Health and Safety Plan

Designed to identify, evaluate and control health


and safety hazards at any site and provide for
emergency response during site operations.

If an agency has already developed a health and


safety plan to meet requirements of other regulations
the existing plan may be used, provided that any
additional information required by 1910.120 is
included.

Health and Safety Plan

Maintained by the employer and made available to:


Any employee or employee representative
Any contractor or other employee representative
working for the employer who may be exposed
to hazardous substances
OSHA Personnel
Federal, state or local agencies with authority over
the site
Health and Safety Plan

The written Health and Safety Plan shall incorporate


the following:
An organizational structure
A comprehensive work plan
Activity specific health and safety plan
Safety and health training program
Medical surveillance program
Employers Standard Operating Procedure
Interface between general and specific plans
Health and Safety Plan

Organizational Structure establishes the specific


chain of command and overall responsibilities of
supervisors and employees.
General Supervisor has the responsibility and
authority to direct all operations.
Health and Safety Officer has the responsibility
and authority to develop and implement activity
specific safety and health plan and verify compliance
Health and Safety Plan

Other personnel required for site operations and


emergency response as well as their general
functions and responsibilities

Lines of authority, responsibility and


communications

Organizational structure shall be reviewed and


updated to reflect current status of site operations
Health and Safety Plan

Comprehensive workplan

Define anticipated activities as well as normal


operating procedures not addressed elsewhere

Define work tasks and objectives and identify the


methods required to accomplish tasks and objectives

Establish personnel requirements for implementing


the plan
Health and Safety Plan

Provide for the implementation of training required


for compliance with 1910.120

Provide for the implementation of informational


programs required for compliance with 1910.120

Provide for the implementation of medical


surveillance program required for compliance
with 1910.120

Pre-entry briefing must be held prior to initiating


any site activity

Health and Safety Office shall conducted routine


inspections to determine effectiveness of health and
safety plan. Any deficiencies shall be corrected.
