Email | Print | Comment Try to imagine a country where ALL of our schools are ALL interconnected by a central educational management Share: information system. Where each institution could update live information on site and this could be accessed and managed by circuit, regional and national departments. Imagine this being possible for our Namibian Education system in just a short time to make it happen at school, circuit, regional and national level and nothing stops us to even make it happen in the Southern African Development Community (SADC).

We have just been taken through an overview of the system, which the Ministry of Education in an agreement with Edupac Software Support Services has been developing and will enrich and customize over the next two years - an educational management information solution using leading-edge technology and functionality. This will provide schools with an integrated and multi-user software solution that meets all administrative, curricular and financial requirements.

In a groundbreaking agreement between the government via the Ministry of Education, and Edupac Software Support Services (Pty) Limited, selected schools in all regions of Namibia are going live in January 2011 with the School Link system procured. In September 2009, the Ministry selected EDUPAC as the sole and official provider to supply a school management information solution, SCHOOLLINK, to all schools in Namibia through an agreement which includes the licensing, intellectual property, customization, support and training of educational institutions and particular schools. The key aims and benefits for Namibian education include: - Transforming rural schools to be just as effective as urban schools; - Collating information from schools into a single central system; - Provide just-in-time data to management for effective decision-making - Obtaining a customised web-based school management software solution and timetabling programme for all selected Namibian schools and the National Institute of Educational Development (NIED);

- Bridging the digital divide; and, - Better managed schools. This is in line with our Vision 2030 to improve the quality of life for its people.

The new school management system will enhance and strengthen the collection and processing of information in all educational institutions and the analysis and distribution of information in a timely manner, therefore regional planning will be strengthened. The use of the school management system will occur in unison with the Education Management Information System (EMIS), thus enabling improved timetabling and school administration.

The ministry has a vision to establish a demand-responsive and self-sustainable education management information system, which is based on the integration of decentralised sub-systems, guided by partnerships with stakeholders at both national and regional levels. One of the key responsibilities of our school principals and school administrators is the management of financial, human, and physical resources in an efficient and effective manner.

The SchoolLink Educational Management System (EMS) is free for all schools (public and private) and other educational institutions. The Ministry of Education will ensure ICTs are utilised for the efficient and effective administration of these resources. Besides ensuring that timely and valid data are collected and aggregated, it is equally important to ensure that sufficient attention is given to institutional building and training.

Schools will also be supported by technically competent personnel at the National Educational Technology and Support Centre (NETSS) throughout the implementation. This will promote educational development through informed decision-making practices by an increasing demand for information use.

My confidence is that the utilisation of data occurs in the formulation and implementation of strategies and policies, the monitoring of progress towards quality education, targets and the measuring of impact. It is further expected that this will help improve operational efficiency, promote responsiveness and improve overall service delivery. My wish is that this will ultimately translate into better administration and better managed schools, greater efficiency at schools and superior learner results as we do our utmost to improve towards quality education.
