Application
3.(1) These Regulations shall apply to (a) any installation which receives electrical
energy from a licensee or supply authority with a
total electrical energy consumption equal to or
exceeding 3,000,000 kWh as measured at one
metering point or more over any period not
exceeding six consecutive months; or
(b) any installation which is used, worked or
operated by a private installation licensee with a
total net electrical energy generation equal to
or exceeding 3,000,000 kWh over any period not

Functions and duties of a registered electrical


energy manager
16.The registered electrical energy manager (REEM)
shall have the following functions and duties:
(i) to audit and analyze the total electrical
energy consumption or total net electrical energy
generation at the installation, including the
significant end use of electricity;
(ii) to advise the private installation licensee or
consumer in developing and implementing
measures to ensure efficient management of
electrical energy at the installation; and

Energy policy
The energy policy is the driver for implementing
and improving an organization's EnMS and
energy performance within its scope and
boundaries. The policy may be a brief statement
that members of the organization can readily
understand and apply to their work activities.
Energy performance indicators (EnPIs)
EnPIs can be a simple parameter, a simple ratio
or a complex model. Examples of EnPIs can
include energy consumption per time, energy
consumption per unit of production, and multi-

Energy review
The process of identification and evaluation of
energy use should lead the organization to
define areas of significant energy use and
identify opportunities for improving energy
performance.
Energy baseline
A suitable data period means the organization
accounts for regulatory requirements or variables
that affect the energy use and consumption.
Variables can include weather, seasons, business
activity cycles and other conditions.

Energy Audit
Internal audits of an energy management system
can be performed by personnel from within the
organization, or by external persons selected by
the organization, working on its behalf An energy
audit or assessment comprises a detailed review
of the energy performance of an organization, of
a process, or both. It is typically based on
appropriate measurement and observation of
actual energy performance. Audit outputs
typically
include
information
on
current
consumption and performance, and they can be

ENERGY PERFORMANCE CONTRACTING (EPC)


In line with the governments efforts to further
enhance Energy Efficiency in Malaysia, 2 Entry Point
Projects (EPP) under the National Key Economic
Areas (NKEAs) for the Oil, Gas and Energy (OGE)
sector has been entrusted to the Ministry of Energy,
Green Technology and Water (KeTTHA).
One of the initiatives is through concept of Energy
Performance Contracting (EPC) under supervision of
Suruhanjaya Tenaga (ST).

ENERGY PERFORMANCE CONTRACTING (EPC)


EPC is a program for energy saving at governments
building by using advice (consultancy) from Energy
Service Company (ESCO) that registered with (ST).
Via EPC, the government agencies that owned the
buildings will not provide any budget to fund the
project and energy efficient equipments proposed
by the ESCO but it will fund entirely by ESCO
through banks loan.
However, a payback to ESCO is from the monthly
energy saving obtained from the project based on
the EPC agreement.
The propose duration of EPC is between 2-6 years

ENERGY PERFORMANCE CONTRACTING (EPC)


For example, an ESCO has been appointed by
UniMAP for energy saving project for 5 years.
The ESCO propose to UniMAP energy saving
measures that will guarantee saving of RM 20k of
energy bills per months. The ESCO should note the
guarantee saving amount will includes their
investment loan and their profit margin.
The ESCO will get loan from bank to start the
project and UniMAP will pay monthly based on the
amount of energy saving guaranteed.

ENERGY PERFORMANCE CONTRACTING (EPC)


By implementing the EPC initiative, the government
hopes it will improve the energy efficiency in their
agencies building.
To ensure successful implementation of EPC, ESCO
are requires to register with the Ministry of Finance
(MoF) for EPC activities involving government
buildings under the Green Technology Services
Code. Scope of work of an EPC contractor that
requires registration includes supply of energy
efficient devices and equipments, consultancy
services, contract works, energy audit, design
engineering, project financing, management of EPC

Consequently, MoF requires that ESCO to be
registered with ST, based on the following
requirements and criteria:
- The applicant has registered his business with
either the Registrar of Business or the Registrar of
Companies.
- The applicant has employed, on a full time basis, a
Registered Electrical Energy Manager as prescribed
under the Efficient Management of Electrical Energy
Regulations 2008.
- The applicant has access to suitable monitoring
and testing equipment and instruments required for
