DOH Mandate
To implement the policies of this Act (RA 9502), the Secretary of Health shall establish and initiate an electronic price monitoring and regulation system for drugs and medicines. (18,n)

SYSTEM OBJECTIVE
Support the implementation of RA 7581 Price Act and its Implementing Rules and Regulations

e-EDPMS To improve data collection on prices and inventories of drugs. To provide quality (i.e. timely, accurate, and reliable) data/information on prices and inventories of drugs.

SYSTEM SCOPE
Includes the following:
Purchase and Sales transactions Reporting or Uploading of Data to the DOH Central Database Generation and Access to Data/Information

actually procured or bought, inclusive of VAT and other forms of taxes, but without discount.

Selling Price The latest price at which the medicine is


actually offered sale, inclusive of VAT and other form of taxes, but without discount.

Stock on Hand- The latest total physical count of the


medicines on hand.

INITIAL EDPMS PROCEDURES FOR COMPLIANCE: 1. Kindly pass a REGISTRATION OF PERSONNEL (with complete details like LTO No. , email & Signed by the Head etc.) 2. Wait for a 2 weeks for your Username/Password. 3. Log in to our Official Uploading Site during official uploading date(www.uhmis4.doh.gov.ph/edpms) 4. After you have successfully upload your data, kindly stay at the webpage and print the page using Print Screen (prtscrn key) and paste it to MS Word for a copy and a proof of upload data.

EDPMS Stand Alone System


For the System to work: * Go to www.mediafire.com/edpms_chd3 1. EDPMS Stand-Alone INSTALLER V2 2. EDPMS Stand-Alone Manual 3. EDPMS 101 *Go to www.uhmis4.doh.gov.ph/edpms
(Must have your Username/Password from DOH)

1. Local Configuration (local_config.cfg)


*Have a Personal computer (PC desktop) or Laptop

1.Go to www.mediafire.com/edpms_chd3 download the files EDPMS Installer V2.0, Stand Alone Manual & EDPMS 101 at the Folder (STAND ALONE files) *Local config.cfg (Unique configuration for every facility), get it at www.uhmis4.doh.gov.ph/edpms

2. Double CLICK the EDPMS Installer

3. By default, the Destination folder c:\xampp\ is selected, click Install button to proceed.

4. Wait until the installation is finished. (Note: In case the windows system/firewall/anti-virus prompts if the system will be allowed to be installed, click on the allow button)

5. Press any key to close all the windows to continue and complete the installation.

6. Installation is complete. An EDPMS icon will automatically be installed in your desktop * Before using the EDPMS Stand-alone Version, please make sure that the computer system date and time is set to the current date to ensure correct data entry of transactions.

Steps to configure the EDPMS Stand-alone Version Note: This is a one-time configuration process only a. On your Desktop, double-click the EDPMS Icon to run the StandAlone system.

b. Click Choose File button to select Configuration File

c. Locate and search the local_config.cfg file from your Desktop then click Open button.

d. After selecting the local_config.cfg file from your Desktop, click on the Done button.

e. The EDPMS Stand-Alone version Login window will appear.

Using the EDPMS Stand-alone version a. On your Desktop, double-click the EDPMS Icon to run the StandAlone system.

b. The EDPMS Stand-Alone version window will appear. To login use your User Account and Password then click on the Login button.

c. Click Data Entry and then Select Drugs

d. Click Drug List button to open the list of drugs e. Search Drug names by typing the words in the Textbox and click Search button .

Steps to Download Installer and Configuration File


1. Login into EDPMS Website: http://uhmis4.doh.gov.ph/edpms

2. Click Download Stand-Alone Version link located upper-right side of the screen.

3. A pop-up window will appear, click on Download Stand-Alone Version Installer and Download Configuration File to download installer and configuration file. Then click Close to close the popup window

4. 1 For Google Chrome (Web Browser) users, after clicking on Download Stand-Alone Version Installer and Download Configuration File, a notification at the lower left corner of the browser will display the file being downloaded, please wait until the downloading is finished.

4.2 For Mozilla FireFox (Web Browser) users, after clicking on Download Stand-Alone Version Installer and Download Configuration File, a pop-up window will display the file being downloaded, choose Save File and then click on the OK button, please wait until the downloading is finished.

5. All downloaded files, EDPMS_Installer.zip and local_config.cfg are saved by default at the download folder of your computer, copy the files save them in your Desktop.

6. After downloading the files, click Logout in the EDPMS Website and close your Web Browser.

Steps to Install EDPMS Stand-alone Version


1. After successfully downloading the installer and configuration file on your Desktop, double-click EDPMS_Installer.zip to open the file.

2. Extract and save the EDPMS_Installer.exe in your desktop.

3. Double click on EDPMS_Installer.exe to start the installation.

4. By default, the Destination folder c:\xampp\ is selected, click Install button to proceed.

5. Wait until the installation is finished. (Note: In case the windows system/firewall/anti-virus prompts if the system will be allowed to be installed, click on the allow button)

7. Installation is complete. An EDPMS icon will automatically be installed in your desktop

NOTE
Before using the EDPMS Stand-alone Version, please make sure that the computer system date and time is set to the current date to ensure correct data entry of transactions.

Steps to configure the EDPMS Stand-alone Version


1. On your Desktop, double-click the EDPMS Icon to run the Stand-Alone system.

2. Click Choose File button to select Configuration File.

3. Locate and search the local_config.cfg file from your Desktop then click Open button.

4. After selecting the local_config.cfg file from your Desktop, click on the Done button.

5. The EDPMS Stand-Alone version Login window will appear.

EDPMS Software Operations

1. On your Desktop, double-click the EDPMS Icon to run the Stand-Alone system.

2. The EDPMS Stand-Alone version window will appear. To login use your User Account and Password then click on the Login button.

3. Click Data Entry and then Select Drugs; then click Drug List button to open the list of drugs

4. Search Drug names by typing the words in the Textbox and click Search button.

5. Select the Drugs that you are selling in your facility by clicking the Drug Name or checking the Checkbox then click Save button.

6. After selecting drugs, click Data Entry and then Enter Prices.

7. You will see the drugs you have selected with the fields provided for the prices.

8. Complete each form and click Save (Green) icon in the right side of each form.

9. A Confirmation Box will appear, click OK button to complete the transaction.

10. Repeat the operation until prices for all the drugs are entered and all drugs are disabled in the window.

11. After entering all the prices and inventories, click Generate File for Upload link at the left side to generate Upload File. An Upload File will be created, click Click Here to download file to save the file to your Desktop

12.1 To save the Upload File using Google Chrome (Web Browser), after clicking on Click Here to download file, a notification at the lower left corner of the browser will display the file being downloaded, please wait until the downloading is finished

12.2 To save the Upload File using Mozilla FireFox (Web Browser), after clicking on Click Here to download file, a pop-up window will display the file being downloaded, choose Save File and then click on the OK button, please wait until the downloading is finished

13. After saving/downloading the file, click Logout in the EDPMS Stand-Alone version and then close your Web Browser.

Steps to Upload File to the EDPMS Website


1. Open your Web Browser (Make sure you are connected to the internet). Login into EDPMS website http://uhmis4.doh.gov.ph/edpms

2. Click the link With Systems then select Upload Prices.

3. Browse and select generated Upload File you want to upload.

4. The selected Upload File will be displayed in the screen.

5. After uploading the file, click Logout in the EDPMS Website and then close your Web Browser
