WCEL: TrafVolThresholdULHigh The parameter defines the threshold of data in RLC buffer of RB in bytes. This threshold triggers the uplink traffic volume measurement report when the UE is in a Cell_DCH state and the initial bit rate DCH is allocated for the radio bearer. 8, 16, 32, 64, 128, 256, 512, 1024, 2048, 3072, 4096 bytes; default: 1024 bytes WCEL: TrafVolThresholdULLow This parameter defines, in bytes, the threshold of data in the RLC buffers of SRB0, SRB1, SRB2, SRB3, SRB4 and all NRT RBs that triggers the uplink traffic volume measurement report, when the UE is in Cell_FACH state. Otherwise, UE sends data on RACH. 8, 16, 32, 64, 128, 256, 512, 1024 bytes; default: 128 bytes RNC: TrafVolTimeToTriggerUL This parameter defines, in ms, the period of time between the timing of event detection and the timing of sending a traffic volume measurement report. 0, 10, 20, 40, 60, 80, 100, 120, 160, 200, 240, 320, 640, 1280, 2560, 5000 ms; default: 0 ms. RNC: TrafVolPendingTimeUL This parameter indicates the period of time, in seconds, during which it is forbidden to send any new traffic volume measurement reports with the same measurement ID, even if the triggering condition is fulfilled again. 250, 500, 1000, 2000, 4000, 8000, 16000 ms; default: 4000 ms All parameters are sent to the UE using the RRC: MEASUREMENT CONTROL message.

The DL load is directly monitored at the RNC, which can react accordingly. WCEL: UEtxPowerMaxDPCH This parameter defines the maximum transmission power level a UE can use on DPCH. It is signalled to UE in the Maximum allowed UL TX power IE of a proper RRC message, when a radio link is set up. [-50 ... 33] dBm, step 1 dBm; default: 24 dBm RNC: LowerRxTxTimeDiff Lower Rx-Tx TD Threshold defines the absolute threshold which is used by the UE to trigger the reporting event 6G due to UE Rx-Tx time difference. [768 ... 896] chips, step 1 chips; default: 874 chips RNC: UpperRxTxTimeDiff This parameter defines the absolute threshold which is used by the UE to trigger the reporting event 6F due to UE Rx-Tx time difference. RNC: EnableULQualDetRep This parameter enables or disables the quality deterioration report from ULOLPC controller procedure. When enabled, it may initiate a bearer reconfiguration procedure; or if the serving cell (or cells participating in soft handover) has neighbouring cells in another carrier frequency or system, the RNC may tell the UE to start inter-frequency/system measurements when it receives the quality deterioration report from the UL outer loop PC controller. 0 (No), 1 (Yes); default: 0. RNC: ULQualDetRepThreshold If the uplink SIR target has reached the maximum, and the uplink SIR Target modification commands, received by the outer loop PC controller from the current active PC Entity during ULQualDetRepThreshold seconds, are all greater than zero, then the uplink outer loop PC controller sends a quality deterioration report to HC. The quality deterioration message to the HC is periodically repeated, with ULQualDetRepTreshold defining the period, until either the quality target is resumed, meaning that the condition specified above is no longer met, or further actions are taken by HC. [0.5 ... 5] s, step 0.5 s; default: 5 seconds.

Nokia Parameters for the Compressed Mode


Compressed Mode Availability Following parameter is used to define on system level, whether the compressed mode is used: RNC: CMmasterSwitch (default value is 0 (used), 1 stands for not used) Puncturing (only in DL) In RAN 1.5 puncturing is possible only with fixed starting positions of the TrCHs in the radio frame, possible for AMR speech services only. Please remember, that more Tx power is needed if same QoS requirements has to be satisfied; it is only done, when all DCHs have enough free puncturing capacity RNC: DLPuncturingLimit The parameter defines the maximum puncturing ratio allowed to be used in DL DCH's. Value 1.0 means that no puncturing is used. Range: 0.4..1, step size 0.04. Default value is 0.68 Splitting Spreading Factor (UL and DL) It doubles temporarily the physical channel data rate, possible for all services, needs 3 dB more UE power due to split spreading ratio, and is done, if if new channelisation code is available from code tree in DL. WCEL: AltScramblingCodeCM This parameter defines whether or not the alternative scrambling code is used in case of compressed mode method halving the spreading code. Default value is 0 (used). 1 stands for not used.

Nokia Parameters for the Compressed Mode with AMR


Selection of AMR mode: RNP parameters MinDLAMRModeCM and LowerULAMRModeCM defines minimum allowed AMR mode and lower AMR mode in compressed mode correspondingly in downlink and uplink. In downlink it has to be tested which is biggest lower AMR mode which allows gap with the aid of puncturing. Double frame (4 slots out of 15) is requested. This new lower AMR mode candidate has to belong to the set of modes allowed by both Iu interface and MinDLAMRModeCM parameter. If gap can not be obtained with allowed AMR mode and puncturing, SF/2 is used despite of power levels. In uplink compressed mode method is SF/2 and lower AMR mode adding to AMR TFSs. RNP parameter LowerULAMRModeCM defines directly used lower AMR mode. This is done in case of shortage of UE Power. SF/2 as such allows gap, but lower AMR mode is added to reduce power increase. UE can automatically use lower AMR mode if UE Tx power is approaching its maximum.

For the two parameters, following AMR values are allowed (AMR data rate): 4.75, 5.15, 5.9, 6.7, 7.4, 7.95, 10.2, and 12.2

Whether a UE can be switched on compressed mode in downlink shall be checked in the following way: If Ptx_Total is below Ptx_Target and number of UEs in CM is less than MaxNumbUECMcoverHO parameter indicates, a UE can be switched on compressed mode. If Ptx_Total is between Ptx_Target and Ptx_Target + Ptx_Offset and MaxNumbUECMcoverHO parameter allows, during the RRI (radio resources indication) interval one more UE can be switched on compressed mode. If Ptx_Total is above Ptx_Target + Ptx_Offset, no more UE can be switched on compressed mode. Uplink is done analogously. If a UE is to be switched on compressed mode both in uplink and downlink, these checks have to be done and passed both uplink and downlink. If uplink or downlink compressed mode is not needed, corresponding checking shall not be done, because power budget of that direction is not affected.

WCEL: MaxNumbUECMcoverHO

This parameter sets the maximum number of UEs in compressed mode simultaneously in one cell due to coverage/quality based HO measurement reason. Range: 0..255. Default value: 16.

WCEL: PtxOffset

This is the target value for total transmitted power in a cell. A real-time Radio Access Bearer is not admitted, if the estimated noncontrollable power exceeds this threshold. Default value should be 3dB below the Cell maximum transmission power. Range: -10 ... 50 dBm, step size: 0.1 dBm. The target value of the total transmitted power (PtxTarget) can be exceeded by the value of this parameter before the cell is considered to be overloaded in DL RAB is not admitted, if the total transmitted power exceeds the sum of the values of this parameter and the PtxTarget. PtxOffset is used to calculate the first downlink overload threshold for BTS and RNC: PtxTargetBTS = PtxTarget+PrxOffset. The range is 0..6 dB with a step size of 0.1 dB. Default value is 1 dB. The target for received total wideband interference power in a cell. It gives an upper threshold for the noise rise: the ratio of the total received uplink power to system noise. Range: 0 ... 30 dB, step size: 0.1 dB. Default value is 4 dB. The target value of the total received power (PrxTarget) can be exceeded by the value of this parameter before the cell is considered to be overloaded in uplink.
