HOW CABNET WORKS AND WHAT T S FUNCTION?

The English cabinet is the most important collective decision making body within the Westminister system of goverment in traditional constitutional theory. In today forming a cabinet after a successful general election,the leader of party that can control a majority in the House of Commons selects ministers to constitute the cabinet.

In today,cabinet has become an important element of goverment wherever legislative powers have been vested in a parliament.It is close union,the nearly complete fusion of the executive and legislative powers.In theory Britain has a cabinet goverment.This according to current constitutional theory,is where the cabinet meets as a body to discuss issues relevant to the country.

The cabinet meets on regular basis,usually on a Thursday morning to discuss the most important issues of goverment policy and to make decisions.The cabinet usually meets in the in the Prime Ministers official residence at 10 Downing street in London.The length of meetings varies according to the style of prime minister and political conditions,but today meeting can be as little 30 minutes in length.Cabinet have met in the same room since 1856,when it was called the Council Chamber.

SHADOW CABINET
The official opposition is headed by the Shadow Cabinet and is supported by numerous junior opposition frontbenchers.They are,in British Parlimentary practice,senior members of Her Majesty's loyal opposition who scrutunise their corresponding office holders in the goverment,develop alternative policies and hold the goverment to acount for its actions and responses.

CABINET MINISTERS AND DEPARTMENTS


Cabinet ministers are selected from the elected members of House of Commons and also from the House of Lords by the PM.Cabinet ministers are heads of goverment deparments.They are leading figures in the majority party in Parliament.

Cabinet ministers are the highest-ranking ministers in the goverment,and most goverment departments have one cabinet minister.Most cabinet ministers are titled secretary of state although some have traditional titles such as The chancellor of the Exchequer.Cabinet ministers will usually have a junior minister to represent their department in the house of lords.

We have 3 classes of minister: -secretary of state:This is usually the head of a department. -minister of state:This is the middle-ranking minister. -parliamentary under-secretary od state:This is the most junior clss of minister. The cabinet also includes ministers such as The ministery of defence,the secretary of state for education and the secretary for trade and industery.

CABNET DEPARTMENTS
If the cabinet is the key stone in the arch of central goverment,cabinet departments are building blocks.Most decisions of govermnent are taken within deparments.Every cabinet decision must be administered by a deparment or by cooperation between deparments.Some deparments are organised in terms of clients and others by services.

The most important cabinet departments: -Treasury:It is called the ministery of finance.It is responsible for the raising of all taxes and the control of all goverment expenditure plus the general management of the economy. -The home office::It is called the ministery of the interior.It is responsible for criminal matters,policing and immigration. -The foreign office:It is called the ministery of foreign affairs.It is responsible for all our international relatinships.especially

the membership of the european union.

MANY OTHER UK GOVERMNET DEPARTMENTS ARE SIMILAR TO THOSE IN OTHER COUNTRIES AND COVER SUBJECTS SUCH AS EDUCATION,HEALTH,TRANSPORT,INDUSTY,JUSTICE.WHEN TALKING ABOUT THE BRITISH GOVERMENT THE MEDIA WILL OFTEN USE THE TERM WHITEHALL BECAUSE A NUMBER OF GOVERMENT DEPARTMENTS ARE LOCATED ALONG A CENTRAL LONDON STREET VERY CLOSE TO PARLIAMENT CALLED WHITEHALL.
