PHILIPPINE GRID CODE

FOREWORD
The Philippine Grid Code establishes the basic
rules, requirements, procedures and standards that
govern the operation, maintenance, and
development of the high-voltage backbone
Transmission System in the Philippines.

FOREWORD
The Grid Code identifies and recognizes the
responsibilities and obligations of three key
independent functional groups:
a) Grid owner
b) System operator
c) Market operator

CHAPTER 1: GRID CODE GENERAL


CONDITIONS

Purpose of the Grid Code


A)

To cite the legal and regulatory framework of the


PGC by the ERC
B) To specify the general rules pertaining to data and
notices that applies to all chapters of the Grid Code
C) To define common and significant terms and
abbreviations used in the Grid Code
D) To specify the rules for interpreting the provisions
of the Grid Code

Scope of the Grid Code


A)

Grid owner
B) System operator
C) Market operator
D) Generators
E) Distributors
F) Suppliers
G) Any other entity with a User System connected to
the grid

Authority and Applicability


Promulgated

by the ERC
Three national grids:
Luzon
Visayas
Mindanao

Suspension of Provisions
Provisions

of the GC can be suspended may be


suspended if a part or the whole grid is not operating
in normal state
Pursuant to any directive given by the ERC or the
appropriate government agency

CHAPTER 2: GRID MANAGAMENT

Purpose
To

facilitate the monitoring of compliance with the


Grid Code at the operations level
To ensure that all Users of the Grid are represented
in reviewing and making recommendations
pertaining to connection, operation, maintenance and
development of the Grid
To specify the process for the settlement of disputes,
enforcements and revisions of the Grid Code

Grid Management Committee (GMC)


Monitor

the implementation of the Grid Code


Monitor, evaluate and make recommendations on
Grid operations
Review and recommend standards, procedures and
requirements for Grid connection, operation,
maintenance and development
Coordinate Grid Code dispute resolution and make
appropriate recommendations

Grid Management Committee (GMC)


Initiate

the Grid Code enforcement process and


coordinate revisions and make recommendations to
the ERC
Prepare regular and special reports for submission to
the ERC

When

disputes are not resolved informally, the


dispute must be registered in the GMC
If the dispute is not resolved in the given time by the
GMC, the GMC shall create and independent Grid
Code Dispute Resolution Panel or refer directly to the
ERC
Panel consist of 3 or 5 persons: with technical
background
