PRODUCING SKILLED COMMUNITY

1. INTRODUCTION
The village X lies in the vicinity of the industrial city but its residents cannot get proper benefit from the technical job opportunities available there. The main reason is that out of a population of 2000 in the village, only 600 are engaged in studies of under graduate level. The current teaching institutes in the village do not impart technical skills to its students. The industry needs skilled persons with technical know how about the production of electronic and computer hardware spare parts. Due to lack of the skill in the neighboring village, industrialists are compelled to hire skilled workforce from far flung areas. An alternative and better solution is possible conditioned with the willingness of locals, availability of training volunteers and provision of funds for starting vocational training center related to the production of the spare parts and to the learning of the basic software development tools. Both the uneducated and educated people of the village can benefit from the proposed vocational training project. Uneducated may be taught the skill of producing spare parts while those who are studying at graduate level can learn tools to be helpful at software houses.

1.1 Significance and Impact of the project Benefit to industrialists: i. Will be able to produce large quantity of goods with better quality and lesser per unit cost. ii. Will spare the industrialists from provision of accommodation facilities needed by its employees. iii. iv. Easy access to and ready availability of needed skilled workers. If industrialists become donors they may have edge over others for employment of these workers.

Will create a friendly social environment for the industry, its employers and employees because the locals will feel themselves as equal beneficiaries.

Will ensure uninterrupted continuous production in the industries because local employees will not need long leaves for domestic affairs.

Once the project starts, it will, with the passage of time introduce new tools and techniques for raising the skill standard of the potential future workers, thereby facilitating the industrialists to enlarge and modernize their industries. It will further enable them to increase the production and reduce its per unit cost. The ultimate result will be increasing the size of profit.

Will play a role model for other industrial cities to establish such training projects for their neighboring villages, resulting thereby in promotion of growth in the industries and prosperity of the villagers.

Get better job opportunities Improve living standard of the local community The evils that emerge as a result of unemployment e.g. gambling, stealing, violence and addiction etc. will automatically get eradicated because maximum population of work age group will be employed and will find no time after job timings to get involved in the activities. iv. v. Promote and enhance self sufficiency. Due to presence of skilled labor, other investors will also be encouraged to invest and tap these skilled labor resources by installing industries of similar nature, thus increasing employment opportunities. vi. vii. Increased job satisfaction due to closeness to homes. Eligible for better jobs elsewhere once equipped with expertise.

2. BACKGROUND
A similar project was started some three years ago to make the life of locals better, but failed due to the following reasons 1. Funds were short therefore expert trainers could not be persuaded via nominal remuneration and living conditions. 2. Lack of funds 3. Lack of proper power supply 4. Lack of teaching tools 5. Lack of interest from the locals due to lengthy course 6. Lack of regular classes that is weak management.

3. METHODOLOGY
1. Hire a building for opening the center 2. Hire technical experts in spare parts production 3. Hire experts in software developments 4. Hire management staff 5. Ensure the availability of needed hardware tools and computer systems for teaching. 6. Design short courses with different levels of expertise 7. Offer courses for free 8. Offer courses on the basis of background knowledge 9. For immediate results each course should equip a person with a single skill, so that the person, who is need of money, may start soon. 10. Studying further courses should equip the person in greater expertise 11. The courses should be taught at afternoon, so that students may be able to do jobs if needed, this will also enhance their capability by doing practical implementation. They may know what other course might help them further.

4. BUDGET

1. In order to run different courses at the same time, a big building of at least 20 spacious rooms will be needed. It will include administrative center, staff room, computer laboratories, a small canteen and class rooms. According to the rent of buildings in the area, it may cost Rs. 50,000 to 100,000 monthly. 2. There should be at least four computer labs with 15 computers each so that to teach graduate students different software packages. A computer may cost up to Rs. 50,000. The total cost will be 4 x 15 x 50,000 = Rs. 3000,000 3. Other laboratories for practical work on hardware spare parts will also be needed that will cost approximately Rs. 500,000 including raw material for making electronic spare parts. 4. Although there are some four volunteers who will teach basic technical tools, yet expert teacher are needed. They can be only attracted by offering good salary package. Almost 6 more teachers will be needed and their monthly income according to the teaching level should range from Rs. 30,000-50,000. 5. The project aims to offer free courses for acquiring initial skills, however once the locals get jobs and they want to enhance their productivity further courses will be offered with affordable fee. 6. Once a percentage of locals get equipped with the skill, project will then be continued only if the locals are willing to learn it by giving proper fee. This will release donors from further financial support they provide to run the project.

5. TIMELINE
Work on project will start in June 2012. If proper funding is available, the detailed time line will be as follows 1. Hiring of building will be completed by 15 June 2012. 2. Initially the project can be started with the volunteer instructors, so the paid instructors will be not needed till end of December 2012, however from January 2013 project will need to recruit 6 instructors. 3. There will be 10 different courses 4 being useful from software development point of view like web page designing, creation of small data bases in SQL and

programming languages, while other six will be enable students help in production of spare parts. One course from each will be started in the month of July 2012. As soon as the induction of students complete. Each course will be of six months duration. After the completion of the courses two more courses will be started along with restarting the previous two again. The processes will be repeated after every six months. From July 2014 and onwards, if the project showed success, then all the ten courses will be open for students at the same time. 4. To make the program successful at least one lab of 15 computers should be functional by the end of June 2012. At the same time a lab for raw spare part material will also be needed. 5. After the first phase of courses complete, the industrialists will employee the students, as is pledged by them.
