PROGRESS REPORT ON THE CITY PERFORMANCE HALL

PURPOSE OF THE BRIEFING


Update the Arts, Culture & Libraries Committee on the status of the construction of the City Performance Hall Provide an overview of the plans for the opening celebration

KEY MILESTONES COMPLETED

Since our last briefing to the Committee (10/17/2011), the following construction milestones have been completed:

All mechanical systems are in place and functioning Wood floors have been installed in the public areas (lobby, performance chamber) Concrete floors in the lobby and public corridors have been polished to reveal the aggregate Seating has been installed in the performance chamber The rigging system is installed and functioning Internal wayfinding signage installed Landscaping is 80% complete

BRANDING PLAN

Working with SparkFarm and El Creative

Develop the brand concept and marketing for the grand opening event

Dallas-based companies SparkFarm worked on the grand opening of the AT&T Performing Arts Center El Creative has worked on branding for Bahama Beach and the Love Field Modernization Program

Ticketed jazz concert featuring North Texas jazz artists on Saturday night

Free programming targeting families Brief performances throughout the day by local groups (dance, theater, music) Information booths for local arts and cultural groups

APPENDIX I CITY PERFORMANCE HALL BACKGROUND


The City Performance Hall is one of five venues included in the Dallas Center for the Performing Arts Master Plan

Winspear Opera House Wyly Theater Annette Strauss Square Sammons Performance Park City Performance Hall

A development agreement with the Dallas Center for the Performing Arts Foundation was authorized on 9/28/2005

Foundation developed four venues (AT&T Performing Arts Center) City designing and constructing the City Performance Hall

Need for the facility identified in the Master Planning process for the performing arts center
Referred to as the third venue Conceived to serve the needs of small and medium arts groups reflecting the diverse communities of Dallas

Inclusion in the Master Plan received broad support from the cultural community

Project Funding Performing arts facilities developed through public/private partnership with the Dallas Center for the Performing Arts Foundation
$68 million -- City bond contribution for land acquisition, infrastructure, Annette Strauss Square & City Performance Hall (1995, 1998, 2003 & 2006 Bond Programs) $330 million -- Foundation private sector support for Winspear Opera House, Wyly Theater, Sammons Park, 2 underground garages

City Performance Hall represents the largest public sector contribution to the public/private partnership responsible for the development of the performing arts center 2003 Bond Program $2.25 million to for program and design 2006 Bond Program $38.2 million for design and construction of Phase I

Programming process included over 70 arts groups

Currently under construction is Phase I (60,000 sq. ft), the 750seat theater approved in the 2006 Bond Program Completion of the rest of the 124,000 sq. ft. program to be supported in future bond programs

Identified need for 124,000 sq. ft. facility that included a 750seat theater, two flexible theaters, with full complement of public and support spaces Conceived to be implemented in multiple phases

Full lobby fronting Flora with event mezzanine Wood floors Theater seating (750 seats in two levels, orchestra & balcony) Stage pit Stage lighting and controls Performance audio and video system Concert enclosure and acoustical reflector panels Stage rigging and drapery system Motorized acoustical banners

City Council approved Construction Manager At-Risk Guaranteed Maximum Price (GMP) construction contract to McCarthy Building Companies on April 22, 2009 (CR 091106)

City Performance Hall construction schedule coordinated with the AT&T PAC Silver Garage (privately funded and located below the City Performance Hall)

Construction trade contracts procured to construct the building within the established GMP
