3.Subsequently,theASEANEconomicMinistersMeeting(AEM)heldinAugust2006in
KualaLumpur,Malaysia,agreedtodevelopasingleandcoherentblueprintforadvancing
theAECbyidentifyingthecharacteristicsandelementsoftheAECby2015consistentwith
theBaliConcordIIwithcleartargetsandtimelinesforimplementationofvariousmeasures
aswellaspre-agreedflexibilitiestoaccommodate
theinterestsofallASEANMemberCountries.
4. At the 12th ASEAN Summit in January 2007, the Leaders affirmed their strong
commitment to accelerate the establishment of an ASEAN Community by 2015 as
envisioned in theASEANVision 2020 and theASEAN Concord II, and signed the Cebu
DeclarationontheAccelerationoftheEstablishmentofanASEANCommunityby2015.In
particular, the Leaders agreed to hasten the establishment of the ASEAN Economic
Communityby2015andtotransformASEANintoaregionwithfreemovementofgoods,
services,investment,skilledlabour,andfreerflowofcapital.
Inthe2003ASEANSummit,theseconddeclarationoftheASEANConcordII
emergedthethreepillarsontheVision2020:
(1) ASEANSecurityCommunity(ASC);
(2) ASEANEconomicCommunity(AEC);and
(3) ASEANSocio-CulturalCommunity(ASCC).
ThesewillbethestrategicopportunityofthememberstatesoftheASEANregion
tocooperateandcoordinateinworkingtogethertoaccelerateeconomicgrowth,
promoteregionalsecurityandsocio-culturaldevelopment.
