1. KEY DEVELOPMENT ISSUES

Goal/ Objectives:
A. Goal

To protect street children and children without parental care from abuse, exploitation and violence and improve their life conditions promoting a protective environment. B. Specific a. To develop capacity for establishing reintegration mechanism for street children with the family and community. b. To ensure protection of children living in the street situation and capacity building of stakeholders.

To enhance and strengthen basic Drop-in Centre services for Street Children in Dhaka and other divisional cities of Bangladesh. To strengthen the psycho-social and life skills support services. e. To enhance the capacity of street children for market driven jobs that ensure a sustainable livelihood through providing non-formal education; and livelihood skills training.

2. PRELIMNARY PROJECT DESCRIPTION

Strategy:
The project aims to improve the lives of two separate categories of children - vulnerable children living on the street - by creating a protective and enabling environment. The project will have two streams of strategies which are as follows:

A. Strategy:
The project will be implemented through developing three crucial areas i) Implementation of support social services including reintegration, ii) Community Sensitization and Community Mobilization, iii) Policy, Advocacy, Policy Dialogue, Networking and capacity building of GO/NGO. i) Support Social Services including Reintegration It has been observed that children living on the street face difficulties in reintegrating with their family and/or community. Efforts are required to establish the concept of reintegration to strengthen and thereby sustain mainstreaming process. The project undertakes reintegration of street children who receive the services through drop in centres, whenever possible. Category I Children who live and work on the street day and night without parents or family belong to this category. These children will be admitted in the project run drop in centers minimum for one year. During this time, they will be provided with non-formal education and alternative livelihood skills training considering their age and competencies gained through life skills training and non-formal education. Children will be linked to suitable jobs for better income through which they will be able to start living in their families

and/or mainstream themselves in the society. On the other hand, children reluctant to undergo training as well as employment will be encouraged/ motivated for long-term enrolment in the government or other suitable institutions. In that case the capacity of those institutions will have to be developed with minimum care standard to enable those institutions to handle these children. Category II Children work and live on the street day and night with family belongs to this category. The project staff will establish strong rapport with their family head and bring under motivational services for reintegration process. As soon as the family starts living in the community environment (in the slum or low rented housing) will be assisted to get micro finance support from the ________________________. Strong follow up will be ensued on continuation of the integration of the child in the family. Children under this category will receive vocational training from the project and placed in jobs as well. Category III Children who work on the street and return to others family (not their own family) belong to this category. Children under this will receive training on life skills, non-formal education along with livelihood skills training to withdraw them from street and hazardous job. The project will also develop strong rapport with the families with a view to ensuring support for improved life situation. Thus the guardianship of the children will be strengthened. Category IV Children who work on the street and return to their family belong to this category. After accomplishing life-skills training, non-formal education and alternative livelihood training; children will find non-hazardous employment. The family will be brought under motivational services and facilitated with existing _______________micro finance programmes for enhanced income. Children will thus find supportive environment for healthy physical and psycho-social growth. 3. Areas of intervention
