DIRECTIONARECOMMENDATIONS
1.REDEVELOPMENTDESIGN/SCENARIO Continuewiththefollowingresolution:

THAT Council endorse in principle, the recommended scenario for the redevelopment of CentralPark

INADDITION,Councilshouldconsiderthefollowing: AND FURTHER THAT Council direct staff to obtain architectural/engineering and site plan drawingsthatwouldincludephasingoptionsforconsideration,withprioritygiventodeveloping anadditionalicesurface.

ALTERNATIVELY, THAT Council herein rescinds all previous resolutions with respect to the redevelopment of CentralParksince2011.(requires2/3rdssupport)IfapprovedgotoDirectionBOptionsonpage6.

BACKGROUND Theproposeddesignrecommendsanewlyintegratedfacilitythatwouldcombineexistinginfrastructure intoamultiusecommunityrecreationcentreinpartnershipwiththeYMCA.Theplansuggeststhatthe TownwouldassumeownershipofthenewamenitiesandthattheYMCAwouldcontributetowardthe project by leading a capital/fundraising campaign and by providing expanded municipallike aquatic serviceoptionsforthecommunityonbehalfofthemunicipality,inacosteffectiveway. At the recent Council Workshop several questions were raised regarding the YMCAs commitment toward this project. A formal response has been provided by the CEO of the Simcoe/Muskoka YMCA and has been forwarded to Council. It is staffs opinion that this partnership with the YMCA, as proposed,isanefficient wayofproviding the communitywith amultiusefacilityandthecommunity responses from stakeholders and citizens received through this process have been in support of the proposedpartnershipmodel,aslongasthereareopportunitiestousethecentrewithouttheneedfora Ymembership. OPTIONS As capital funding sources for the full project have not been identified, exploring phasing could be a consideration. To accurately determine the most viable options and associated costs, building construction and site design drawings would need to be completed. These drawings will benefit the successofthisprojectinthefollowingmanner: Provideclearoptionstomobilizecomponentsoftheprojectimmediately,whilestillmaintaining commitmenttotheoverallplanandvision; Provide an opportunity to build an associated funding strategy that can include: fundraising, partnerships contributions from other levels of government/grants and allocating internal fundingtoscheduleandcompletetheentireproject; This level of design is needed to become shovel ready which is a typical requirement of all majorcapitalinfrastructureprograms.

Theoveralldetaileddesigndevelopmenthasbeenconservativelybudgetedat10%oftheprojectcost. Developingtherecommendeddesignsanddrawingsforashovelreadyprojectwithphasingoptionsas described above would cost approximately $550,000, with costs split relatively evenly between Engineering and Architecture expenses. The completed work would include further refinement of conceptdesign,elevationssiteplan,renderings,roomdesigns,etcetera. Thedesigncoststodevelopaprojectdesignthatcouldbephasedarenotexpectedtobemuchabove those already attributed to this work in the recommended scenario. However, by phasing the constructionoftheProjectitisindustrystandardtoexpectsignificantremobilization/constructioncost increases,whichhavenotbeenaccountedfortodate. 2

2.FUNDINGSTRATEGY/MARKETSOUNDING ContinuewiththefollowingresolutionwithnewtimelinecommencingAugust1,2012. THAT Council approve the development of a Funding Strategy with recommendations to be presentedwithin6months

ALTERNATIVELY, THAT Council not proceed with the detailed market sounding at this time and direct staff to continue to explore potential funding opportunities to be deliberated in the 2013 budgetprocess. BACKGROUND Given the significant cost associated with this redevelopment, exploring viable funding options was identifiedaasacriticalprioritytomovingforward.Assuch,staffrecommendedthatappropriatestaff and funding resources be approved for the necessary due diligence to determine realistic allocations throughthefollowingpotentialsources: Public Private Partnership (P3) to identify one or more municipal facilities that the private sectorcouldinvestinandbringnewrevenuetothemunicipalitythatcouldthenbeallocated towardthisproject; CapitalFundCampaignlocalfundraisinginitiativesandnamingopportunities; InternalFundingResourcesidentifyreserveamounts,debenturelimitsandtaxincreaselimits; FederalandProvincialGrants.

OPTIONS SincewehavenotconfirmedthestrategicplantomoveforwardwiththeProject,the6monthtimeline forreportingonthefundingstrategywillneedtobereconsidered. Thefundingstrategymayalsobeadjustedtoeliminateanycomponent(s)whichCouncilwouldprefer nottoproceedwith.TherehavebeenconcernsexpressedoverP3projects,andtherefore,eliminating thiscomponentisanotheroption.ThebenefitofexploringP3opportunitiesistoidentifyanypotential newrevenuestreamswhichcouldbeappliedtooffsetthefinancingcostsoftheCentralParkprojector toprovidecapitalfundingtotherecreationfacilityprojectdirectly.However,aspreviouslydiscussed, P3projectexplorationmaynotidentifyviablesolutions.Toeliminatethisoranyotherportionofthe fundingstrategyanewresolutionwouldneedtobepassed. 3

3.CREATIONOFAPHASE2STEERINGCOMMITTEE Continuewiththefollowingresolution: THAT Council authorize the establishment of a Phase 2 Central Park Community Recreation CentreSteeringCommittee.

ALTERNATIVELY, THAT Council herein authorize proceeding with a Phase 2 Steering Committee comprised of 2Councilrepresentatives,andotherappropriatestaffledbyadesignatedProjectManagerand theDirectorofParks,RecreationandCulture(PRC),withinvolvementofothersastheSteering Committeedeemappropriate. THAT Council rescind the previous decision and not establish a Phase 2 Steering Committee atthistime.

BACKGROUND Asfundingisaprimeconsiderationwiththisproject,aPhase2SteeringCommitteewasrecommended to champion the development of the Funding Strategy. A call was issued to solicit applications from interestedcitizenswithproficientskillsandexperienceinthefollowingareas: EconomicDevelopment GovernmentRelations PublicPrivatePartnerships FinancialAnalysis FundDevelopment.

For continuity purposes and integration with other PRC planning initiatives, it was also recommended andapprovedthatthefollowingrepresentativesbeincludedonthePhase2SteeringCommittee: CoChairsoftheoriginalCentralParkReDevelopmentSteeringCommittee ChairoftheParksRecreationandCultureAdvisoryCommittee.

OPTIONS To date, there has been no action taken to confirm the Phase 2 Steering Committee membership althoughacallhasgoneoutandapplicationsreceived.Furtherconsiderationofthiscommitteeandits functioninthecontextofthestatusofthisprojectmaybereviewed.Thebenefitsofinvolvingaskilled volunteer steering committee include transparency and accountability. The committee is also an appropriatemechanismtosupporteffectivecommunicationsamongstCouncilandthecommunity.The keyareaswhichtheCommitteecouldprovideguidanceoninclude: 4

CapitalCampaignfundraising GovernmentRelationsFederalandProvincial FutureDirectionforuseofEddieBushArena.

ShouldCouncilprefertoreviewtheneedand/orroleforthePhase2SteeringCommitteeanamended resolutionisrequired. 4.ESTABLISHINGTIMELINES/ACTIONFOROTHERRECOMMENDATIONS Continuewiththefollowingresolution: THATCouncilauthorizestafftodevelopactionsandtimelinesforallotherrecommendations asoutlinedintheSteeringCommitteereporttobepresentedwithin6months.

ALTERNATIVELY, THAT Council defer this resolution until all other aspects of this project have beendefined.

BACKGROUND Continuingworkontheproposedactionsandtimelinesforallotherrecommendationsoutlinedinthe Steering Committee report would be contingent on the direction of all the above resolutions and the futureofthisproject.Assuch,thisresolutionmayalsoneedtobeadjustedorrescinded.

BACKGROUND Through the recent Central Park Steering Committee work analysis was undertaken that took into considerationpreviousstudies,needsassessmentandfeasibility,thedevelopmentofa5yearbusiness planandcommunityfeedbackinacurrentcontext.Thisanalysiscontinuestobeextremelyvaluablefor informing Council on future options. As a result of the recent Council Workshop, numerous other considerationshavebeenraised.Theseoptionsinclude,butarenotlimitedtothefollowing: 1. ConstructaSinglePadArenaandRetainEddieBushArena: Benefits: Challenges: Twoicepads Need to invest significant money in the Lessconstructioncost Eddie Bush Arena to extend the facilitys Canbedevelopedinarelativelyshorttime lifespanbeyondthenearterm. CanbeconstructedatCentralPark Noefficienciesinseparateicepads Additionalstaffing/overhead Doesnotaddresstheaquaticneeds If located at Central Park, other infrastructure may be impacted i.e. lawn bowling and ball diamond(s) would likely needtoberelocated. Adding new or different components would require additional architectural/engineering work at the various sites to determine what is possible to construct, where, and the implications to existing infrastructure. Council will need to provide staff with clear direction, and resources, on the priority optionstobeexplored.MuchoftheresearchandanalysisworkcompletedbytheCentralParkSteering Committeecouldbeappliedtotheproposedoptions,toconsiderandvalidatetheappropriatenessof Councilsrecommendedinfrastructureinvestment. FurtherdirectionwillalsoberequiredrelatingtoCouncilsexpectationsoftheEddieBushArenashould itremainasanarena.Thisdirectionwouldneedtoconsider: Anticipated life expectancy (5, 25 or 50 years) and associated mandatory facility upgrade requirements Scaleofpotentialamenityupgrades/improvements Typeofuse(yearroundvs.winterseasononly) Other potential uses (concerts, festivals, markets, trade shows and events) and associated facilityimprovements

Shouldanyofthesenewrecommendationsbeapprovedadditionalpublic/stakeholderengagementmay berequiredaswellasthedevelopmentandcostingofconceptualdrawingsanda5yearbusinessplan.
