ABOT-ALAM PROJECT

The
ABOT-ALAM PROJECT is a
nationwide campaign and strategy
with the primary goal of targeting all
OSY in the country and reintegrating
them to their communities,
achieving a zero percent OSY in the
Philippines by 2016.
Vision
"No Filipino Youth Left Behind." or "Walang
Kabataang Maiiwan," Abot Alam is a 3-year
national strategy to organize efforts in
integrating programs for out-of school
youth (OSYs), with the vision of providing
them opportunities for education, training,
entrepreneurship, possible career and
employment from 2014-2016 ultimately
helping them to become productive and
creative citizens;
Aims
Abot-alam Program aims to
reach one million OSY in 2014
and One million in 2015 and to
provide them with appropriate
interventions on education,
entrepreneurship, or
employment.

as the second phase will reintegrate the
OSYs to their respective communities through
programs and services by the DepEd (ALS, E-
skwela, etc), TESDA, private partners and other
partner agencies. Programs of intervention
include DepEd BALS offerings, LGU programs
for OSYs, TESDA training, college scholarships
and NGOs programs for OSYs;

Walang Kabataang Maiiwan
Adopt Abot-Alam as the LGUs program for OSYs
in partnership with DepEd.
Provide leadership, with support from the local
DepEd, to the Abot-Alam local alliance
Mandate the barangays to gather data based on
Abot-Alam template/format
Allocate and mobilize resources
Undertake local level advocacy campaign to
generate support for the program
As of the end of December 2014,
more than 1.9 million out of school
youth have been mapped and listed in
the Abot-Alam database. More than
400,000 of them have been enrolled
under various programs in education,
employment and entrepreneurship.
Objectives
1)Map out, profile and enlist the OSYs in
every barangay;
(2) Map out government and CSO/NGO
programs for OSYs;
(3) Match OSYs with the relevant
programs and institutions; and
(4)
Track the progress of the participating
OSYs or learners;
Definition of Terms
Abot Alam Enlisted Learners are individuals 15 to 30 years
old.
Accreditation and equivalency (A&E) Program is a nonformal
education certification program for out-of-school children, youth
and adult that recognizes prior learning.
Alternative Delivery Modes (ADM) refers to the non-traditional
education program which applies a flexible learning philosophy and
a curricular delivery program.
Alternative Learning System (ALS) is a parallel learning system
to provide a viable alternative to the existing formal education
instruction.
Basic Literacy Program (BLP) is a community-based program
for non-literate out-of-school children, youth, and adults to
acquire basic reading, writing and numeracy skills.
Community Learning Center (CLC) is calso called
Punlaan ng Karunungan which is similar to a school.
Informal Education (Infed) Program is a informal
education program of ALS for the out-of-school
children, youth, and adults that offers skills/ livelihood
training or short interest-based courses.
Multi-sectoral Local Alliance refers to consortium
composed of government and non-government
agencies/organizations and other stakeholders that
expressed commitment to achieve the goals of the
Program.
Out-of-School Youth (OSY) refers to out-of-school
individuals who have not completed basic/higher
education or who are unemployed.
