2 Days New Seminar Our communication has become wireless. Radio, TV, Mobile phones, cordless telephones and wireless LAN have become an integral part of our daily live. But how does it work? What is frequency, why do we need modulation, what is a dBm and radio interference? While people using radio technology do not need to know such things for non-technical staff working at regulatory bodies and in wireless industry it might be helpful to have a basic understanding of the background where their business is founded on.

Measurements of Human Exposure to RF Electromagnetic Fields


Training Focus
3 Days The transmitters of RF radio services produce electromagnetic fields people may be exposed to. For assessing peoples safety, their exposure must be measured and compared with limits. The training will focus on the measurement of general public exposure; some aspects of occupational exposure are given in addition.

1 Day This training is a introduction into the world of digital terrain data used in radio planning tools. The course covers lessons about basic map production, coordinate systems, storing of information in vector or raster format. Also different terrain data types used in radio planning tools will be explained, most common data sources, production processes, and quality criteria will be discussed. Finally recommendations regarding the usage for different radio communication services will be given.

Training Focus
2 Days Tool Training The training is an introduction into the working on digital terrain data using CATCHit. The course contains an introduction into the Graphical User Interface (GUI), the LS data format, the most important topics related to coordinate systems, projections and datum. The main processes for the creation, conversion and maintenance of terrain data in CATCHit will be demonstrated, as well as the use of the CATCHit module Terrain Puzzler.

Strategies for Modern Spectrum Management


Training Focus
4 Days The radio spectrum is a limited resource that is shared between different systems, operators and nations. It is the task of a Regulatory Authority to manage the radio spectrum in a way that its use is optimised to the benefit of all. For this policies for the access and the usage of spectrum have to be defined while considering national and international regulations. Also technical and economical constraints arising from the intended spectrum usage have to be fulfilled. The training Strategies for Modern Spectrum Management introduces state of the art approaches and methods used to manage spectrum. Following an introduction to the international framework and the terminology defined by the Radio Regulations different strategies are discussed. The training covers the classical command and control approach as well as recent tendencies like spectrum trading. Topics like technology neutral definition of licenses, dynamic spectrum usage, cross border coordination methods, and approaches for licensing and spectrum pricing completes the seminar.

Technical Issues of Radio Spectrum Management


Training Focus
5 Days The goal of spectrum management is to avoid harmful interference between radio stations. For this different procedures are used. These procedures are based on regulatory requirements and have to consider physical and technical limitations of radio technology. Thus spectrum managers have to understand the impact of technology to optimise the use of the radio frequency spectrum. The seminar introduces to different physical and technical aspects of spectrum management and explains how analyses during interference and coordinating calculations are done. For technical basics like wave propagation, modulation schemes and propagation modelling are reviewed. In a second step typical coordination procedures for different radio services like Broadcast and LandMobile are detailed, and calculations and technical possibilities to avoid harmful interferences are introduced. A separate section gives insight into radio monitoring and spectrum scanning techniques.

Spectrum Management & Monitoring 11 Military Frequency Management


Training Focus
3 Days Military frequency management has to consider different frame conditions: National and international regulations for spectrum and frequency management, technical requirements of the used systems and finally the tactical requirements arising from the needs of the operation. The training gives an overview of procedures used by military to perform frequency management in national and international environments for common exercises and operations and highlights experiences made during recent military operations. For this the training is split in several parts. After an introduction to international spectrum management organisations, their procedures and their impact on military frequency management the training gives an overview on the technical principles and spectrum requirements for selected military applications such as radio communication, radio navigation or radars. In a third part an experienced military frequency manager will give insight into real scenarios and share his experiences with the audience. Topics are for example the establishment of appropriate procedures to ensure coordination with other organisations during exercises and operations, or approaches for allocation and sub-allocation of frequencies for adequate, spectrum efficient military frequency management. typical organisations, approaches and procedures for military frequency management.

3 Days New Seminar Military spectrum managers working in a coalition and joint environment deal with many tasks unique in operations and must possess the proper decision making techniques to be successful. Time is of the essence and much is at stake; Military spectrum managers must be prepared to take action to address the dynamics of operational challenges and accomplish the mission. This is a leadership course. Harmonised Calculation Method (HCM)


Training Focus
1 Day Electromagnetic waves do not stop at national borders. To minimise cross border interference and to optimise the spectrum use in border areas international coordination agreements are in place. One of these agreements is the HCM agreement signed in Vilnius 2005. The appendices of this agreement details calculation methods and procedures for the coordination of fixed and LandMobile services in the frequency range from 29.7 MHz to 39.5 GHz. The seminar Harmonised Calculation Method (HCM) introduces the technical and regulatory principles behind HCM. The calculation methods for LandMobile and fixed services are discussed and the software modules and datasets available within the framework of the HCM agreement are introduced.

Recommendations ITU-R P.1546 - 1812


Training Focus
1,5 Days During the last years the recommendation ITU-R P.1546 has been well established. It has mainly replaced the old recommendation ITU-R P.370 by passing a long and difficult process of changes and corrections. Nevertheless, there are still discussion points about the details in calculating field strength values inside these processes. Taking into account the fact that the ITU-R P.1546 is only a coordination model based on statistical methods and field strength curves measured a long time ago, the idea came up to develop a real physical model using complex path calculation methods. So the ITU-R P.1812 was born and since then, similar to the ITU-R P.1546, a long and hard process of collecting input and discussions about corrections started. Both recommendations have to be seen under different points of views. A pure coordination model (ITU-R P.1546) based on measurements on the one hand and a physical model (ITU-R P.1812) taking into account real diffraction effects on the other hand. Knowing details about both recommendations is a fundamental need for people dealing with broadcast planning and coordination. Getting information about the different results using one or the other recommendation is also part of this course as well asking which of both has to be used for different situations.
