Whether it is a small steel plant or a company installing a computer system for information processing or a student is planning to buy moped, all the above situation involve a capital expenditure decision. Each as the above represents a scheme for investing resources which can be analyzed and appraised reasonably independently.
Definition
The definition of a capital expenditure is not necessarily synonymous with how a capital expenditure is defined in accounting. A capital expenditure, from the accounting point of view is an expenditure which is shown as an asset in the balance sheet. This asset ,except in the of a non- depreciable asset like land ,is depreciated over its life in accounting, the classification of an expenditure as a capital expenditure or a revenue expenditure is governed by certain convention, by some provision of low and by the managements desire to enhance or depress reported profits . Outlays on research and development, major advertising campaigns and reconditioning of plant and machinery may be treated as revenue expenditure for accounting process, even though they are expected to generate a stream of benefits in future and, therefore, qualify for being capital expenditures.
Importance
Capital expenditure decisions represent the most important decision taken by a company. Their importance from three inter related reasons.

Effects in the long Run: the consequences of capital expenditure decisions extend far into the future. The scope of current manufacturing activities of a company governed largely by capital expenditures in the past. Likewise, current capital expenditure decisions provide the frame work for future activities. Capital investment decisions have an enormous bearing on the basic character of a company. Irreversibility: The market for used capital equipment in general is ill-organized. Further, for some types of capital equipment, custom-made to meet specific requirement, the market virtually be non-existent. Once such equipment is acquired, reversal of decision may mean scrapping the capital equipment. Thus, a wrong capital investment decision cannot be reversed without incurring a substantial loss. Substantial outlays: Capital expenditures usually involve substantial outlays. An integrated steel plant, for example, involves an outlay of several thousand millions. Capital costs tend to increase with advanced technology.
Difficulties
While capital expenditure decisions are extremely important, they also pose difficulties which supported from three principal sources:

Measurement problems: Identifying and measuring the costs and benefits of a capital expenditure proposal tends to be difficult. This is more, so when a capital expenditure has a bearing on some other activities of the company(like cutting into sales of some existing product) or has some intangible consequences (like improving the morale of workers). Uncertainty: A capital expenditure decision involves costs and benefits that extend for into future. It is impossible to predict exactly what will happen in future. Hence, there is usually a great deal of uncertainty characterizing the costs and benefits of a capital expenditure decision. Temporal Spread: The costs and benefits associated with a capital expenditure decision are spread out over a long period of time, usually 10-20 years for industrial projects and 20-50 years for infrastructural projects. Such a temporal spread creates some problems in estimating discount rates and establishing equivalences.

Translating an investment suggestion into a material is a complex, time- consuming, and risk burdened task. Delays in implementation that are common, can lead to considerable cost overruns. For speedy implementation at a rational cost, the below are helpful. 1. Adequate Formulation of Projects. A major reason for the delay is not enough for formulation of projects. In other words, if necessary homework in terms of preliminary studies and complete and detailed formulation of the project is not done, many surprises and shocks are likely to spring on the way. Thus the need for sufficient formulation of the project cannot be greater. 2. Use of the Principle of Responsibility Accounting. Conveying specific responsibilities to project managers for implementation of the project within the defined time-frame and cost limits is supportive in quick execution and cost control. 3. Use of Network Techniques. For project planning and control two basic techniques are available PERT (Programmed Evaluation Review Technique) and CPM (Critical Path Method).
