Abstract:
The importance of project management
maturity models has taken on greater
significance in assessing an organizations
current capabilities.
These models are used to assess the
maturity of an organization and to ensure
its efficiency and uniformity in delivering
projects.

Objectives

To determine the degree to which project


management knowledge areas have been
adopted by one public agency.
There are knowledge areas where the Project
Organization should focus, such areas are project
integration, scope, time, cost, quality, human
resource, communication, risk, and procurement.

To assess the current maturity level of


project management.

Type of Models

There are more than 30 project


management maturity models available
such as Project Management Assessment
and Certification.
Eg : P3M3, Capability Maturity Model,IBM Progress
Maturity Model, and Project Management Maturity
Model(PM3) ,OPM3 , P3M3 etc developed by PM
Solution.

Description of Maturity Level as Described by


Crawford (2001)

Level 1: initial process No established practices or standard;


individual project managers are not accountable to any
process standards.
Level 2: structured process and standards Project
management exists but not considered as standard;
documentation exists on basic processes.
Level 3: organizational standards and institutionalized
process Project management processes are in place; used as
organizational standards and applied for +each project.
Level 4: managed process Integrated project management
processes; solid analysis of project performance; cost and
schedule are based on organizational specifics.
Level 5: optimizing process Processes are actively used to
improve project management activities

Data Collection

This study used a survey questionnaire to


gather data to determine the importance of
project management knowledge areas when
managing projects and to determine the
adoption of the nine knowledge areas of
project management when managing
projects

Questionnaire Design

The questionnaire was divided into two parts.


Part I consisted of a section on demographics on
project management knowledge area.
The demographic section has questions on current working
place, current position, years of experience, and professional
certification.

Part II attempted to assess the current maturity


level of project management as perceived by the
project managers and project team members in the
agency.
Project scope management, project time management, project
cost management, project quality management, project human
resource management, project communication management,
project risk management.

Results and Discussion

A total of 124 sets of questionnaires were


distributed personally or sent via e-mail to the
different Departments who manages the
projects in that city.
Sixty-five out of 124 questionnaires were
returned. This resulted in an approximate
response rate of 52%.
Based on the analysis, the overall maturity
level for the case agency is at level 2. In order
to maintain its sustainability, the agency has to
shift upward from level 2 to level 3 of project.
