Specific Objectives

The Local Poverty Reduction Action Team (LPRAT)


Chairman : Local Chief Executive Co-Chair : CSO Representative
Members: - Sanggunian Panlungsod/Bayan Committee Chair on Appropriations - Department Heads such as C/MPDC, Budget Off, Agriculture Off, Social Welfare and Development Officer and Health Officer C/MENRO, - Reps from NGAs in the LGUs such as: DSWD link, PESO, Agrarian Reform, DILG Department of the Interior and Local Government

The Local Poverty Reduction Action Team (LPRAT)


- Reps from CSOs (must be resident of the locality) -Pantawid Pamilya Parent Leader - Community Health Team (DOH Organized) Leader - Parent Teachers Association - Leader of CSO accredited by the LGU - Leader of CSO accredited by NGAs - Women Group Leader - Leader of Basic Sector organization - Leader of other community or grassroots organization

The Local Poverty Reduction Action Team (LPRAT)


-Representative from the business sector LPRAT shall be composed of an equal number of government representatives and non-government representatives

It should also composed of at least 40% women

Priority projects that must include in the list of LPRAPs of LGUs that are: with high prevalence of hunger shall include hunger mitigation/elimination programs situated in geohazard areas shall include disaster risk reduction/climate change adaptation programs

The counterpart to be provided must be sourced from LGU funds. This shall be formalized and included by the LGU in its 2014 AIP and annual budget.

Challenges
LGUs must: Be an awardee of the Seal of House Keeping Substantial progress in implementing its Public Financial Management (PFM) Have the technical capacity to implement the project, as prescribed by the national government agency Have no unliquidated cash advances from the participating NGAs programs and budgets

Regional Poverty Reduction Action Teams


(RPRATs)
Chairperson : DILG Regional Director Vice-Chairperson : DBM Regional Director
Members : Regional Directors or representatives of all other participating agencies (DA, DAR, DENR, DOH, NEDA DePEd, DOLE, DOE, DSWD, DTI, DOT, NEA, and TESDA) A CSO representative per province as identified by NAPC

As Chair, require each member agency to assign a permanent and alternate representative to the RPRAT The RPRAT shall provide technical assistance to the LPRATs in the formulation of the LPRAP. At least one member of the RPRAT will be assigned to each city or municipality. The following assignments are recommended: DSWD for KALAHI-CIDSS areas A member identified by the RPRAT for other cities and municipalities.

Be responsible in engaging the Municipal Link and provide municipal-level NHTS data Provide data from NGAs and guidance in the use of these information in the LPRAP formulation Responsible for conducting orientation workshops to covered LGUs and CSOs within the regions (LPRATs)

RPRATs Roles & Responsibilities


Be responsible in engaging the Municipal Link and provide municipal-level NHTS data (through DSWD) Provide data from NGAs and guidance in the use of these information in the LPRAP formulation;

Monitor LPRAP process and progress of submission of projects proposals and LPRAPs;
Ensure that LGUs submit priority projects within their budget cap;

RPRATs Roles & Responsibilities


Consolidate, review and validate the proposed LPRAPs submitted by LPRATs -In cases where agencies do not have existing programs or projects that would cater to proposed projects, the RPRAT shall recommend to the concerned Agency Central Office (ACO) and to the HDPRC the creation of new programs under specific agencies to address such a demand, provided that the proposed projects are in conformity with Section 5.2.8 and 5.2.10.

- If a project is not accepted by the RPRAT, the RPRAT must meet with the duly authorized LPRAT representative to clarify, modify or replace the rejected project. The LPRAT must then submit its modified proposal to the RPRAT within a prescribed period determined by the RPRAT. - The RPRAT must ensure that previously rejected projects are finally settled/replaced before submission to NAPC and the Regional Development Council (RDC).

- The RPRAT, through the DILG RO, shall then submit the revised list of validated BuB Projects to NAPC and the RDC.

- Monitor and evaluate the performance of the LPRAT and the implementation of BuB Projects.

DILG as the Chair of the RPRAT, shall: - convene the RPRAT quarterly to discuss the BuB project implementations at the Regions; discuss and address implementation issues raised by agencies, LGUs and CSOs - shall submit a summary report on the status of BUB projects in the region to DILG CO, NAPC, RDC and member RPRATs

As an implementing agency of BUB projects: - Ensure that LGUs shall submit regular accomplishment reports - Submit status report on the DILG implemented BUB projects in the region to the CO
Note: LGUs which are unable to complete their BUB projects maybe disqualified to participate in the succeeding BUB process
