In 2011, almost 10,000 tenants called the MTO Hotline to find out about their rights under the Chicago Landlord and Tenants Ordinance. The ordinance passed in 1986,has helped thousands of renters improve their living conditions.

METROPOLITAN TENANTS ORGANIZATION


The Metropolitan Tenants Organization (MTO) is a grassroots organization. MTOs beginnings are rooted in a 1981 Community Congress convened to find solutions to the affordable housing crisis of that time. The Congress recognized that Chicago needed a citywide organization to represent tenants. It led to a 5year campaign to pass Chicagos landmark Residential Landlord and Tenant Ordinance (RLTO) and the founding of MTO. Passage of the RLTO is a watershed event in MTOs history. Our primary goals are to better tenants living conditions and preserve housing, stabilize tenancies and prevent homelessness, improve communication between landlords and tenants and organize tenants, so that they can be assured of safe, decent and affordable housing and stable communities. MTO programs include: the Tenants Rights Hotline, the Affordable Housing Preservation Program, and the Healthy Homes Program. Some of MTOs significant accomplishments: 1981 Marks the founding convention of the organization that evolved into todays Metropolitan Tenants Organization. 1985 MTO incorporates as an Illinois non-profit organization 1986 On September 8th, the Chicago City Council passes the Chicago Residential Landlord Tenants Ordinance, popularly called the Tenants Bill of Rights. 1989 Illinois Affordable Housing Trust Fund passed. 1994 MTO starts Citywide Hotline. 1999 MTO initiates Chicago Rents Rights, a consortium of tenant and landlord groups and City of Chicago Departments focused on education. 2003 Hotline answers 100,000th call. 2008 First Community Congress of Tenants since the original Congress in 1981 is held. Over 200 renters, advocates and politicians attend. 2009 MTO releases the State of the Renter report based upon 15 years of Hotline data at the Federal Reserve Bank. Over 200 advocates, policy makers and officials attend. 2011 Condo-conversion Ordinance passes City Council after three year battle.
