Project Objectives
Generate a vision for the Project Area with respect to land uses and settlement densities, Integrate land uses and settlement densities with transportation and infrastructure planning for the future, Identify and define the role of the area in relation to the development vision of the OWSDP and thereby testing the intentions of the OWSDP, Develop intervention strategies and scenarios, which reflect a balance between needs of various stakeholders as well as the principles of equity, efficiency and sustainability, Provide a spatial planning framework and land use guidelines and policy for use by the private sector and community investors for direction and guidance on levels, locations, types and forms of investment that need to be made and can be supported by the municipality, and Identify and recommend methods of intervention by the Council with regards to management of the area so as to ensure that development is integrated with the longer-term needs of the city and within the infrastructure capacities of the municipality.
STUDY BOUNDARY
To describe the status quo of all the development sectors in the Study Area, To provide guidelines for the development and management of the area, To provide priority infrastructure development projects, To identify and develop a scheme that will enhance and protect the local physical and human environment, To identify and coordinate how investment opportunities may be created in the area, for both the public and private sector and how linkages to these opportunities, To create a coherent environment, which maximizes the potential of the area, To re-enforce and further make provision for the communitys social, economic and environmental needs, Develop strategies to maximise industrial and job creation opportunities where appropriate, Investigate the impact of surrounding development on service capacity, and Provide guidance on the implications of the existing and proposed commercial/ business nodes from a market point of view.

The Shongweni LAP is premised on the notion of Sustainable Urbanism and a wider view of sustainability. Whilst embracing the notions of ecological, economic, and social development, Sustainable Urbanism seeks to move the quest toward a more collective view that goes beyond the traditional understanding, a focus solely on the un-built, and the fixation with parts of the system. The eight goals or indicators of sustainability on the right, provide a broader view and target for sustainability:

Adopted by Council in November 2010 The project has been handed over to Land Use Management Section and other sector departments for implementation and request for actionable project funding LUMS are busy preparing the scheme/review of the area to respond to some of the recommendations
