Swachh Bharat Abhiyan


Clean India Mission) is a national campaign by theGovernment of India,
covering 4041 statutory towns, to clean the streets, roads and infrastructure
of the country
This campaign was officially launched on 2 October 2014 at Rajghat,New
Delhi where Prime MinisterNarendra Modi himself cleaned the road.
It is India's biggest ever cleanliness drive and 3million government
employees and school and college students of India participated in this
event.
The mission was started by Prime Minister Modi, who nominated nine
famous personalities for the campaign, and they took up the challenge and
nominated nine more people and so on (like the branching of a tree).
It has been carried forward since then with people from all walks of life
joining it.

Objectives of Swachh Bharat Abhiyan


The objectives of the Swachh Bharat Abhiyan include the following
Construct individual, cluster and community toilets.
Eliminate or reduce open defecation. Open defecation is one of the
main causes of deaths of thousands of children each year.
Construct latrines and work towards establishing an accountable
mechanism of monitoring latrine use.
Create Public awareness about the drawbacks of open defecation and
promotion of latrine use.
Recruit dedicated ground staff to bring about behavioural change and
promotion of latrine use.
Change peoples mindset towards proper sanitation use.
Keep villages clean.
Ensure solid and liquid waste management through gram panchayats.
Lay water pipelines in all villages, ensuring water supply to all
households by 2019.

Start-Up Activities
a. Updation of Base line survey Conducting of preliminary survey to assess
the status of sanitation and hygiene practices
b. Orientation of key personnel at the District/GP level and preparation of
District Plans
c. Preparation of State Plan (Programme Implementation Plan PIP).

Designing effective behaviour change interventions:


Funding consumer surveys and research to understand motivations behind
changing behavior of different social groups, as well as the bottlenecks in
behavior change. Research outputs will help develop appropriate media
vehicles/campaigns to reach out to people and promote positive behaviors.
Capacity building of workforce at local level:
Funding local capacity to work with households and communities
facilitates peoples participation through informed choices and generates
community collective action for making village environments free from
open defecation.
Funding learning and emulation:
Documentation and dissemination of inspiring and exemplary evidences of
collective and individual action motivates others to follow suit.
Promoting stakeholder coalition building:
Sector alliances encompassing health and education practitioners, as well
as alliances with private service providers can lead to meaningful
contributions.

Funds Allocation
This project is expected to cost over Rs. 2 lakhs crore. Fund sharing
between the Central and State Governments and Urban Local Bodies is
allocated in the ratio of 75:25.
It has been officially stated that for North Eastern and special category
states, the allocation of funds is in the ratio of 90:10.
To give a boost to the project, the government has sought financial and
technical support from the World Bank.
Also, all big corporates and private organisations are asked to join the
movement as part of their Corporate Social Responsibility (CSR) initiative.
Measures Proposed in 2015-16 Union Budget
Describing Clean India campaign as a programme for preventive
healthcare, and building awareness, the Finance Minister Arun Jaitley
proposed that the donations made to the Swachh Bharat Mission and the
Clean Ganga Fund will be eligible for tax deductions under the Income Tax
Act.
The budget also proposed Swachh Bharat cess on select services at the rate
of up to 2 per cent. The resources generated from this cess will be
leveraged for funding initiatives towards the campaign.

Construction of 31.83 lakhs Toilets till January 2015


According to government data, in January 2015, 7.1 lakh individual household
toilets have been built under this dream project.
This number is considered the highest for any month since its launch in
October 2014. 31.83 lakhs individual toilets have been built until January 2015.
So far, Karnataka is the best performer by achieving 61% of the target while
Punjab is the worst performer by achieving 5% of the target.
Urban Development Minister Shri M.Venkaiah Naidu today (28.10.2014)
inaugurated two blocks of public toilets for the benefit of two JJ Clusters on
Kali Bari Marg, New Delhi.
Comprising of a total of 17 toilets, these two blocks have been built by the
New Delhi Municipal Council at a total cost of Rs.12.50 lakhs, under Swachh
Bharat Mission, launched by the Prime Minister Shri Narendra Modi, on the
2nd October this year
