Bay Street Improvement


Project
Approximately 1 mile roadway safety project that
includes constructing 4, 12-foot lanes separated by a
median.
Construction includes a 5-foot ADA compliant
sidewalk.
Construction includes 3 Hybrid Pedestrian Beacons
(H.A.W.K.).
GDOT awarded Construction Contract to Reeves
Construction in the amount of $17,781,550.
Notice to Proceed issued on 12/22/2016.
Estimated construction completion date is 10/31/2018.

Bay Street Improvement


Project

Islands Expressway Bridge


Replacement
Project will replace existing, functionally obsolete
bascule bridges.
Federal ARRA funds in the amount of $785,500 paid
majority of Preliminary Engineering costs. County
paying remaining $444,000.
Right of Way Acquisition Underway.
Minimal acquisition needed for construction.
Estimated ROW cost is $110,000 and will be paid by
Chatham County.

GDOT Funding Construction in FY 2017.


Estimated construction cost is $34,327,900.

Jimmy DeLoach Parkway, Phase 2


Project will construct 4 travel lanes separated by a median and
provide limited access from Interstate 16 to Highway 80 (Approx. 2.7
miles).
Right of Way Acquisition Underway.

Acquired 8 of 22 Parcels.
County is funding upfront ROW costs.
County will be reimbursed up to $4,000,000 by GDOT.
Expect ROW Acquisition to be complete January 2017.

Construction coordinated with Jimmy DeLoach Interchange Project.


GDOT funding Construction in FY 2018.
Estimated construction cost is $21,434,743.
Estimated Return on Investment = $3.4 for every $1 spent.

Jimmy DeLoach Parkway at Highway


80 Interchange
Project will construct a grade separated, limited access
interchange at Highway 80 and Jimmy DeLoach Parkway.
Right of Way Acquisition Underway.

Acquired 35 of 61 Parcels.
County is funding upfront ROW costs.
County will be reimbursed up to $6,000,000 by GDOT.
Expect ROW acquisition to be complete January 2017.

Construction occurs with Jimmy DeLoach Parkway, Phase 2.


GDOT funding Construction in FY 2018.
Estimated construction cost is $20,836,739.
Estimated Return on Investment = $4.5 for every $1 spent.

I-16 at S.R. 307 Interchange


Operational Improvements
Project will provide Operational Improvements to the
Interchange.
Facilitates improved traffic operations to the MegaSite, Georgia Ports Authority and Interstate 16.
Chatham County paying for Preliminary Engineering.
GDOT paying for ROW, Utilities and Construction.
Concept development underway.
Estimated Return on Investment = $7 for every
$1 spent.

S.R. 25 over Pipemakers Canal Bridge


Replacement
Project will replace existing bridge over Pipemakers Canal to
increase capacity of the canal.
Notice to Proceed with Design issued to Moffatt & Nichol.
Survey, Traffic Counts and Database preparation underway.
CORE MPO providing partial funding ($240,000) for Preliminary
Engineering.
County will pay residual Preliminary Engineering Cost
($518,000)
Staff looking at opportunities to cost share ROW and CST with
Georgia Ports Authority and Georgia Department of
Transportation.

S.R. 21 over Pipemakers Canal


Improvements
Project will increase capacity of Pipemakers Canal
crossing at SR 21.
Concept will consider replacing existing box culverts
with a bridge or adding additional box culverts to
increase capacity.
Survey, Traffic Counts and Database preparation
underway by Moffatt and Nichol.
CORE MPO providing partial funding ($240,000) for
Preliminary Engineering.

Quacco Road Improvements


Concept development complete.
Project will provide one lane in each direction, with a
center turn lane and right turn lanes at major
intersections.
Project will include sidewalks and multi-use trail.
Improvements will be made from Highway 17 to
Interstate 95.
Anticipate awarding construction contract Summer
2017.
Coordinating with GDOT for cost share for
improvements at Quacco Road and Highway 17.

Quacco Road Improvements

Benton Boulevard Extension from


Highlands Boulevard to S.R. 30
Project will extend two lanes north from its existing
terminus at Highlands Boulevard to S.R. 30.
Project proposes two roundabouts
Intersection of Benton Boulevard and Meinhard Road
Intersection of Benton Boulevard and S.R 30

Preliminary plans under review by staff.


Estimated construction cost is $6.6 million.
Anticipate construction to begin late 2016 or early
2017.

Regional Traffic Management Center


City of Savannah operates a Traffic Management
Center (TMC) to communicate with and manage their
traffic signals.
City and County staff are working together to develop
a master plan and identify feasible locations for the
combined TMC.
Future partners include other municipalities, the
Georgia Department of Transportation, Georgia Ports
Authority and the Airport.
A TMC not only allows signal monitoring but video to
identify congestion areas and change message boards
along major corridors.

Road Resurfacing
Staff is utilizing CoPACES Software to rate all County
Roads.
Software developed by Georgia Tech researchers in
close coordination with the Georgia Department of
Transportation.
Chatham County was one of two counties in Georgia
to beta-test the software.
Staff working on a webpage where road ratings and
schedule for resurfacing can be viewed by the public.

Road Resurfacing
In 2014, Chatham County resurfaced 2.5 miles of roads.
In 2015, Chatham County resurfaced 8.6 miles of roads.
In 2016, Chatham County programmed funding for 18.5 miles of
roads.
Chatham County is utilizing LMIG funds from GDOT to pay a
portion of the resurfacing, and matching these with SPLOST
funds.
Expect a 30% increase in LMIG funds for future grants with H.B.
170. About $1,000,000 a year in LMIG funding beginning in FY17.
Anticipate resurfacing approximately 6 to 8 miles of roads per
year based on projected funding.
