- Chancellor is the supervisor, the appointment of examiners shall be
made by the Pro-Vice-Chancellor. In his/her absence, the Dean of the concerned
Faculty will appoint the examiners.
(iv) If both the Vice- Chancellor and the convener of the concerned RDC are the thesis
supervisors, the Pro-Vice-Chancellor or in his/her absence Dean of the concerned
Faculty will select the examiners from the list provided.

(c) A Soft copy of the thesis summary shall be sent to both the external examiners for their
consent. On receiving consent, thesis shall be sent to both the external examiners and
one internal examiner (supervisor). Normally, two months time shall be given to the
examiners for submitting the report. The maximum extension given to any examiner
shall be two months, failing which the Vice - Chancellor may appoint alternate
examiner(s).
(d) The examiners shall specifically report on the prescribed proforma whether the thesis
fulfils the requirements of the Clause 8 (d). They shall be requested to make one of the
following recommendations:
(i) Thesis be approved.
(ii) Thesis be approved after minor revision subject to the satisfaction of the
supervisor(s).
(iii) Thesis be resubmitted after
(a) Major rewriting or
(b) Incorporating some extra work
(iv) (a) Do you agree to re -evaluate the revised thesis, if submitted ............ (Yes / No)
(v) The thesis is rejected.
(e) Only if both the examiners approve the thesis for the award of Ph.D. degree, the
Viva-Voce examination shall be conducted.
(f) If one external examiner approves the thesis and the other external examiner
recommends revision, the comments of the examiner recommending revision shall
be sent to the supervisor and the candidate without disclosing identity of the thesis
examiner for the clarifications / comments.
(g) (i) If the candidate is required to make minor revision in the thesis, the
concerned RDC shall permit the candidate to revise his/her thesis and submit
to the Research Cell of the University in a period not earlier than two months
and not later than six months from the date of communication to the
candidate.. If major revisions are required in the thesis, the corresponding time
limits shall be six months and a year respectively.
The candidate shall have to pay an additional examination fee as prescribed by
the University for Re-submission of his/her thesis.
(ii) The thesis with major revision shall normally be examined by the old set of
examiners provided they agree for re-evaluation. If anyone examiner's report
is not satisfactory or any examiner does not agree for re-evaluation of the
revised thesis, another examiner will be appointed according to Clause 9 (b)
from the panel of the proposed examiners. The consent of the new examiner
shall be obtained by sending a copy of the detailed summary. A copy of each
of the reports pertaining to examination of the thesis earlier submitted shall be
sent to the examiners. The examiners shall clearly recommend whether the
thesis is approved or rejected.
(iii) If anyone of the examiners rejects the thesis, the thesis would be examined by
the third examiner appointed by the Vice-Chancellor as per Clause 9 (b)
whose recommendations shall be considered as final.

(iv) However, if both the examiners reject the thesis, the thesis shall be rejected
finally.
(h) In case the thesis is approved, an open Viva-Voce examination of the candidate
shall be arranged. The Board for Viva-Voce shall comprise of:
(i) Convener of concerned RDC or senior most member of concerned RDC in
case convener is the supervisor or he/ she is absent.
(ii) One examiner who approved the thesis. In case of non availability of the
examiner, Vice- Chancellor may nominate another examiner from the panel.
(iii)The supervisor (Internal Examiner), if he/she not available, the concerned
RDC may nominate substitute in place of the Internal Examiner.
The Viva-Voce Board shall make a final recommendation and a clear verdict
whether the candidate be awarded Ph. D. degree or asked to re-appear for a
Viva-Voce examination. In case of second verdict, the candidate shall be
required to re-appear for a Viva-Voce examination before the same Board but
not earlier than 3 months from the date of Viva-Voce examination.
(i) A candidate, after successful Viva-Voce examination, shall submit four hard
bound copies and one soft copy of duly typed on both sides and including all the
corrections (if any) as proposed by the examiners, to the University prior to issue
of the provisional degree certificate. Out of the four copies, the first copy will be
retained in the Library, the second copy will be given to the candidate, the third
copy will be sent to the institution of the candidate and the fourth to the main
supervisor(s).

10. AWARD OF Ph.D. DEGREE


(a) The candidate shall be awarded Ph.D. degree of the University provided the concerned
RDC and the Academic Council considering the report of the Board of Viva-Voce
examination and the Examiners recommend and the Executive Council approves it. The
candidate may be issued a Provisional Degree Certificate only after the Academic
Council recommends the candidate for the award of Ph.D. degree.
(b) The award of Ph.D. degree can be withdrawn in case the thesis submitted by the
candidate is found to be a duplication of an old work or pirated research work presented
and the RDC and the Academic Council recommend withdrawal of the Ph.D. degree
and the Executive Council approves it.

FORMAT FOR RESEARCH PROPOSAL

(ARC) and other centre for excellence (CE) duly approved by the university.
