Brief chronology of EU-Moldova relations


November 28, 1994 the formal launch of the EU-Moldova
relations and signing of a Partnership and Cooperation
Agreement (PCA), effective 1 July 1998;

June 2008 launch of the EU-Moldova Mobility Partnership;

May 2004 RM inclusion in the EU's European Neighbourhood


Policy, EU-Moldova Action Plan was signed on 22 February
2005;

January 25, 2009 meeting was held to launch the informal group of
friends of Moldova in the EU Member States, Romania and the
French Republic lainvitaia with the participation of 15 EU Member
States;

; October 6, 2005 the establishment of the EU Delegation in


Moldova

May 4, 2006 RM acceptance as a full member in the South-East


European Cooperation Process;

January 1, 2008 entry into force of the EU-Moldova visa


facilitation;

May 7, 2009 RM participation in the European Commission's


initiative - Eastern Partnership

December 21, 2009 signing of the Joint Declaration of the EU and


Moldova;

2010 running dialogue with the EU on establishing Free Trade Zone


Deep and Comprehensive (DCFTA) between Moldova and the EU,
negotiated as part of the European Association Agreement;

January 1, 2010 RM becomes a full member of the Energy Community Treaty;

15th June the Dialog of liberalization os visa


regime launched
30th os September 2010 signing the general
protocol regarding the general principles for
the participation of the R. of Moldova in EUs
programmes
14th of December 2010, the Government of the R.
of Moldova adopts the 1125 Decision regarding the
activity plan regarding the implementation of the
Recommendations of the European Comission for
the establishment of DCFTA

24-25 January 2011, Moldova obtains action plan


regarding the liberalization of visa regime

June 26, 2012 signing of the agreement on


Moldova's accession to the Common Aviation Area
with the EU

28 to 29 November 2013 The initialling of the


Association Agreement with the European Union

relations

Relations between the Republic of Moldova (RM) and the EU are institutionalized through the
following types of cooperation

On the Political level


EU-Moldova Cooperation Council - is held annually at the
level of senior officials (Prime Minister / Commissioner for
External Relations and ENP, the EU Council High
Representative / EU Presidency) to trace the strategic
development directions of the Moldova-EU relations;
EU-Moldova Cooperation Committee - meets at the level of
senior civil servants to discuss the tendencies of the MoldovaEU sectoral cooperation;
Parliamentary Cooperation Committee RM-EU - is
convened annually to the heads of delegation of the Moldovan
Parliament and the European Parliament.

On a working level:
Sub-Committee on Trade and Investment;
Sub-Committee on Financial, Economic and
Statistics;
Sub-Committee on Customs, Cross-Border
Cooperation, Justice and Home Affairs;
Subcommittee on Energy, Environment, Transport,
Telecommunications, Science, Technology,
Training and Education
.
Sub-Committees are sectorial meetings at expert level which is held once a year.
Since November 2009, the Head of EU Delegation to Moldova Dirk Steffen Schuebel is
designated.

What is Eastern Partnership?


Eastern Partnership (EP)
is based on the achievements of
the European Neighborhood
Policy (ENP), which was
developed in 2004. The ENP is
addressed to the 16 neighbors in
the south and east, and the
purpose of these policies is to
strengthen security and stability,
and preventing new divisions
between the enlarged EU and its
neighbors.
EP creation initiative belongs to
Poland and Sweden, supported
initially by
Czech Republic, then by the
European Commission

What are the objectives of Eastern Partnership?


Politically and economically closer to the EU partner
countries.
Promoting security, stability and good governance.
Facilitating partnership between civil society organizations with
partner governments.
Encourage people to people contacts through visa
liberalization in the long term, on an individual basis and
conditions.
Improving energy security.
Reforms in various sectors and environment protection.

European Integration Index for Eastern Partnership


Countries - 2013

Index 2013 represents the positive progress made by the six


countries of the Eastern Partnership in relation to the European
Union

Moldova is a top performer in the region and is closer


to meeting EU standards. Although the score or
correlation remains the same as last year, the country has
made progress in harmonizing and process management.
Moldova continues to occupy the leading position in all
three dimensions and has the highest grade for deep and
sustainable democracy.

Index on liberalization of visa regime for Eastern Partnership shows the progress made by all
countries of the Eastern Partnership - Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine countries opting for visa with the European Union an accessible and interactive

Thus, following successes in its European course Moldova initialed the


Association Agreement with the European Union Eastern Partnership
Summit in Vilnius from 28th to 29th of November 2013, so choosing the
European vector of its development for the future.
