PETITION BACKGROUND

In 2012, North Carolina narrowed its criteria for Medicaid


eligibility.

The effects are demeaning to our senior citizens.

It also affects the mentally ill.

Participants in petition, father is sick with dementia, no longer


qualifies for Medicaid.

Reasoning: The father is mentally ill, but not physically ill.

Denied coverage, although doctors agree that he is unsafe to


live alone.

Family is struggling to cover expenses for their father.

REVISIONS TO MEDICAID POLICY

Many seniors are not capable of affording healthcare.

They are living off a fixed income.

Social Security benefits ranges from $856.00-$5157.00

In Robeson County, most seniors receive $800.00-$2000.00.

With no food stamps or health coverage.

MS.BERNICE JACOBS MONTHLY EARNINGS

Ms. Bernice Jacobs, agreed to me sharing her information.

Ms. Jacobs receives $1200.00 a month.

She receives $17.00 a month in food stamps.

She does not qualify for Medicaid.

400.00 (Monthly expenses), Electric, Water, insurance, Phone, Cable

250.00 (Out of pocket expenses for medicine, some months are more)

That leaves Ms. Jacobs with 250.00 a month. If it was not for Ms. Jacobs children
she would not be able to afford many basic necessities.

WHY MEDICARE IS NOT ENOUGH

Original Medicare costs can get high.

Policyholders are responsible for at least 20 percent of expenses.

No coverage for policyholders outside the country.

Medicaid has been expanded since 2012, but more changes must
be made to better serve our elders within North Carolina, more
specifically Robeson County.

Recommendations

Recommendation # 1:

The amount of money the elderly receive should not be considered


when applying for Medicaid.

The elderly should have access to Medicaid, regardless of Social


Security or Retirement benefits.

Many elders is having to compromise to afford out of pocket


expenses.

Many elders can not afford to pay car insurance, and not able to
drive.

In Robeson County, many elders goes without grocery due to lack of


food stamps.

Recommendation #2

Regardless if a person is mentally or physically disabled, they should


qualify for Medicaid.

Also, a doctors opinion about a persons health should be


considered.

Helping the elderly should be one of North Carolinas top priority.

The amount of
money age 65
and older is

extremely high.
The number is
continuing to
increase.

PLEASE HELP!!!

Imagine being dropped from Medicaid, and having to pay out of


pocket for healthcare and doctor visits. Imagine you are earning
$1200.00 a month from Social Security, and after paying bill, out
of pocket expenses, you are left with $300.00 to live off the rest
of the month. My questions is HOW?

How can a person live off that?

How can a person afford to eat?

How can the government allow this to happen?

How can WE HELP?

Thanks, Mr. Charles Graham. I hope you feel as compassionate as


I do about this particular issue. I hope you see how important it is
to help our elders. This population has worked hard all their life,
and they deserve to live peacefully. They should not have to
worry about getting sick, and how they are going to afford
visiting the doctor. PLEASE take a stand, and help the elderly
population.
