THE CHEMICAL ACCIDENTS
(EMERGENCY PLANNING,
PREPAREDNESS RESPONSE) RULES
1996

DEFINITIONS
Chemical accidents:-accidents involving
sudden or unintended occurrence while
handling any hazardous chemicals causing
injury to persons or damage to properties

Hazardous chemicals:-any chemical


listed in column-2 of schedule II and III

Industrial activity:-operation or a process


carried out in an industry referred to in
schedule-IV

Industrial pocket:- areas earmarked


for development of industries
Isolated storage:- storage of
hazardous chemicals other than
storage associated with an
installation on the same site as per
schedule -IV

ISOLATED CHEMICAL ACCIDENT:-an occurrence


including any particular major emission ,fire or
explosion involving one or more hazardous
chemicals resulting uncontrolled development
resulting loss of life and property
Major Accident Hazard(MAH)installations:Isolated storage and Industrial activity of
hazardous chemicals in excess of threshold
quantities specified in column -3 of schedule
II and III

MSIHC RULES:-Manufacture storage


and import of hazardous chemicals

Offsite Emergency Plan:-Offsite
emergency plan prepared under rule
14 of MSIHC RULES
PIPE LINE:-A pipe or system of pipes
for conveyance of hazardous
chemicals
Transport:- Movement of hazardous

Constitution of central crisis


group
A group constituted by the central
govt for management of chemical
accidents and set up of a crisis alert
system
Crisis group shall be as per scheduleV
This group shall meet at least once in
6 months
Central crisis group can coopt any
person found useful for their function

Central govt shall: Set up a functional control room at
such place it deems fit
Set up an information net work with
the state and district control rooms
Appoint adequate staff and experts
to man the control room
Publish a list of MAH installations

Publish a list of Major Chemical

Publish list of members of various
crisis group
Take measures to create awareness
of the public to prevent chemical
accidents

Function of the central crisis


group
Is the apex body to deal with major
chemical accidents and to provide
expert guidance for handling major
chemical accidents

Central crisis group shall: Continuously monitor the post


accident situation arising out of a
major chemical accident and suggest
measures for recurrence of such
accidents

Post accident analysis of major


accidents and evaluate response
Review district off site emergency plan
in accordance with MSIHC Rules and
suggest measures to reduce risks
Review the progress report submitted
by state crisis group
Respond to queries addressed to it by
state and district crisis groups

Publish a state wise list of experts


and officials who are concerned with
the handling of chemical accidents
Render in case of a chemical
accidents in a state all financial and
infra structural help as may be
necessary

Constitution of state crisis


group
State govt shall constitute a state
crisis group
Composition as per schedule-VI
Shall meet once in 3 months
May co-opt persons considered
useful

Function of state crisis


group
State crisis group shall: Review all district off-site emergency
plans in accordance with MSIHC
RULES and forward a report to
central crisis group once in 3 months
Assist state govt: in managing
chemical accident at a site
Assist state govt in planning
preparedness and mitigation of major
chemical accidents

Continuously monitor post accident situation


arising out of a major chemical accident and
forward report to central crisis group
Review the progress report submitted by the
district crisis group
Respond to queries addressed to it by
district crisis group
Publish a list of experts and officials in the
state who are concerned with the
management of chemical accidents

Constitution of District and Local


Crisis Groups
The composition of the District crisis
group and Local crisis group shall be
as per schedules VII and VIII
respectively
District crisis group shall meet every
45 days and send a report to state
crisis group
Local crisis group shall meet every
month and send report to district
crisis group

Functions of District Crisis


Group
District Crisis Group shall: Assist in the preparation of district
off-site emergency plan
Review on site emergency plans
prepared by occupier MAH
installations
Assist district administration in the
management of chemical accidents
Continuously monitor every chemical
accident

Ensure continuous information flow


the district to the centre and state
crisis group
Forward report of a chemical
accident if any within 15 days to the
state crisis group
Conduct a mock drill once every year
and send report of strength and
weakness of the plan to state crisis
group

Function of Local Crisis


Group
Prepare local emergency plan for the
industrial pocket
Ensure local emergency plan support
the district off-site emergency plan
Train people involved in chemical
accident management
Educate the population likely to be
affected in a chemical accident

Conduct one mock drill every six


months

Respond to public inquiries on the


subject

NOTE
A list of 431 Hazardous and Toxic
chemicals are given under schedule
I part II IN THE RULES
A list of 27 hazardous and toxic
chemicals is given in Schedule II
indicating threshold quantities
