3/42/2012-GSWHP To Secretaries of Housing & Urban Development Departments, Municipal Commissioners, Heads of Municipalities & State Nodal Agencies of all States/ UTs Subject: Effective implementation of Section 18 of Energy Conservation Act 2001(52 of 2001) and GOs/Model building bye laws issued by MoUD related to mandatory use solar water heaters in functional buildings Dear Sir, As you are aware, solar water heating is becoming popular all over the country. It can help saving the use of convention electricity and other fossil fuels besides havin~ load shavings during peakhours oftheir use. A G.O. (No. N-11 025/25/94-UCD dated 9t April, 1999) on Model Regulation/Building bye-laws has been issued by the Ministry of Urban Development to all States/ UTs to make the use of solar water heaters mandatory in functional buildings. A Notification No. S.0.593 (E)/F.No.U-11030/1/2005UTL dated 24th April, 2006 - Solar Water Heating System has also been issued by the Ministry of Home Affairs in this regard. Many Municipal Corporations/Municipalities have already followed it and are implementing the Orders. Many others are in progress. 2. In order to assist Municipal Corporations/Municipalities to have effective implementation of these Orders/Notification, the Ministry under an UNDP-GEF Project has appointed two consultancy organizations namely, M/s Greentech Knowledge Solutions Pvt. Ltd., New Delhi and M/s World Institute of Sustainable Energy (WISE), Pune for the Northern and Southern Regions respectively. These organizations have vast experience in this area and would help you in effective implementation of the Gas/Notification and also in modifying the Model regulation/ bye-laws, wherever it is required looking into the local conditions. All this, will be through active interaction of various stakeholders including manufacturers/builders and developers, officials of Municipal Corporations/Municipalities/ State Government Departments etc. 3. The officials of these organizations will approach you from time to time during next six months for the above said purpose. During the course of their work, they will also be organizing workshops, one in each in selected State so as to sensitize the stakeholders and get the Gas/Notification implemented effectively. You are requested to kindly extend all help to these organizations in this regard. You will appreciate, once these GOs/ Notification are effectively implemented, we may be able to saturate the

country with solar water heating systems leading to minimizing the use of electricity and other fossil fuels for heating water. 4. In mid of August, we are planning to organize a half day National Workshop on Solar Water Heating at Vigyan, Bhawan, Delhi wherein we propose to highlight the achievements made under UNDP-GEF Project, display knowledge documents/products developed and to give away awards to various stakeholders performing the best on activities related to solar water heating systems. We propose to invite Secretaries of Housing & Urban Development Departments, Municipal Commissioners, Heads of Municipalities & State Nodal Agencies of all States/ UTs, Manufacturers, Builders and Developers in this workshop. Information related to the workshop will be sent to you soon and will also made available on our website www.mnre.gov.in.
