Introduction to MIS

Management Information Systems used by


different org. to help manage their businesses.
There are specific Management Information
Systems. For example, Management Information
Systems Dealing with Finances, are called
Financial Management Information Systems
(FMIS), those in agriculture are called
Agricultural Management Information
Systems (AMIS). In Education, we have
Education Management Information Systems
(EMIS).

What is EMIS?
An Education Management Information System
can be defined as:

a set of formalized operational processes,

Information: The nut of the acronym EMIS is the
word information. It is a system for the
management of information for educational
development. Information is an additional
knowledge the users, desire about the functions
under their responsibilities. It is this additional
knowledge that users utilize to enhance
planning, programming, monitoring, evaluation,
review, research for the overall management and
decision making of educational development.

The System: Stephen G. Haines, in his systems
thinking approach, defines a system as follows
a system is a set of elements or components that
work together in relationship for the overall good
and objective (or vision) of the whole.

Decentralization:
In the context of EMIS management, decentralization
is defined as the share of authority, responsibility,
accountability of data collection, processing,
analysis, publication, distribution, reporting and
dissemination of information to lower levels of
administrative units. the chances of working together,
assisting each other, learning from each other. which
has to exist in order to have a proper functioning
EMIS. We are sharing the work load between the
centre, provinces, districts, schools or lower down as
appropriate.

The core of EMIS


The core of an EMIS is often a
database centralizing school-based
data collected via an annual school
census, transactional data about
education stakeholders operations,
and also other data sources (such as
census data).

EMIS is used by ministry of
education and its Departments,
NGOs, Researchers, Donors, and
other education stakeholders for
planning, monitoring, and policy
decision-making.

data, store information and save
information.
There are other new uses of ICTs like a
tool for example to teach students,
entertainment, among others.

of computer hardware and software, how
computers operate, how data is captured,
analysed and stored in order to select the
best product for any task that they need
to do.

Functions of EMIS.
The functions provided by EMIS
fall into three broad groups:

Operations;
Data capture; and
Management reporting.

Operations functions
To Provide the officers of MoE&HE with
tools to manage the processes and
perform the calculations for which they
are responsible in their day-to-day duties.
EMIS operations function let you
Manage.

Data Capture functions


Data Capture functions - used to get data
into EMIS.
Some of the data capture functions are
automated processes, others in
particular the School Survey entry
functions are manual data entry.

Management Reporting functions - allow
MoE&HE to analyse the performance of
the education system, and track their
progress towards its strategic goals.
