School Board adjusts open enrollment policy

The Germantown School Board approved a change to its open enrollment policy June 25 to allow siblings of current open enrollment students to attend district schools as well. Director of Human Resources Cynthia Coley explained that in the past the district did allow siblings of existing open enrollment students to attend district schools. When the board approved making 13 seats in the district available at its Jan. 23 meeting, the motion included language indicating that siblings of existing open enrollment students would not automatically be accepted into the district. Coley said 10 students of existing students have applied for open enrollment seats. Of those students, four would be at the high school, four at Kennedy Middle School and two at Rockfield Elementary School. During the citizen comment portion of the meeting, Rob Fliss expressed support for allowing siblings of current students attending Germantown through open enrollment to also attend Germantown. Fliss, a teacher in the district, currently has a son in the district while another one of his children also applied for open enrollment, with the district denying the request. Scout refurbishes memorial for Eagle project

A memorial for local residents who fought in World War I has been restored as a result of an Eagle Scout project by a Germantown High School graduate. Charles Mielke led the project to refurbish the memorial, which is located in the Dheinsville Historic Settlement in the northern portion of the community. Mielke is a town of Jackson resident who is currently attending UW-Stout. He is a member of Troop 115 out of St. Boniface Parish in Germantown, and he was honored during an Eagle Scout ceremony June 3. When reached for comment later, Mielke said he first contacted the Veterans of Foreign Wars post in Germantown to discuss refurbishing the memorial. That process involved writing up a plan for the project and seeking approval from an advancement board for the scouts. Mielke estimated the project took eight months of planning and meeting with people to carry out the project. Among the tasks for Mielke was tracking down a company that would be willing to refurbish the memorial and getting plants for landscaping around the memorial. In addition, Mielke had to get approval to landscape around the memorial. According to Mielke, approximately 30 to 40 people were involved in the project, from his parents, to members of Boy Scout Troop 115, the Germantown VFW post, members of the Germantown Parks and Recreation Department and staff from Miller Monument in Jackson. The project was the completion of a journey in scouts for Mielke that began when he joined in the first grade. I decided to stay in because I had people that I looked up to in my troops, whether it was other older scouts or leaders in the troop that made me want to be like them, Mielke said. I felt that I needed to stay in to be able to prove to myself that I could do it too. As a scout I have learned to value work and love helping those who need help. I have also learned how to be a leader to others and negotiate and delegate work to people. By Thomas J. McKillen, Managing Editor

School Board approves dental insurance contract

The Germantown School Board approved a dental insurance contract with Delta Dental June 25. The option approved by the board will include a $25 deductible. For district staff represented by AFSCME, the rates will be $34.40 for a single plan and $91.66 for a family plan. For teaching staff, the rates will be $36.67 for a single plan and $95.69 for a family plan. The district is moving to Delta Dental from the WEA Trust for dental insurance, and the change is expected to result in $45,886.68 in savings this year. At the start of discussion on the matter, insurance consultant Greg Kamps said United Healthcare and WPS declined to provide a quote for the district while the WEA Trust submitted its renewal earlier in the evening. According to Kamps, the district would experience a 6.9 percent increase if the insurance package from WEA Trust was left as is. When asked, Kamps confirmed that if the district stays with WEA Trust, it will receive $260,000 in the early retiree reimbursement program. Kamps explained that the federal funds are administered by schools that have been with the WEA Trust, and any district that drops WEA Trust will lose those funds. Other carriers that are in the running for the package are Anthem/Blue Cross and Humana. Kamps said most of the questions are coming from Humana. Kamps will return to a July School Board meeting with more information on health insurance issues. According to information from the district, Kamps was directed by the Insurance Committee June 4 to find between $500,000 to $1 million in savings for health insurance costs. By Thomas J. Dear Dr. Winter, my teeth are not in good shape. I have soft enamel that decays easily. Previous dental work is deteriorating, there is an odor coming from a back molar. I no longer want to continue to deal with never ending cavities and bad taste. I am interested in implant fixed dentures (probably mini implants due to cost). Dear Jan, before you write off your remaining teeth, it is important to realize that strategic saving of teeth can help protect implants as teeth have ligaments which act as shock absorbers that implants lack. Many people feel that it is easier to extract all teeth and have implants and for some people that is the best course of action. However, if there are nice teeth that are healthy, it is not always prudent to remove them just to place implants as there are always risks, Drs. also submitted letters to the district requesting the policy be changed to allow siblings to attend Germantown through open enrollment. During board discussion, board member Bruce Warnimont said he has always been concerned that allowing siblings of existing students to attend is done so without its potential impact on enrollment at various grade levels. Warnimont noted that several elementary grade school levels are "taxed to the max" and allowing siblings limited the districts ability to prevent overloads of students at the elementary grade levels. Board member Diana Kline noted that in this case the district already has an idea of where the additional students will be placed. Jayne Borst, who coordinates the Chapter 220 program, noted that parents of two students have already appealed the district's decision. She later noted that state officials have supported appeals based on an existing student in the family attending the district. She also noted that parents of five high school age residents have applied to attend schools outside the district, so the number of students coming in and leaving could be close to even. The change was unanimously approved by board members present. By Thomas J. McKillen, Managing Editor
