Having been elected Commander of the Department of Missouri and been duly installed in accordance with the By-Laws of the Veterans of Foreign Wars of the United States, I hereby assume command. 2. State Commander Phil Pippins extends congratulations and best wishes for a successful year. 4. The 92nd State Convention of the Department of Missouri voted to continue to fund the Department of Missouri and Ladies Auxiliary Voice of Democracy scholarship at its current level of $1,500. Post and individual donations are being accepted by Department Headquarters. If you have not submitted your Post donations, please do so soon. 5. Reminder to Post Commanders: The National By-Laws and the Missouri All-State Program require the Post Commander or a Post Representative to attend all meetings called by the District Commander. This includes Schools of Instruction. 6. Pursuant to Article II, Section 222, paragraph (d), Each Post will pay, in advance, a national convention registration fee of twenty-five dollars ($25) which shall entitle the Post to a packet of convention information and materials and one identified registered delegate for the National Convention. Each additional delegate attending the national convention will pay a ten dollar ($10) delegate fee. Forms were mailed out from National to the Post in March. Failure to pay the advance registration fee may subject your post to suspension or the possibility of the charter being cancelled. 7. A number of Posts have not submitted election reports for the 2012-2013 year. Post failing to elect a full slate of officers for the ensuing year will be placed on suspension if not corrected promptly. Election report forms were mailed to the Posts in March and may be entered on line by the Post quartermaster. 8. Reminder to Posts and Districts: The Voice of Democracy and Patriots Pen Scholarship program needs your continued support. If your Post or Ladies Auxiliary would be interested in (co)sponsoring a scholarship, please forward $500.00 to Department Headquarters prior to September 30, 2012. Payments will be accepted in full amount or monthly installments. Scholarships will be paid out over a five year period to district winners. Scholarship sponsor's name(s) will be listed in the banquet program each year. 9. Posts that have not submitted an election report will be receiving a letter from the Department Commander placing the Post on suspension. If your Post has not submitted their report, do so ASAP. be submitted on-line via the National Website at www.vfw.org. Contact Department Headquarters if you need a blank form, 1-888-276-8609. If you are not familiar with submittal on-line, fax or mail the completed form to Department Headquarters and we will enter it for you. If you have submitted an incomplete form, you will need to contact National to make the additions or submit a new report on-line. 10. The 113th VFW National Convention will be held in Reno, Nevada, during the week of July 21 25, 2012. Missouri has been assigned to the Peppermill Hotel. Registration opened on February 13. The Passkey housing system will be used again this year. Reservations may be made by mail, fax (do not mail if faxing) or via the internet through the convention web site located at www.vfw.org . (Housing form attached) 11. Posts may obtain forms 990EZ, 990 and/or 990T from any IRS Office or on-line at http://www.irs.gov. Posts with a year end of 30 June must file with the IRS prior to 15 November 2012. All posts are now required to file a Federal Income Tax return. NO EXCEPTIONS! If your gross income (from all sources) is less than $25,000.00 per year, you will file form 990N on-line from now on. Go on line to the IRS site, http://www.epostcard.form99.org/ and follow the three (3) steps to sign up and file. 12. The annual trip to the National Home for Children will be 26-27 October. The Department of Wisconsin will be hosting the Halloween Party for the children. We are asking every post to provide a tentative headcount to the National Home Chairman so he can reserve a block of hotel rooms. The cost to participate is $175 per person. Typically, posts have paid for the cost of their commander and guest to go on the trip. Were asking that you would continue this tradition. This is one of the most important and enduring programs supported by the VFW. Deadline to sign-up is 1 October. Anyone requesting a Department Officer to attend a function must submit a written request to Department Headquarters at least 30 days prior to the date of the function. An e-mail to the Adjutant at adj@mo.vfwwebmail.com is acceptable. 14. The next meeting of the Council of Administration will be held at the Capitol Plaza Hotel in Jefferson City on Saturday, Sept. 29, 2012, beginning at 8:00 a.m. All members of the Council, as well as Committees and Chairpersons, should make every effort to attend and be prepared to report in accordance with the agenda, which will be provided prior to the meeting. Room reservations must be made through the hotel by calling 1-800-3388088 no later than September 7, 2012. A flat rate of $83.00 (plus tax) has been given to the VFW. Please be sure to tell the reservationist that you are with the Missouri VFW State Homecoming group to receive this rate. A testimonial banquet will be held Saturday evening in honor of the State Commander and State President. Final dinner arrangements are pending; however, the themed dress is South Pacific (casual). 15. Quarterly audit reports for the period ending 6-30-12 are due 7-31-12. Forms can be filled out on-line by going to http://vfwwebcom.org/Missouri, under Missouri Forms Online. You can also make copies of the blank form for your use throughout the year. This deadline must be met for All State Contest purposes and is required by National By-Laws. 16. Post Service Officers are reminded to report all Post Service Officer events and/or Veterans Benefits Fair activities to their District Veterans Service Information Officer. Reports should include the number of Veterans served, number of Veterans Service Officer referrals sent to St. Louis, and the number of new or reinstated members that the activity generated. District Veterans Service Officers must compile this information and report it to the Department VSIO on a monthly basis. 17. The next issue of the Missourian is scheduled for late August. Articles, notices & photos for the next Missourian must be submitted to the Adjutant electronically at adj@mo.vfwwebmail.com no later than 15 August
