Purposes of Jails

 Hold and process individuals who


have been arrested for crimes.
• Jails must accept all individuals brought to their facilities
from the community.
• Inmates are booked, fingerprinted, and classified to
assess their needs (medical or not) and risks.
• Men are separated from women, juveniles from adults,
and violent from non violent inmates.
 Pre-trial detention holds
inmates until a court resolves
their case.
• All inmates in pre-trial detention are innocent
because they are still awaiting trial to
determine whether or not they are guilty of
their charges.
• Inmates may post bond to be released before
trial if they can afford it. Those that cannot
afford it must remain in jail until their court
appearance.
• More than 50% of inmates in jail are on pre-

Release Programs For Inmates in
Florida
 Allows for a smooth transition from
jail back into the community.
 Needs Assessment performed on
every inmate.
 Inmates are referred to community
outreach programs that assist with
housing, drug treatment, etc.
Release Guidelines
§ Per the OPPAGA report No. 07-17 “ The Department of
Children and Families’ Office on Homelessness developed
guidelines containing 10 key elements for release plans,
which include many of the transition requirements
outlined in ss. 944.704-944.707, Florida Statutes.” (2007)
The guidelines are:
• Find a residence for the inmate upon discharge.
• Determine what their transportation needs are.
• Provide referrals for aftercare.
• Ensure that all basic resources are provided at discharge such as
clothing, medicine, etc.
• Qualify each inmate for Federal benefits prior to release .
• Provide inmates with job referrals.
• Ensure that inmates have valid ID’s and provide them with personal
identification when needed.
• Determine if homelessness is a risk.
• Provide information on support groups.
• Ensure that follow-up contacts are provided.

training.
 Literacy Program.
 Workforce development programs.
Inmates have an opportunity to obtain job training in areas
such as:
• Auto collision repair and refinishing and Automotive Repair .
• PC Support Services/Business Supervision/Computer Programming and
technology, Commercial Art Technology and Drafting.
• Cabinetmaking, Carpentry, Masonry, Electricity, Welding and Plumbing
Technology.
