1.0.0

SCOPE:

This Tender specification covers the scope of work for Electrification in selected area of BYPL- central for conversion of overhead cable network to underground Cable network. The purpose of electrification work is for delivery of quality power, better security of the network and improvement in aesthetics of the surrounding / area. The scope of work includes followings:-

a) Site survey in coordination with Operation and maintenance department of BYPL. b) Preparation of layout, single Line diagram and finalization of BOQ based on present load and future load growth expected. c) Removal of existing overhead cable / conductor network after energisation of new system. Transportation of the same to BSES stores. d) Removal of existing DT at the substation. e) Installation of Package substation at existing or new location as per system requirement and load growth expected in future. f) Earthing of package substation, civil work etc. g) Laying of LT Feeder Cable (4cX300mm2 / 4cX 150mm2) in RCC cable trench as per engineering practice and specification. RCC Cable trench will be provided on both side of the road by MCD. h) Termination of LT feeder Cables. i) Erection installation of Feeder Pillars of different types as per site requirement and load assessment. j) Laying and termination of Service cables with proper clamping up to consumer premises in coordination with BYPL O&M Group. k) Providing earthing as per Indian electricity rules and Indian standards. Earth work includes providing earthing of Feeder pillars, at consumer premises as per rule 33. l) Testing and commissioning of the system. m) Checking the load parameters and recording the same. Load balancing on the phases shall be done if required. n) Submission of as built drawing and tagging on all equipments installed. o) Electrical Inspector approval. Statutory fees will be borne by BYPL.

Scope of Supply of Material a) Supply of Package substation as per tender specification. b) Supply of LT Cable of size 4cX300mm2 and 4cX150mm2 Cable as per specification of tender. c) Supply of Feeder pillar of various type as per site requirement and design. For Specification refer Part B of the tender document. d) Supply of Service cable as per specification of various sizes. (Part B) e) Supply of End Termination and straight through joints for LT Cable. f) Supply of 11KV End Termination kit for 3cX150mm2 or 300mm2 XLPE Cable.

g) End Termination for LT Cable, double compression glands, long barrel heavy duty lugs, cable ties, metallic and non metallic clamps and other accessories required for completion of work. The area to be electrified includes Shankar road division, Chandni Chowk, Dryaganj and nort-east of BYPL. BOQ attached herewith as Annexure # A is tentative may have +/-20% variation during actual implementation. The exact quantity shall be based on site survey, site conditions and engineering practices followed. The commercial bid shall be based on unit rates for material supply and work. Project in-charge / Head (O&M) will certify the changes in quantity as per actual installed. BOQ for erection is attached as annexure B 2.0.0 REFERENCES: a) IS 1255: Code of practice for installation and maintenance of power cable up to and including 33kV rating. b) IS 3043 c) Indian electricity rules.

3.0.0

INSTALLATION OF CABLE: The method of installation adopted for the power cable system is mainly governed by local conditions, but certain important requirements based on experience must always be taken into consideration. There are several methods of cable installation. But the one mainly used for distribution network in city is direct laying in trenches below ground level.

3.1.0

DIRECT LAYING The procedures are long established and are intended to avoid damage to the cable, both during the laying operations and subsequently from the presence of stones, foreign hard materials or other obstructions in the trench. The route of the RCC Cable trench has been finalised by MCD and BSES. The cable trench will be provided with RCC cable cover along both sides of roads.

CABLE RECORDS It is most essential to prepare and keep up-to-date permanent record of all laid cable installations, such records are necessary for planning and execution of extension or diversion of the exiting cable system and for localization of cable faults. These cables

shall be marked on GIS map. BSES GIS team will work in coordination with bidders project team for the same after completion of work. The essential data which should be given on the cable record are: a) b) c) Size and type cables: Location of the cable in relation to property, kerb-line, etc. Cross sections showing where cables are laid in pipes of ducts, giving their sizes, types and depths, together with an indication of any spare ways available: Positions and types of all joints Location of other which run alongside or across the cable route Position and depth of all pipes, etc. which are met as obstructions to the cable route: and Accurate lengths from joint to joint and manufactures cable drum number

SKETCHES ON SITES Compilation of such detailed records should be entrusted to a draughtsman who should frequently visit the site whilst cable laying and joining operations are in the progress in order to take all the measurements required. The whole of the cable route should be surveyed completely by bidder.

3.3.2

ROUTE PLANS It is essential to prepare route plans showing the entire route of the LT feeder, feeder pillar location and consumers connected to each feeder and feeder pillar. The plan should contain detailed measurements of cable and joint from all permanent landmarks.

3.3.3

NETWORKS PLANNING While deciding the cable size etc after load assessment it shall be ensured that no feeder is loaded beyond 60% of the rated current of the cable. Cable rating shall be defined by manufacturer data sheet and site de-rating as applicable. DT loading shall also be planned with 50-60% of the loading as per present peak Loading. For critical LT load / customer the feeder pillar shall be installed with arrangement of second LT source. Feeder pillar A type is recommended.

EARTHING SYSTEM: Purpose The purpose of this instruction is to ensure the proper Earthing as per Indian electricity rules. The scope of earthing shall include earthing system of entire electrification work including Compact substation, LT Cable, feeder pillar and extension of earthing at consumer end. TNS and TNS Indian earthing system shall be followed.

4.2.0

Earthing details

4.2.1

Providing minimum of 04 nos earth pits with plate earth electrode as per IS at each installations. Pit may be increased to meet desired earth mat value of 2.0 OHM. Deviation if required shall be approved by BSES. Interconnection of all the earth pits by laying and connecting GI Strip. Providing 4 nos risers for equipment earthing. Testing of grounding resistance. Laying of GI strip from the riser to the equipments. Connection of GI Strip to all the Electrical equipments.

Earth Pits

All the Earth Pit shall be as per IS with plate electrode. The pits shall be drawn with the help of a boring machine, an auger or any other means as required by site conditions and nature of ground strata. Each Distribution Transformer shall be provided with minimum four (04) Nos Earth pits irrespective of the rating of Transformer. The locations where desired earth resistance value below 2.0 ohm cant be achieved by 4 nos earth pit, the numbers of pits can be increased. The increase in number of earth pit will depend upon the earth resistance achieved with four nos earth pits. The increase in earth pits shall be approved by BYPL Engineering cell after resistance measurement. The earth electrodes shall be placed at a distance of 6.0M apart. Few of these installations are located in very populated and congested area. It would be difficult to provide a distance of 6.0M between each earth pits due to space constraint. The contractor can re-arrange the orientation of earth pits depending on site location and space available. The contractor shall ensure that in any installation the distance between the earth pits shall not be less than 3.0M. A Minimum of 1.0M distance of Earth pit from electrical equipment and structures shall be maintained. The orientation drawing of these four earth pits are given in Annexure # 2.

4.2.2

Earth Conductor

All the four earth electrodes shall be interconnected with 50 X 6 mm galvanized flat forming a rectangular earth grid. The connection of GI flat with the earth Rod shall be by two nos M16 bolts. The GI flat provided for interconnection of Earth pits shall be 150 mm below the ground level all throughout the length. Details of welding, bolting arrangement for various types of joints are shown in annexure # 4. Four (04) Nos riser of 50X6 mm GI flat shall be provided 50 mm above the ground level for equipment earthing. The riser shall be welded arrangement in Z shape. Two (02) nos earth pits shall be provided with riser with 50 X 6mm GI Flat only for connection of transformer neutral. In case the GI flat is to cross any obstruction, it shall be laid below the obstruction. The GI flat shall be welded after scratching off the galvanization locally and thorough cleaning of contact surface. After welding or bolting arrangement the joint shall be provided with anticorrosive Bitumen compound or zinc Phosphate paint. Wherever bolted connection is taken, it shall be taken through two bolts at each joint to ensure tightness and avoid loosening with passage of time. GI Flat of 50X6 mm or 25X6mm shall have following specification :The GI flat will have minimum 610 gm/mm2 Zinc coating and minimum 85 microns thickness. The galvanization provided shall be as per IS 2629. The galvanized surface shall consist of a continuous and uniform thick coating of zinc, firmly adhering to the surfaces of steel. The finished surface shall be clean and smooth and shall be free from defects like discolored patches, bare spots, unevenness of coating, spiky deposits, blistered surfaces, flaking or peeling off. All hardware like bolts, nuts, spring and flat washers shall be galvanized, Stainless Steel or Zinc passivated.
4.3 Measurement of Ground Resistance

After the completion of work Ground resistance of each installation shall be measured by BRPL / BYPL Testing team. The owner shall provide the measuring instruments required for the measurement, although necessary assistance shall be provided by the contractor to the testing team. The test shall be witnessed and signed off by representative of the Owner as well as the contractor. Test certificate shall be generated for each installation clearly indicating the details of the transformer, name of substation, location, district, serial number of testing equipment and name of testing engineer.

The desired Ground resistance shall be measured after interconnection of earth pits is completed. The value of earth resistance of interconnected grid shall be not more than 2.0 Ohm at any installation. In cases where this value crosses beyond 2.0 ohms, additional earth rods depending upon the value achieved after approval from Engineering department. The additional earth rods provided shall follow the same guidelines as stated above. The measurement of earth resistance shall be carried out by three-electrode method with an earth tester preferably digital. The BRPL / BYPL testing team shall ensure that a calibrated earth tester is used to get the correct results. C2 P2

In order to measure the resistance of earth electrode, two auxiliary earth electrodes and one test electrode are placed at suitable distance as shown in figure above. All the electrodes shall be placed in a straight line as far as possible. A measured current is passed between the electrode A to be tested and
an auxiliary current electrode C and the potential difference between the electrode A and the auxiliary potential electrode B (value will be less than 20,000 Ohms) are measured. This method is known as Fall of Potential method. The resistance of the test electrode A is: R=V/I Where, R = Resistance of the test electrode in Ohms. V = Voltmeter reading in Volts. I = Ammeter reading in Amps.

At the time of testing, the test electrode will be separated from the earthing system. The auxiliary electrodes usually consist of 12.5mm diameter mild steel rod up to 1.0m into the ground (minimum 0.6M). All the test and current electrodes will be so placed that they are independent of the resistance area of each other. If the test electrode is in the form of rod, pipe or plate, the auxiliary current electrode C will be placed 30 M away from it and the auxiliary potential electrode B will be placed midway between them. Distance of minimum 15M between test electrode and current electrode shall be maintained where space constraint is there.
4.4 Equipment Earthing The bidder shall follow the following guidelines for Equipment Earthing: -

1. Only 50 X 6 mm GI flat shall be used for providing earth connection to distribution transformer neutral and body. 2. One run of 25X6mm or two runs of 25X3 mm Galvanized Flat shall be used for equipment earthing other than Distribution Transformer like Air Circuit Breaker, capacitor panel, steel structure and Lightening arrestor. The GI Strip shall be supplied as free issue item to the contractor. 3. The connection of GI Strip with riser of earth mat shall be electric arc welding arrangement, whereas all the earthing connection at Equipment end shall be double bolted arrangement. The hardware shall be in scope of the contractor. All the hardware such as nuts, bolts, spring washers and plain washer shall be Zinc passivated or Galvanished. 4. All equipment shall be provided with two separate and distinct earth connections for safety earthing of non-current carrying parts / metallic enclosure. 5. The transformer neutral shall be earthed with two independent grounding conductors, connected to two separate earth pits. 6. Transformer yard fence, structures shall also be connected with the earth mat by 25X6 or two runs of 25X3 mm GI Flat. 7. The GI Flat shall be laid minimum 100 mm below the ground level except for the indoor location, where it can run over the finished floor level. 8. The GI flat shall be welded after scratching off the galvanization locally and thorough cleaning of contact surface. After welding or bolting arrangement the joint shall be provided with anticorrosive Bitumen compound or zinc Phosphate paint. Wherever bolted connection is taken, it shall be taken through two bolts at each joint to ensure tightness and avoid loosening with passage of time.

AUTOMATION PHILOSOPHY: Automation Philosophy and Specifications for Controller for MV Network Feeder

Management & Auto Source Changeover


5.1.0 Remote control unit Presentation

The remote control interface unit for MV/LV substations shall include all functions required for the monitoring and control of MV switchgears to be controlled in the MV/LV or MV/MV substations. This unit shall be made of a galvanised or stainless steel enclosure equipped with a padlocking system. Its protection index shall be minimum IP3X. The Remote control unit should house the batteries for the motor operation as well as the RTU communication. The RTU shall have male/female terminations for all Digital Inputs/outputs at the RTU end. Further the provider shall also provide a mimic in the RTU panel for open/close operation of the switchgear. The provider shall specify the unit dimensions as well as its installation conditions. The control unit shall be suitable for working at ambient temperature of 50 DEG C.
5.2.0 Remote control unit functions

The remote control unit shall provide the following functions: Control of Medium Voltage switchgears using a 48VDC or 24VDC motorisation, Ammetric Fault detection, modular way per way. Transmission of the following data though GPRS / CDMA or radio network: - Open / Close switches position, - AC supply Off, - Local / Remote control mode, - Phase-to-phase and phase-to-earth Fault detection, - Battery fault, Charger failure - Remote control unit status, - Motorization Supply Failure

- RMS Current measurement (average of 3 phases) o Time stamped data logging of events o Energy supply and storage with a 9 hours autonomy in case of AC supply outage. o Possibility of Auto Source change over from primary to secondary 11 KV Source in case of outage on one source with configurable Auto Restoration function in case of resumption of supply as an essential function. To be supplied with complete kit with 11 KV Voltage sensing system. o LV Breaker status ON / OFF / Fault. o LT Feeder instantaneous current / Voltage / Power factor / active / reactive power and peak load registered. The same can be drawn from a MFM port also. o Distribution Transformer load data like voltage, current, power factor, active / reactive power / peak load/ oil temperature/ pressure relief device operated. o Dead band Configuration for all Measurands The switch position, earth switch position, local mode, Fault detection shall be visualised locally on the unit front panel and remotely from the remote control centre. Data logged events recorded in the unit shall be read on a laptop connected to the unit as well as from the remote control centre. It shall be possible to store at least 1000 events at any time. During communication failure RTU shall have the capability to store Events and Measurands for time duration of atleast 30 minutes. The remote control unit shall allow switches control either in local or remote control mode, each mode being selected with a button on the unit control panel. In remote control mode, the unit shall allow: Transmission of measurements and status; Switches control (Open/Close); Inhibition of local switches control push buttons.

In local control modem, the unit shall allow: 5.3.0

Transmission of measurements and status; Local switches Open and Close control by pressing simultaneously a push button to select the switch and a validation button. Inhibition of any remote Open or Close command.

Fault detection:

Fault detection shall have the following characteristics: Phase-to-Phase fault detection: From 100 to 750 A by 50A steps maximum; Phase-to-Earth fault detection: from 5 to 160 A by 5A steps maximum;

- Fault sensing time: from 50 to 800 ms by 50ms steps maximum. A Fault indication can be reset: When AC supply is back: configurable way per way; After a time delay: configurable way per way from15 min to 120 min With a push button on the control panel By a remote control from the control centre Thought an input contact

The current measurement will be performed using split-core current sensors of a minimal internal diameter 47mn. Associated to fault detection, the load current shall be read locally from a lap top PC as well as from the control centre.
5.4.0 Communication

Communication between the remote control enclose and the control centre will be using IEC 870-5-104 protocol with Integrated Ethernet port on the RTU. At least the following transmission media shall be possible: Secured GPRS / CDMA, Radio with FFSK 2400 bds modulation, PSTN, GSM, GPRS Modbus Master Port (RS485) to connect the MFMs, APFC relay and other slaves etc.

5.5.0 Power supply

The power supply shall be able to supply at least all switch motorisations, control unit's electronic boards and radio or other transmission modems. Batteries shall be sealed, with autonomy of at least 9 hours with a minimum of 10 switches Open/Close commands at the end of the 9 hours. The voltage available in the substation is 220Vac, 1 phase.
5.6.0 Configuration

A laptop PC connected to USB port on the unit front panel shall allow unit configuration. The RTU shall have Web based HMI for Remote configuration, diagnostics, operations and status viewer for local O&M teams. Further the web based HMI shall have different security level authorizations for Configuration Engineer, Diagnostics Engineer, Operation teams & Viewer
5.7.0 Self test

Self tests allow preventive maintenance of the unit equipment. In case of fault detection, the information should be displayed on the front panel and an alarm should be sent to the control centre. A operator shall be able to access locally to detailed faults diagnostic. The battery shall be periodically checked and an alarm sent when the battery reaches its life end.
5.8.0 Switches connection

The transmission of status and control information from the switch interface to the unit shall be made thought a single cable connected to the unit thought a separable connector on the unit lower part. A polarising system on each connector shall prevent any inversion of the various electrical command cables. A test plug shall be available to be plugged instead of the control connection for simulation and tests of the transmission system and unit without operating the switchgears.
5.9.0 Capacity:

The interface of each switch shall include: - 2 digital outputs for Open and Close commands ( With Select Before Execute function) - 2 digital inputs for Open and Close positions

- 1 digital input for earthing switch. - Option for 3 current measurement for FPI feature Various unit sizes shall be available for controlling the following number of MV switches: 2 ways: Management of 2 switches

In addition to the above I/Os; the unit shall include at least 6 non-dedicated digital inputs available. It should be also possible to accept external add on Digital/Analog I/Os for LV staus feedback & control.
