Module 2-B EMERGENCY PREPAREDNESS AND RESPONSE Emergency Planning and Response Elements

A rescue force should be summoned and the first thing that should be done in case people are buried alive in the debris is to insert pipes of any diameter at different levels and at any direction in different places in order to sere as air inlets for piped air so as to minimize the occurrence of suffocation among the trapped victims.

Establish first aid stations immediately within the vicinity of the disaster area to take care of the injured.

Never transfer rescued victims directly to hospitals. Shock should be controlled first to prevent the useless loss of lives.

Emergency power supply should be installed in the area of disaster in order to have continuous roundthe-clock rescue operations.

Damaged main public utility lines should be restored immediately

Damaged building should be surveyed and people should be advised to evacuate the premises.

Control and put out fires

Accurate dissemination of information to the public should emanate from the operation center

Communications between operations center and field units should be maintained by use of radio transceivers, telephones, couriers and other means of communication

Traffic regulations must be controlled

All appeals for help should emanate from the Control Center and all donations should be received by the same for proper distribution, depending on the needs in the field

Proper maintenance of sanitary conditions must be imposed in order to prevent epidemic

Identification and disposal of the dead should be started as soon as possible, if there are dead victims

Orderly and controlled shutdown may be vital for the protection of company property and lives of employees. Failure to follow orderly shutdown procedures could result in the destruction of the plant One person in the company should be made responsible for seeing to it that life and property are not endangered

Responsibilities:
The management of each facility should insure that the warning signals can be received at the workplace/ offices. All employees should understand what the disaster warning signals are, what they mean, and what action is to be taken if the warning signal is given.

Appoint disaster control chairman and assistant chairman Select corporate and plant advisory committee Issue policy directives establishing the disaster program Assess vulnerability of plans and headquarters locations Arrange for receipt and dissemination of warning Establish a control center and communication system Develop emergency shutdown procedures Plan for mass movement of employees/ workers/ tenants, etc., to a safe place Enlarge existing protection groups Organize employees into special groups for self-help Enroll these groups into the Department of Local Government as auxiliaries Join with neighboring establishments in organizing mutual aid associations.
