Removal of hoarding in Madurai city

Hoarding?
A Large board fixed high on a wall outside on which large advertisements are shown. Hoardings can be wall mounted, freestanding on a plinth, erected on a tower to view from a flyover.

All dimensions stated in the various definitions vary slightly between contractors as they all have different structure/frame sizes in which the hoarding is built.

Advantages It "catches" customers while driving on the road Disadvantages some people cant read some times it may be a hurdle for the new visitors to the city who may not find the way as these hoardings are placed in good numbers so that the new commuters may get confused

Placing of bill boards shall be pleasant and it should not be disturbance to the viewers/spectators.

Why Removal of Hoardings???

Political parties and some commercial undertakings had defaced walls without obtaining proper permission as required by the law. The Corporation had recently given an ultimatum to remove them, but the violators had paid no heed to the warning, which prompted the staff to remove them. Officials were coercing the DMK cadres alone to remove the hoardings and wall paintings while ignoring similar publicity done by the AIADMK men. The hoardings were kept to publicise the welfare measures.

Corporation Commissioner R. Nanthagopal on 13-12-12 inspected the white-washing of defaced walls in the city.

White Washed
The government walls including Corporation and Municipal buildings in DRO Colony, Iyer Bungalow, Tirupalai, P and T Nagar, Thathaneri, Koodal Nagar, Tirunagar, Thiruparankundram, Alagappan Nagar, Palanganatham, Avaniapuram, Villapuram, Iravathanallur, Teppakulam, Anna Nagar and Vandiyur were removed. Similarly, the defaced walls in bus stands and peripheries were also being white-washed. There are around within the city limits in different sizes and 300 unauthorised hoardings dimensions. In future, such acts would attract legal and criminal action, Mr.Nanthagopal warned.

Case
A writ petition has been filed in the Madras High Court Bench here accusing Madurai Corporation of maintaining double standards in removal of hoardings and wall paintings put up by DMK cadre in view of Union Minister M.K. Alagiris birthday on January 30 and AIADMK cadre in view of Chief Minister Jayalalithaas birthday on February 24.

K.A. Nandagopan, organiser of Madurai district advocates wing of DMK, said that the beneficiaries were illiterate people who could be reached only through hoardings, wall posters and graffiti rather than newspaper advertisements.

Hoardings and digital banners shall be put up only after obtaining permission as otherwise it would be treated as unauthorised and illegal, said District Collector Anshul Mishra.

The Collector has said that unauthorised hoardings put up in many places, particularly, in Maatuthavani integrated bus stand, Periyar bus stand, Arapalayam and among other locations had come to his knowledge. This is a violation as per the Tamil Nadu Urban Local Bodies Licensing of Hoardings and Levy and Collection of Advertisement Tax Rules 2003.

According to the Act, a plan of the hoarding to be erected indicating the height and other dimensions and the material proposed to be used as approved by a qualified engineer and other details had to be mentioned clearly while seeking license/sanction. Similarly, such approved hoardings shall be erected only parallel to the foot path or road and not across the footpath or road margin.

Other reasons
During the drive ordered by the Collector, over 6,000 hoardings across the city were removed for not obtaining permission from the authorities and other violations. Since the entire state was reeling under power shortage they are not supposed to allow them to use power-guzzling bright lights. Maximum height of the hoardings, including the height from the ground level, should not exceed 30 feet Permanent hoardings in public places should be erected only after obtaining permission from the district collector. In case of digital billboards and banners of temporary nature too, permission should be obtained from the collector. But there are many hoardings put up without permission. Should not place hoardings more than 3 days before and after of any function.
