Why Competitiveness?

 Do educational systems have to be

 Is competition a good thing? Also in

education?

 Does quantity or quality matter to us?

 What are policy implications?

5 Hypothesis

1. Economies have a growing demand for

human capital
2. Europe can not compete with other parts of
the world in cost of unskilled labor
3. Skilled and unskilled labor is becoming an
commodity
4. Economic activity becomes less dependant
on location
5. Education globalizes as well

Implications

 While education is the solution to most of

western Europe‘s problems, governments
and public seem to be unaware of that

 Western Europe is losing ground against

many regions of the world

 A turnaround requires large investments –

public and private – and a mentality change!
