According to UMTS spec: Preferable if more than one UMTS cell fulfils UMTS
coverage criteria => the closest cell (highest RSCP) can be selected (less
interference injected to the network)
Problem: the closest cell may provide insufficient quality due to high level of
interference => interference related criterion needed
According to UMTS spec: preferable in order to selected the cell with highest call
establishment probability (highly dependent on interference)
