government to your new
administration. The basic
premise is that you should be
ready to govern by the time you
assume office.

ceremonial leader of the
Municipal Government and its
employees are your family
members. The employees expect
that you will be able to provide a
favorable working atmosphere
and opportunities for growth.
These may come in terms of
training, promotion, installation
of systems and procedures,
rewards and incentives system.
