SNOWCON Levels
SNOWCON I (Pre-Winter Planning): 2(US) ID and 1HBCT elevate to SNOWCON I on 24 NOV 10 and will remain at SNOWCON I through 30 APR 11. SNOWCON II (Warning): 2(US) ID and 1HBCT elevate to SNOWCON II upon a forecast of 2 or more inches of snow within a 12 hour period or when temperatures drop below -20 degrees Fahrenheit. SNOWCON II returns to SNOWCON I on order.

SNOWCON III (Destructive Weather): 2(US) ID and 1HBCT elevate to SNOWCON III upon accumulation of 4 or more inches of snow in a 12 hour period. SNOWCON III downgrades on order.

Key Tasks:
Off-Post Housing Inspection Reconnoiter Areas of Responsibility (NAIs, Ford Sites, Bridges, etc.)

Pre-positioning of materials/equipment (i.e. sand and calcium chloride, snow plows) Establish Destructive Weather Crisis Action Team (DWCAT) Train and license snow plow/plow vehicle operators and response teams. Conduct Composite Risk Management and preparations in advance of potential flooding. Conducting PMCS on all heaters and tents, identify and order necessary supplies for the winter season.

Subordinate Units Requirements

Company level 10-man response teams to initiate winter control mitigation efforts.

Units will inspect NAIs every 6 hours during SNOWCON II and every 2 hours during SNOWCON III unless otherwise directed by the BOC.
Marking of all footbridges in the units AOR in order to prevent any foot traffic. Compile and submit reports to 1HBCT BOC Establish medical support teams. B/P to execute movement and relocation plans for vehicles in the motor pool. Unit flood control officers will inspect their unit areas for ice, debris, / damage, coordinate unit winter mitigation control efforts, and maintain contact with 1HBCT BOC. Monitor and/or close ford sites within unit AOR during freezing temperatures. .

Description
Conduct risk assessment of training areas and unit areas to identify hazards. Identify and preposition resources, plan recovery efforts, and integrate into installation response plans. Update and validate alert roster to include a specified roster of dedicated snow response teams and personnel.

Ensure all service members receive seasonal training on hazards and appropriate responses to cold weather.
Identify and order high use supplies for the winter season to include sand, calcium chloride, sodium chloride, and urea. Inspect facilities and barracks for seasonal readiness. Report grid coordinates of all operational retrans sites to DTOC. Ensure operators are trained and certified in the operation and maintenance of the HMMWV mounted snow plow. Conduct PMCS of snowplows, heaters, water buffalos, and generators on a weekly basis.

Description
Disseminate SNOWCON II/ROADCON message to all subordinate commands and installations. Account for personnel and equipment Alert and recall key response teams and personnel for snow removal and the PMCS/pre-positioning of critical equipment (snow plows, generators, etc.) Revalidate unit movements and dispatches with respect to road conditions. Change Road Condition level as necessary. Review units conducting field training and planned field training. Adjust training schedule as necessary to prevent serious incident.

Description

Gain personnel accountability for Soldiers outside of unit areas. Install vehicle chains IAW division policy letter # 10. Validate access to mission essential sites (AHAs, Bunkers, EOCs, Airfields) Send Commanders SITREP to BOC/DTOC every two hours Submit requests for host nation support to CMO as required.
