Current Status of GMS HRD Strategy and Action Plan (2013-2017)

Presentation at ECF-4 June 28, 2012 Mandalay, Myanmar

GMS SF 2012-2022
HRD remains a GMS strategic priority, (i) supporting

human resource development initiatives that facilitate the process of GMS integration while (ii) addressing any negative consequences of greater integration

Recommendations for GMS HRD cooperation:


Further prioritization in the HRD Action Plan, with labor migration receiving more attention in light of expected regional developments Careful review of the future directions of the Phnom Penh Plan (PPP) and overall GMS capacity building initiatives Continued review and strengthening of the institutional arrangements, structure and operations of the Working Group on Human Resource Development (WGHRD)

New HRD Strategic Framework


The proposed strategic thrusts (STs) are consistent with the new GMS SF 2012-2022:
ST 1: Capacity development in the economic corridors ST 2: Development of standards in vocational and technical education ST 3: Cooperation in higher education and research ST 4: Addressing cross-border health issues ST 5: Safe labor migration ST 6: Mitigation of social costs in the economic corridors ST 7: Strengthening institutions and mechanisms for GMS HRD cooperation

Action Plan (STs 1-3)


Phnom Penh Plan (PPP) for Management Development (Phase 5), with a focus on training provincial and other key officials in the economic corridors Review of GMS capacity-building initiatives, including the PPP and sector-specific capacity building initiatives

Continued work to develop and implement a framework for the mutual recognition of technical and vocational skills most needed in the economic corridors
Cooperation in technical and vocational education in the economic corridors

Cooperation in higher education in the East-West Economic Corridor


Establishing a GMS knowledge platform for high-quality analytical work focused on the needs of the economic corridors

Communicable Disease Control focused on the economic corridors Health impacts of the GMS economic corridors GMS food and drugs safety Improving information to potential cross-border labor migrants Improving access of migrant workers to basic social services in the GMS economic corridors HIV/AIDS prevention in the economic corridors Anti-human trafficking in the economic corridors Assessing the social impact of the economic corridors on vulnerable groups GMS Youth Forums in the economic corridors Support for implementation of HRD SFAP 2013-2017 Strengthening national HRD SFAP implementation and monitoring
