It is recommended to apply presented dimensioning concept in case of MSCCR as


well as NCCR usage
NCCR gives clear definition of (absolute values instead of comparison to
GERAN) of UMTS and GERAN serving areas => pU can be estimated with higher
accuracy

The concept is going to be aligned with UMTS implementation strategy


pU values vary in dependency of size of area and parameters settings
It is recommended to use pU equal 0.70.9 for dimensioning purposes
Higher pU values can be expected when using NCCR => absolute values of
sufficient UMTS coverage instead of comparison to GERAN

As NCCR G->U functionality supports internal BSS procedures, which are


responsible for cell reselection, it doesnt influence on Fixed Network performance
NCCR G->U doesnt cause any increase of the signalling load in the network
