Throwback 1- In the beginning

1998 Open High School System was conceptualized by the former CDD Chief,
Dr. Corazon L. Echano

With the go signal from Dr. Alberto P. Mendoza, former BSE Director OHSS
team was formed with Ka Prudence as one of the original members

OHSS & Project EASE ( Effective Alternative Secondary Education)were piloted


in all regions, two secondary school per region. Selection was based from
consistent high dropout rate

Triggers

1998- there was a mass drop out ( Manansan 2001)

Poverty was seen as main reason ( APIS 1998)

Poor learners who were able to graduate grade 6- 82.6%

Non-poor learners who are able to graduate grade 6 95.5%

1 M dropouts between the of age 6-12

1.2 M dropouts between the age of 13-16

3.4 M dropouts between the of age 17-24

The bulk of dropouts belong to the poor learners between the age of 13-17

Throwback SSA SEDIP Circa 2005 - 2010

Secondary Schooling Alternatives is one component of SEDIP ( Secondary


Education Development & Improvement Project)

It is the last component to be launched in SY 2005 2006

Its goal is to develop a program through which BSE build the capacity of
schools to design, manage, and monitor effective drop-out reduction
strategies including, but not limited to alternative schooling schemes through
the TA of Division SSA team.

Funded by ADB, OHSP and EASE were adopted and adapted as alternatives to
attain the goals of Access to secondary education and increase retention rate
while decreasing dropout rate.

Participating divisions belong to the 15 poorest provinces in the Philippines


with the exception of ARMM-Maguindanao

SOBE-STRIVE

SOBE is Support Option to Basic Education Fund, a facility managed


through the Strengthening the Implementation of Basic Education in the
Visayas (STRIVE)

It adopted Open High School Program and the concept of SARDOs

SOBE operated in the Divisions of Negros Occidental, Bohol & Northern


Samar

To date, OHSP is actively implemented in Mondragon NHS and Sumoroy


Agro-Industrial School, Bobon School for Philippine Craftsmen in
Northern Samar

MDG-YEM ( Youth, Employment and


Migration)

YEM is a joint program of four UN agencies namely UNICEF, UNFPA, IOM and
ILO in collaboration with DepEd, DOLE, TESDA, NYC, DOH and other related
NGAs

YEM aimed at increasing access of youth to basic education, be employable


and become productive after finishing secondary education and as much as
possible prevent external migrations

It adopted OHSP and DORP in four identified poor provinces in Luzon

Steps Towards Institutionalization


( From OHSS to SSA OHSP & DORP to ADM to FLO)

Strong Tracking System Memoranda were issued on quarterly, bi-annual and End of School
Year Report. Reports must contained SARDO profiles based on FICS Analysis, number of ID
SARDOS per quarter by subject areas and number of saved SARDOS

Number of OHSP learners per year level, FICS Analysis results to justify enrollment in OHSP,
number of promoted and number of graduates

Tracking of OHSP graduates- how many are employed locally, how many are in college and
how many are employed abroad

BEIS Analysis- Top 100 secondary schools per region with highest drop out rate were sent to
all regions while secondary schools with 0 drop out were monitored and published in
national dailies and recommended for interviews when required

Media exposures OHSP was broadcast in television stations- ABS-CBN, GMA, UNTV;
radio am stations like DZMM and DZRH
Inclusion of ADM/FLO in the GAA ( General Appropriation Act in 2011 onward

House Bills and Senate Bills were filed within the administrations of Presidents GMA
and Aquino

International paper presentations: SEAMEO, UNICEF - Girls Education Forum in Malaysia

Researches conducted by BESRA through Dr. Juliet Gregorio of PNU, SEAMEO-INNOTECH


and PIDS through Dr. Orbeta

ON JULY 2015, RA 10665 pas passed institutionalizing OHSP and appropriating


funds thereof

OHSP is implemented in all Program Units where Plan has sphere of influence.

OHSP is actively implemented in the Divisions of Masbate and Northern Samar


funded by Dubai Cares Foundation.

OHSP was implemented in Sarangani and Maguindanao through Project REACH

Plan Philippines shall fund the alignment of OHSP/EASE modules with the K to
12 Basic Education Curriculum as well as MISOSA and ALS BLMM and A& E
Modules

To date, OHSP as one strategy under FLOs ( Flexible Learning Options) is the
flagship program under the current strategic programs ( CSP).
