PREFACE

This edition of this standard was prepared by the Association’s Committee on


Sanitizers, to supersede AS 2351—1980.
This edition introduces a number of clarifications which will enable the test procedure
to be carried out in a more consistent manner using present day techniques and
materials. In this regard this edition specifies an upper limit for the number of micro-
organisms that are to be used to test the effectiveness of the product (see Clause 3.1).
The specification of an upper limit has become necessary because improvements in
laboratory techniques have resulted in the production of inoculum densities that were
not initially envisaged. Accordingly, in order that products be tested under substan-
tially consistent conditions, an upper limit was considered essential. Also, it will be
noted that the requirements for the nappy squares (see Paragraph A4.1 of Appendix A),
have been amended to comply with currently commercially available nappies.
The committee considered the possibility of preparing test methods for evaluating a
number of the properties attributed to nappy sanitizers including cleansing, bleaching

and deodorizing. However, because of the unavailability of test methods that are
known to correlate with these properties under conditions of actual use, the committee
found it impracticable to proceed along these lines. It was agreed that consumers
should be able to make subjective decisions about such properties.
Sanitizers must be bacteriologically effective and nappies treated with such products
must be safe for use. In addition, the contents of the soak bucket must be held at a
satisfactorily hygienic level for safe storage in the home. The consumer cannot be sure
that a nappy is safe for use after treatment simply by its appearance and general
condition. Consequently, this standard provides a laboratory method for determining
the bacteriological effectiveness of nappy sanitizers. It is considered that a sanitizer
that complies with the requirements of this standard will control the number of
microorganisms at a hygienic level, under conditions of normal use, provided that the
manufacturer’s instructions are followed.
