Post-Star Concerned About Dohenys Character In April 2012, the Post-Stars editorial board expressed concern about Dohenys past behavior, saying, We sort of wish we knew less about Doheny. Citing Dohenys 2004 charges for boating under the influence and recent reports that show him being a little too friendly with a campaign staffer, the paper said character should be an issue in the race. [Doheny] is running for an office that many still hold in high esteem, so there does appear to be an issue of character that at least should be discussed, the board opined. Yet, Warren County Republican Chairman Michael Grasso said it was hypocritical for Democrats to make character an issue in this race. We were floored by that. Shouldnt character always be an issue? We believe character does matter in our elected leaders. The sooner Mr. Doheny addresses that issue, the sooner he can address other issues that matter. Opposed Ryan Budget From The Right In March 2012, Doheny voiced his opposition to the FY 2013 version of Rep. Paul Ryans Republican budget plan. It doesnt produce a balanced budget for decades and that simply wont work under our current climate, he said. I would support any budget proposal that adopted a serious approach to four major areas: deficits, taxes, entitlements and defense. [Doheny press release, 3/29/12] Sent Out Press Release Accusing Owens of Costing Americans $4 Billion a Day In November 2011, Doheny sent out a press release that accused Rep. Owens of costing Americans $4 billion a day. The math Doheny used to reach this number was to figure out how much the debt was when Owens first took office, the debt today, then divided it by the number of days Owens spent in office. However, the number did not take into account the spending that Owens voted against and spending that he had no control over. [Watertown Daily Times, 11/20/11] Supported Debt Reduction Legislation If Balanced Budget Amendment Voted Down In November 2011, Doheny supported passing legislation aimed at reducing the national debt if the balanced budget amendment failed to pass. Doheny said, Were going to cross over to $15 trillion of the national debt soon. Soon thereafter our debt will equal 100 percent of our Gross Domestic Product and these are scary numbers. We have to live within our means and we have to make decisions to get there and Congress needs to see thats what they were sent there for. Doheny said, This is a White House who continued in their bank book to spend a trillion dollars more each year than we take in. President Obama) is a big government liberal and Obama and our current congressman want to continue to spend, spend, spend without any end in sight and want to raise taxes to do it. You always need to have some sort of emergency prevision if were in a time of war or some sort of imminent conflict where war hasnt been declared immediately or technically. There has to be some carveout for a major war or conflict. Doheny said, We need this amendment because unfortunately, without it, Congress will continue adding to the deficit. Dohenys opponent, Rep. Owens said he was not likely to back the amendment because it could effect funding for border security, Fort Drum, and emergency aid.

Doheny Would Have Voted Down Debt Deal In September 2011, Doheny said he would have voted down the debt limit compromise deal, and said he didnt believe that the government would have shut down if legislation to increase the debt ceiling had not passed. Doheny said, As someone who does understand finance, theres a lot of ways to finance your way through as a stop-gap measure to make sure that no services or national security needs go unmet, to make sure they actually are met When youre on a continuing collision course with whatever insolvency at the national level looks like, we have to do something about it. Look at President Obamas baseline budget for the next 10 years. Almost $1 trillion dollars of debt that will continue to be added. Thats the wrong direction. We need to make a stand. [Capital Tonight, 9/22/11] Doheny: Ryan Plan Not Extreme Enough In a September 2011 interview, Doheny said he would not have voted for Rep. Paul Ryans Republican budget plan because it would not have balanced the budget quickly enough. When asked whether he would have supported the plan, Doheny said, No, I wouldnt have, for a similar reason. Now if you look actually, and Ive studied the Paul Ryan plan and theres a lot of good things. But I would have voted against it because, at the end of the day, if you look at the end result of the Paul Ryan budget, we dont have a balanced budget until 2063 52 years from now. [Capital Tonight, 9/22/11] Doheny Did Not Have Definitive Answer On Stop-gap Funding Bill For Disaster Aid In September 2011, Doheny said that he could not give a definitive answer as to whether or not he would have supported the stop-gap funding bill for disaster aid, because he had not had a chance to study the bill. Doheny said that he wanted to refund FEMA, but not through tax increases. When asked if we would have to raise taxes to refund FEMA, Doheny replied, But we dont. We have so much revenue coming in, we just have to make policy, make choices to make sure these programs that are necessary continue on, in terms of dealing with national security, and the core functions of why we really have government.

Doheny Criticized Owens Support SOPA

In January 2012, Doheny condemned Owens endorsement of the Stop Online Piracy Act, which would allow the Department of Justice or private companies to attempt to shut down sites that are accused of committing or allowing copyright infringement. Right now, in terms of how its currently drafted, there is no due process, Doheny said. Bills a lawyer. He knows better than that, to put himself on a bill. Doheny believes theres a more efficient method to root out piracy than by shutting down websites. Its like putting a nuclear missile where we need a scalpel, Doheny said. We need to cut off the funding as opposed to blowing up people who need to do commerce. Youve got to be pretty darn careful when youre shutting down businesses and infringing upon free speech. [Watertown Daily Times, 1/09/12] Doheny: Owens Supported Fatally Flawed Bill In January 2012, Doheny continued his criticism of Owens endorsement of SOPA. Bill Owens supported this bill at its very worst, when it applied to both foreign and domestic sites and allowed private companies broad powers to cut off funding to sites without a court order, Doheny said. Backlash from fellow legislators and the tech community prompted some changes, but the bill remains fatally flawed. Even President Obama gets this. Why doesnt Bill Owens?

Doheny: Reported Raising $0 in Q3, Received $30,572 Payment From Political Consulting Firm In October 2011, Doheny reported raising $0 in Q3, but he received a $30,572 payment from political consulting firm Greener & Hook, well over the $2,500 campaign contribution limit. Spoke Against Currency Reform for Fair Trade Act In October 2011, spoke out against Congressman Owens support of the Currency Reform for Fair Trade Act and said that the bill could incite a trade war with China. Doheny claimed that the bill was a stimulus plan for Asia and South America and said, The bill is another anti-business measure that will result in higher prices for North Country consumers," Doheny said. "It will also limit markets for our North Country farmers and businesses, or force their prices so high in those markets that they would not be competitive Instead of punitive measures, we need to work with China directly and through the World Trade Organization to make sure their currency is freely valued without intervention on the open market." Doheny Photographed Kissing Consultant Who Is Not His Fiance, Blamed Democrats In March 2012, Doheny was photographed kissing campaign consultant Monica Notzon at a bar in Washington, D.C., despite being engaged to another woman.

A Doheny spokesman dismissed the photographs as nothing more than horsing around between two old friends, and blamed the incident on Democratic operatives attempting to infringe on the candidates private moments. Doheny had previously employed Notzons firm, Bellwether Consulting Group, during his 2010 campaign. [Gawker, 3/28/12] Video Showed Doheny Rubbing Consultants Backside In March 2012, the New York Post released a new video recording that showed Doheny sliding his hand over Notzons backside Notzon at the same bar depicted in the Gawker photographs. Doheny was also shown with his arms around two women, including Notzon. [NY Post, 3/30/12] Doheny Was Interviewing Campaign Aide At Bar In April 2012, Politico reported that witnesses said Doheny had been interviewing a job candidate for a senior campaign position while at the Washington, D.C., bar where he was photographed kissing Notzon. A Doheny spokesman declined comment. [Politico, 4/09/12] Village Voice: Tried to Give Doheny Benefit of the Doubt, But Video was Convincing In March 2012, a Village Voice writer said that, despite his best efforts to give Doheny the benefit of the doubt, video evidence of his interaction with campaign consultant Monica Notzon was too overwhelming to ignore. We spent the better part of the afternoon yesterday trying to extend the benefit of the doubt to Mr. Doheny with the hopes of being able to prove that maybe, just maybe, he wasnt making out with the consultant, Monica Notzon, James King wrote. Then we saw the video, and have come to one conclusion: its impossible to give this guy the benefit of the doubt on this one -- if Doheny and Notzon werent sucking face, we dont know what they were doing. Would Have Supported National Right to Carry Reciprocity Act In November 2011, Doheny said that he would have voted for the National right to Carry Reciprocity Act, which would allow permitted gun owners to carry concealed firearms across state lines. Dohenys opponent, Rep. Owens voted for the bill. Doheny said Owens made the right call but said that in the past, Owens had supported former Speaker Pelosi, who he called one of the biggest anti-gun politicians. DCCC: Doheny Wants to End Medicare In March 2012, the DCCC criticized Doheny and his GOP leaders for supporting draconian cuts to Medicare. Everyone agrees we must cut spending but once again Matt Doheny and his party bosses in Washington are trying to do it on the backs of seniors and middle class families while giving massive tax cuts to Big Oil, companies shipping American jobs overseas, and billionaires, said Josh Schwerin of the Democratic Congressional Campaign Committee. The line is clear: Matt Doheny wants to end Medicare, while Representative Bill Owens wants to strengthen and improve it. In November 2011, Doheny wanted the Supreme Court to rule the health insurance individual mandate as unconstitutional after the Supreme Court announced it would take up challenges to the Affordable Care Act. Doheny said, Im pleased that the Supreme Court has decided to hear the appeal of Obama Care. Im hopeful the court will find, as Ive long argued, that forcing Americans to purchase health care insurance is unconstitutional. My opponent supported this government overreach and has defended it many times. Since the congressman refuses to protect Central and Northern New Yorkers from this onerous and costly regulation, perhaps the Supreme Court will. Regardless of the courts eventual decision, I will work hard when elected to repeal Obama Care. The CBO said that the plan would provide $70 billion in deficit reduction over the first 10 years because it would not pay out anything for the first 5 years. In a statement, Doheny said, Did Bill Owens help sell this lie to the American public? Or did he fail to do the research that would have told him these savings weren't real? Doheny said that the average American would need to pay $3,000 to keep the program going. He then said that the only way to make the CLASS program work would be to turn it into an entitlement program, which he felt would overextend the governments reach and waste taxpayer dollars. Doheny Open to Seismic Change to Medicare, Social Security. In a September 2011 interview, Doheny said that balancing the federal budget would require seismic change and deep structural issues that have to be examined. Criticized Owens Support for Buffett Rule In April 2012, Doheny criticized Rep. Bill Owens support for the Buffett Rule, calling it typical Bill Owens. He said the bill wouldn't even pay for two weeks of Washington's reckless spending, and that it wouldnt do anything to lower unemployment. "We spend too much, not tax too little," Doheny said. Refused to Say Whether He Supported Flat Tax In an April 2012 interview, Doheny repeatedly refused to answer a question about whether he would support a flat tax rate. Following a statement in which he told the interviewer that he supported a flat, fair, and simple tax code, Doheny was asked if that meant he supported everyone paying a single tax rate across the board. He avoided the question. After being pressed multiple times for a specific answer to the question (and repeatedly demurring), Doheny said, Well, we can have that discussion. I mean well see a lot of different competing proposals. And I think part of whats going to happen through this presidential race, and hopefully as we get into a new regime, a new administration, in 2013 is to have that discussion. In October 2011, Doheny spoke out against the $5.50 Canadian visitors tax included in the U.S.Colombian Trade Promotion Agreement Implementation Act. Doheny said that he supported expanding free trade alliances and he understood the need for new revenue, but said that turning away tourist money was not the right solution. He said, It will hurt our businesses at the very time we need to promote growth, which will lead to employment and jobs in the North Country. Doheny pointed out that increased border security had already turned away many Canadian tourists, and the new fee could hurt ferry businesses. Dohenys opponent Owens also spoke out against the tax.

Doheny: Taxing Millionaires is the Wrong Policy In September 2011, Doheny said that taxing millionaires is the wrong policy, and the real problem the country faces is growth. Doheny: Owens is Not a True Catholic In February 2012, Doheny accused Owens of being loyal to Obamas health care legislation instead of his Catholic roots. Owens is a Catholic, but hes put his loyalty to ObamaCare first by defending the ruling. I think this is another significant step toward the nanny-state government that President Obama and Bill Owens want.

Wanted to Repeal Canadian Customs Fee In December 2011, Doheny supported repealing a $5.50 customs fee on Canadians who entered the US by air or sea, which was a part of the Colombian Free Trade Act and called it a tax on travelers. Dohenys opponent Owens also opposed the fee and said that Congress should be supporting the tourism industry. Doheny said, (It's) antithetical to the aims of the free trade bill it was tucked into and would have devastated our ferry-based tourism businesses. Congress was being duplicitous. On one hand, it was rightfully supporting the free flow of goods and people. But on the other, it was wrongly creating a disincentive for that kind of commerce. Doheny received $7.9 million in deferred compensation from Fintech Investments Ltd, a Wall Street firm where he worked on top of his $462,956 salary from Fintech Advisory Inc. Doheny tried to reduce his Wall Street connections by creating a new investment firm and naming it North Country Capital.

Doheny: No Preference on GOP Candidates, Liked Cains 9-9-9 Plan In October 2011, Doheny said that he would support whichever Republican candidate won the primary process against Obama in 2012.
