Methodology
Overview of legislation, mechanisms and procedures for funds allocation, as well as of monitoring and evaluation procedures. Publication Heads or Tails Government Allocations for the Non-governmental Sector in BiH for 2012, published by Social Inclusion Foundation in BiH and Civil Society Promotion Centre, February 2013. From 309 government institutions, 303 participated in the research through survey (98,1%) in period November 1st, 2012-January 25th, 2013. Additional verification through qualitative research including questionnaires and interviews with CSO.

Total funds allocation of institutions for the non-governmental sector is amounted to approx. 55.000.000 EUR, as average in the last several years 34.3% of total funding for civil society went to sports associations, 16% of the funds went to disabled veterans associations; 21.5% aimed at CAs/CSOs providing social services and 28.2% of funds are planned for other types of associations Planned funds of institutions at levels of B&H, FB&H, RS, and BD governments for the non-governmental sector, in relation to governmental budgets from 2007, 2008 and 2010,vary from 0,12% (RS in 2008) to 2,11% (BD in 2008)

Structure
There are three main ways in which the government institutions in the country organize the process of distribution of funds to civil society: tendering procedures 18,6% call for proposals approx. 37,7% inclusion of organizations in annual budgets approx. 43,7%
As positive note 76.9% of institutions do demand submission of both financial and narrative reports by organizations they are funding
